My insights tells me that this tech is only mainly developed in US but used World wide, I am a living example of this.

They were implanting people with hard luck stories with brain interfaces involuntary and experiment for at least 70 years now, just they kept it as a secret. Now that tech advanced they're using it on themselves to enhance a standard of living.
