Question about TETRA.

I'm obviously having operator error issues with the site. My question for anyone. How can I measure/detect both the 400 MHz modulated carrier wave and the 17.6 Hz embedded pulse? Do I need one device (e.g., a spectrum analyzer) or two or more devices (e.g. an EMP detector) as well. Thanks.
