This AM at 4:30 I woke up to a loud noise that sounds like a loud bathroom fan, except it shakes the walls and windows of my building. It changes in intensity from extremely loud to very low and is shut off and turned back on again over and over. It has and been occurring over the past few weeks. The sound is picked up on video, and I have video recorded it for evidence.
