Please don't advise or encourage some victim to " file a complaint personnally with International Criminal Court or UN On Torture". It donesn't mean we can't file personnaly. This process is huge and too much. Without carefully studying each process of " file a complaint" , you case will be tossed. Of course, if you are familiar with everything about this process.
