Reports of Prolonged and Malicious Tortures Committed in the 21st Century Against Civilian Citizens (Victims), reported by Victim Joan Carson. Crimes and Tortures Took Place from 1984-present.
There are reports that a secretive rogue group (a rogue secretive agency and/or a few rogues from the agency) conducts unethical research in the 21st century.
The three specific complaints about the rogue agency and/or rogues from a secretive agency: are as follow: (rogues for short)
1)The rogues unjustly enrich themselves off the harm caused the civilian human guinea pigs. (Source, Icator, Pacts, Targeted Justice, and Peace pink.)
2) The rogues also lie about whether the human guinea pigs had a say in whether they would be human guinea pigs. The human guinea pigs had no say in the matter. (Source, Icator, Pacts, Targeted Justice, and Peacepink.)
3) The rogue also subjects the civilian human guinea pigs to cruel torture, retaliation, and retaliatory torture. (Focus See page 2,3,4,5 of report). (Source, Icator, Pacts, Targeted Justice, and Peacepink.)
I do hope that Icator can focus on these complaints. The rogue agency and/or rogues not correcting for these errors is a reprehensible wrongdoing/error/crime in the 21st century. We deserve a better world than this; therefore, I try to file formal grievances/complaints concerning the above issues.

Retaliatory Torture list
The following is a list of the different tortures, to which I and thousands of civilian citizens (tis/ human guinea pigs/human fodder) have been subjected from the years 1984-Present. Additional groups of human guineas also civilians reported identical and similar facts concurrently through non-profit groups such as: Peace pink, Pacts, Icator, and Targeted Justice. We civilian citizens who are fair minded and politically progressive are being exploited, tortured, and also retaliated against by rogue secret agencies and/or rogues from a secret agency. The list of tortures to which we were subjected includes but were not limited to the following retaliatory tortures: {Be warned a few descriptions of torture are graphic because of the nature of the torture.}
• Use of secretive electromagnetic and other sophisticated technologies/weapons that remotely batter specific private parts (gonads) of men and private parts of women (pelvic and vaginal area) in a harmful and hurtful way. Attacks took place on Joan Doe, civilian, for one year. (1997-1998).
{Please be warned that the subsequent torture and the description of it is exceptionally graphic;} I describe the following torture because thousands of tis were attacked in this way and are afraid to speak of these attacks.
For an exceptionally Prolonged span of time, 10 years, the rogues with sophisticated weaponry directed a series of attacks to the rectum and anus of both men and women civilian victims. The attacks caused large explosions of gas in the rectum and the ATTACKS were exceptionally severe in number and magnitude; thus, causing great suffering and, at times, pain. The ferocity of the series of attacks kept the victims from enjoying a life without torture. THE ATTACKS TOOK PLACE EVERYDAY, EVERY WEEK, FOR TEN YEARS. THAT IS THERE WAS ONE DECADE OF TORTURE. Note: the attacks Lessened in magnitude and ferocity around 2021.
NOTE THIS IS AN INDICTEMENT OF TORTURE IN THE 21ST CENTURY BY A ROGUE AGENCY AND/OR A FEW ROGUES FROM IT.
Several experts concurred that several and/or a few in the group of perpetrators/torturers of the EXCEPTIONALLY PROLONGED AND CRUEL ATTACK have a problem related to anti-social disease, sadistic personality, and/or sociopathy because d they continued to attack the handicapped civilians, despite knowledge of their affliction for such a prolonged span of time. (NOTE I HAVE NO OPINION, I JUST REITERATE THE STATEMENTS OF THE EXPERTS. (I must state the series of attacks on the civilians were an exceptionally prolonged, unnecessary, and cruel series of acts /10 years) by the Rogue agency and/or rogues from it. (Attacks occurred from 2011-2021)
There is also the use of blacklisting and blackballing against the civilian citizens who try to report the tortures. (1984 -present). Additionally, when the civilian victims try to work, they cannot find work because of blacklisting. Moreover, ninety percent of time, when kept at home by the rogues, the civilian victims are tortured brutally--which I remind you is worse than work. Would you want to be tortured? Therefore, either way whether the civilian citizens work or not work-- they lose. Note work is often a torture cell, too. (Literally) Numerous tis complain that they are tortured with microchips and mind reading at work. (Peacepink, Icator, Pacts, and Targeted Justice. This employment and, unemployment abuse is a common tactic to harm the victims.
Additionally, a retaliation tactic, lowered wages because human rights advocate. Other citizens report this wage related retaliation. The rogues also blacklist and blackball the nonconsensual human guinea pigs who try to report the rogues. (Note other victims report identical and similar tortures, exploitation, and abuses to me.) There is also unjust enrichment by the rogues and /or rogue agencies. The human guinea pigs are forced to sacrifice far more than the insiders, the rogue agency insiders. However, the human guinea pigs are compensated far less than the insiders. The human guinea pigs are cruelly devalued by the rogues and rogue agencies. I ask would you rather sacrifice an arm, or limb, and /or part of your forebrain and be tortured, exploited, and taken and cruelly devalued; and /or would you rather work at an interesting high paid job well you are well treated and paid? I ask for the truth: the former is torture/abuse, and hell and the later is the better option.
There is also invasion of privacy and other types of torture by use of sophisticated patented weaponry such as the Brain Computer Interface. For example, when the victims are reading, thinking, or trying to comprehend complex subjects the perpetrators closely target the victims’ and their minds. Through targeted technology the perpetrators can disrupt the victim’s thoughts, censor the victims’ emotions;’ thus, erasing and blocking the victim’s humanity and the victim’s ability to think, feel, love, and be human. The perpetrators also shame and dehumanize the victims emotionally and psychologically telling the victims that they, the victims, do not count as a full human being to the perpetrators and the world.
