I think of all the efforts this one is PARAMOUNT.
If we can get law passed that prohibits human testing without signed consent (currently there is no law on the books!), and the bill referenced in the title which was introduced after James Walbert was found to have beensuccessfully implanted with an rfid chip, and a brain implant, was shot down!

If there is legal discourse (currently there's not!) for such invasive, abusive, tortuous implants, then these actions will no longer occur, or be far less because of the potential backlash (think of all the publicity surrounding illegal neural implants for torture and research because of all the lawsuits that would spring up!)
If there's any effort here it would be to find the right attorney(s) and congressman(s) to get this bill back in the legislature.
