On behalf of the Honourable Rob Nicholson, Minister of Justice and Attorney General of Canada, I acknowledge receipt of your correspondence, which was forwarded by the Office of the Prime Minister, concerning your personal situation.
As Minister of Justice and Attorney General of Canada, Minister Nicholson is mandated to provide legal advice only to the federal government. I hope you will understand that, for this reason, he is not able to intervene in, investigate, or otherwise become involved in matters of a private nature. Similarly, neither departmental officials nor members of his staff are in a position to help resolve personal issues.
I note your desire for a public inquiry regarding your treatment by members of the Toronto police. It may be helpful for you to know that, while the Parliament of Canada is responsible for enacting criminal law, the administration of justice in a province, including policing, is the responsibility of the provincial governments. Therefore, if you have not already done so, you may wish to write to the Honourable Rick Bartolucci, Minister of Community Safety and Correctional Services for Ontario, who is responsible for policing services Toronto. His office is located at 25 Grosvenor Street, Floor 18, Toronto, Ontario M7A 1Y6. As Minister of Justice and Attorney General of Canada, Minister Nicholson cannot comment on or commence an inquiry into matters that fall outside his jurisdiction.
The most useful suggestion that I can offer, given your situation, is to seek the advice of a lawyer in private practice to determine the course of action that will best serve your needs.
