I have discovered an admin vulnerability in British police forces which may be of use to TIs.
Each force consists of two admin entities: the Police and Crime Commissioner and the Police Force.
If one writes to the PCC he can make inquiries as he is independent of the Force that he has responsibility for.
My experience is that Chief Constables don't like inquiries directed to the PCC - there is often conflict between the two.
