James Howell 233 fishing creek rd. NCM NJ 08204.To the head of Cape May county Emergency Management, and the freeholders.Mr. Mccall My name is James Howell I live on 233 fishing creek rd.NCM NJ. I am kindly asking or advising you to imediately CEASE AND DESIST emergency management actions against me .I am informing you I am NOT a threat the publics health and safety. I am a peaceful resident of Capemay county Nj. I have resided here since 1984.I attended lower township public schools "Lower Cape May Regional". I am informing you that Emergency management counter terrorism or Hazard potential threat mitigation actions taken against me. Since August of 2010 actions have been based on completely false records or and reports.This is a violation of my constitutional 6TH Amendment rights.I am a citizen of The United States of America that has no criminal record or history. I have not committed nor intend to committ any acts of terrorism watsoever.I have not been questioned by law enforcement nor any other entity. I have not been offered any county public consultant services for the the alledged fraudulent reasons for the actions that have been taken against me .These actions have deprived my rights under the color of law and these actions have been ongoing to the present day for fraudulent intentions at the expense of my Constitutional rights as an American citizen that has resided in Cape May County New Jersey for nearly 35 years.These actions are based upon criminal defamation ,This criminal defamation resides in records that The NJ OHSP in James Howells name. James Howell has been denied access to these records. These records are pending evidence in Federal civil litigation against individuals of a public agency and a Government emergency management consultant only for the Emergency actions taken against me. NOT CAPEMAY COUNTY!I James Howell am advising you to imediately cease and desist any authorization or participation in this Pre disaster potential hazard threat counter terrorism mitigation which consists of defamation, interstate stalking , obstruction of justice and many other gross violations of Public Laws. I am also asking for the imediate removal of the serveilance devices on the utility poles directly in front of my home 233 fishing creek rd. NCM NJ 08204. The ongoing. "Emergency Management" actions have deprived my rights under the color of law. If this action continous I will be forced to take civil action against Cape May countt Emergency Management. I absolutely do NOT wish to do so.As a 35 year resident of Capemay County I absolutely do not wish to proceed in a civil action against the County I love and i was Married in and Spent the best days of My Life Here. Myself and children have attended school here in Lower township and a played Little League here.I would humbly discuss this matter in an informal or formal way of communication .This is not a damand, nor a threat , this is meerly an advisory of a Constitutional ,and civil rights violations that have been ongoing since August of 2010 against myself and family.This action is also preventing me from obtaining gainful employment in which I am qualified in many areas, I have many certifications for First Responder Operations,and also cerifications from the Department of Homeland Security maritime counter terrorism institute.
