United States has been in State of National Emergency over a decade, and is still. Just in January 2014 Obama renewed the law, which was first made by George Bush 2001, after 9/11. Law gives president power to suspend constitution, and declare Martial law without congress approval - among other things. Most of the people are not aware that such national emergency state exist now in United States.
