This relates to Benghazi and how they are being bought off and forbidden from testifying before Congress, but it should also apply to any agreement entered into with the Gov't, and it could also eventually affect TIs because the Gov't does not want to admit that the TI program exists, and the Gov't will go to any length to deny that this program exists.
Gag orders should not affect the ability to testify before Congress. The President is the CEO of the USA and Congress is the Board of Directors of the USA, and in order to run our country they need to know everything that is going on, including areas of national security - after all, the President and Congress are the ones that provide the funding for all programs, and the President and Congress are ultimately responsible for the results and actions from any program and/or agency. Therefore, any part of any gag order that restricts a person from testifying before Congress should be declared null and void.