• To add to the cruelty, the perpetrators disfigure the victims in both overt and subtle way to torture and to shame the victims. There is forced feeding (gavage) which makes the victims get fat. Would you like to be 50 or 100 pounds fatter? and not able to explain to your friends, family, and public that the perpetrator made you fat with gavage (method of forced feeding). (1965-present). They also leave scars on your face and body to make you look less attractive. There are also other factors which change looks which the perpetrators do not admit to. For example, the radiation from the weapons makes you shorter, fatter, and other negatives and, overall, makes you look worse.
• There are also false COINTELPRO allegations about the victims.
There are many documented cases of cointelpro harassment in which rogue researchers covered up their illegal research with false allegations. For example, please be aware that the Rockefeller Commission in 1970 reported that the CIA frequently utilized cointelpro-related (false mental health allegations) to conduct and conceal numerous secretive, covert, unethical and illegal research studies. Additional, documented cases of cointelpro using this false diagnosis as a strategy for conducting unethical research studies include the following:
1 The radiation research studies. It is reported that false mental health allegations were used in the radiation studies in the forties through seventies. Studies were numerous and included the following: Studies include the following: there were studies of healthy human beings who were injected with radiation. (Love, 26). (NYT 1 9 95) 44-74 (Love, 26): there were studies on radiation of children and mothers; and there were studies of radiation in the environment. 44-74 (Love, 26). At that time, numerous victims who complained that they were being used in radiation studies were labeled the “Crazies.” However, in 1994 when the Department of Energy’s documents were declassified, it was admitted by officials that the so called “Crazies” were not crazy. The Director of the Department of Energy at this time, Hazel O’Leary, noted the” crazies” were in fact telling the truth. {D’Antonio M, Atomic Guinea Pigs, NYT.}
2.The Duplessis orphans. It is known that false mental health allegations were used in the case of the Duplessis orphans in Canada. In the case of the Duplessis orphans in the 1940-70’s, (Wikipedia, Duplessis Orphans) many orphans were falsely diagnosed and labeled mentally ill so that they could be utilized in secretive research in Canada. Some groups of orphans were subjected to straitjackets, some groups of orphans subjected to lobotomies, and some groups subjected to electroconvulsive shock by the researchers. Years later the orphans discovered the facts of their utilization as unknowing human guinea pigs, and they successfully sued the government. The Canadian government and the CIA later admitted to the false mental health allegations (Wikipedia.) and settled with the orphans.
3.Orlikow Vs CIA. (Orlikow v. United States, 682 F. Supp. 77 (D.D.C. 1988) It is a related case of deception and false diagnosis. Cointelpro, the CIA and other agencies have utilized people without their permission. A CIA researcher, Dr Cameron, under the guise of care used deception, and told Mrs. Orlikow and fifty-one other men and women that they were ill. With the deception in place, Dr. Cameron next unethically and deceptively severely broke down subjects with electroconvulsive shock, LSD, and other means to change the personalities of the subjects. The subjects were left in shambles. A few subjects found out about his false diagnosis, deception, and abuses by Dr. Cameron and later successfully sued the CIA. (Orlikow v. United States, 682 F. Supp. 77 (D.D.C. 1988)
The TRUTH BE TOLD the human guinea pigs had NO SAY in the matter whether to be human guinea pigs or whether not to be human guinea pigs. THE ROGUE AND/OR ROGUE AGENCIES ARE PATHOLOGICAL LIARS WHO SAID THERE IS CONSENT AND THAT THIS IS FAIR. This is a violation of the Nuremberg Code.
Therefore, I ask that the Reader be warned that it is widespread practice that rogue researchers employ the use of cointelpro and false allegations to conceal, cover up and hide their covert, and secretive rogue research. Be warned that cointelpro is a common cover-up used because it helps the rogue researchers avoid legal and financial accountability to the human guinea pigs.
There is also the v2k microchip along with numerous other chips which adversely and deleteriously effect the targets behavior. {reported by other tis/ Peace pink]. The majority of the day, it is reported that many tis hear significant amounts of pejorative statements made about them on v2k. At times, a few tis report that there is also an artificial/phony voice which pretends to be kind which distracts from the torture the perpetrators are committing against the tis.
There is also forced movement and forced speech from microchips which can make the victim appear less capable than you are. For instance, with the patented technology implanted in your body, the perpetrators put the wrong words in your mouth/voice when speaking in front of others. Additionally, the perpetrators with their technology implanted in you, the perpetrators can force you to walk into a bus or wall against your will either to kill you and/or severely harm you and subsequently cost you a large medical bill (1984-present.).
They can also erase your mind/ brain. After I studied, worked, and learned for several years, they erased my mind/brain and left me without a livelihood and skills. The stole all my learning and also damaged my mind. They also ruined my coordination that I used to have when I walked, ran, and moved.
In conclusion, I am writing to you to report on the torture of civilians. Please be aware that if you want to collect testimony, I Joan Carson, would like to provide testimony. (Joan Carson, alias because of the sensitive nature of torture, crime, and abuses by the perpetrator.)
At present, because of the secrecy, there is no justice for human guinea pigs. I observe that rogues/perpetrators severe wrongdoing occurs because of the secrecy and unquestioned power awarded them. The truth told about the A FEW ROGUES FROM A SECRETIVE AGENCY AND/OR ROGUE AGENCY betray the public trust. PUBLIC BE WARNED. WARNED. THEY THE GOVERNMENT ARE USING TORTURE AS A WEAPON AND/OR PREPARING TO USE IT AS A WEAPON ON YOU.
