The International Tribunal  shall have the power to prosecute persons responsible for the following crimes when committed as part of a widespread or systematic attack against any civilian population on national, political, ethnic, racial or religious grounds:

 a) Murder;

b) Extermination;

c) Enslavement;

d) Deportation;

e) Imprisonment;

f) Torture;

g) Rape;

h) Persecutions on political, racial and religious grounds;

i) Other inhumane acts.

Dear All, 

I have talked to Ottawa office today. They have received a formal answer from the Canadian Government, and I will get an e-mail with this answer on Monday. A secretary of Mr. McKay said that the meaning of the answer is that the Government does know and understand, what the Petition is about. The American, Russian and other Parliaments approve laws, introduce bills against use of Psychotronic or Psychophysical weapons, and only the Canadian Government is so ignorant that does know anything about it. What can we do in this situation? How can we force these criminals from the police, RCMP, Government to stop these crimes, pay for damages and bring the criminals to justice?

Torturers keep torturing. Murderers keep murdering. Criminals keep committing crimes against humanity although our petition was tabled by the House of Commons of Canada.

In your letter dated Feb 20, 2009, you stated: “ …You may wish to write to the Minster of Community Safety and Correctional Services for Ontario, who is responsible for policing services Toronto.” Please see the letter from the Minister of Community Safety and Correctional Services . He stated: “ As minster, I must not become directly involved in operational policing matters, attempt to influence a policeman investigation or take an action that could be perceived as jeopardizing the integrity of justice system.” . I kept these letters, or evidence for a long time, and I did not disclose them to the public. As I stated earlier: “ I don’t want to become famous because I have no interests in politics and fame.” However, some people view my kindness as a sign of weakness. They conduct torture without a restraint. Due to the torturers’ inhuman crimes, very serious consequences have occurred to me, an innocent victim. Meanwhile, they have made innocent politicians get involved in, even including Mr. Prime Minister of Canada. This is the seriousness of acts of torture. When any problems in the world appears or pops out , no matter how serious it is, we can not turn away. If so, the problem will become uncontrollable. You must know it better than me.
Dear Mr. Attorney General and Prime Minister of Canada, please don’t refuse my request for a public inquiry and our petition again before a large amount of evidence from me/us, Canadian famous lawyers, and international human rights organizations. Some specialized words I am using in this letter are from “ UN New Resolution On Torture”, “UN CAT ”,and “ Istanbul Protocol ”. If any of you is not happy with these words, please forgive me because I did not mean to do it. I believe you will do the same thing as I do if you were me.

Canada has a celebrated and respected history as a leading advocate for human rights on the international stage. Unfortunately, in recent years, Canada's voice as a champion of these principles has become muted. In light of your re-election, we hope that you will work for this trend to be reversed.

Human Rights Watch conducts research on a number of human rights issues where Canada has an important role to play. In some instances, our research has documented a failure by Canada to defend adequately or to adhere to international standards.

We are concerned about the impact that Canada's record on these issues will have on the country and on the global human rights community. Below, we present our concerns and suggest steps that Canada and its parliament, with your leadership, should take to address them.

These issues are not an exhaustive list of the human rights concerns facing the Canada, but instead reflect areas studied by Human Rights Watch.

The committee recommended that the addendum be approved.

 

The addendum to the article 6 of the Russian Federation law On Weapons,

"was approved on July 26, 2001. It states: within the territory of the Russian Federation is prohibited the circulation of weapons and other objects the effects of the operation of which are based on the use of electromagnetic, light, thermal, infra-sonic or ultra-sonic radiations" (30).

In this way the Russian government made a first step to stand up to its dedication to the ban of mind control technology.

BY THE PRESIDENT OF THE UNITED STATES OF AMERICA

A PROCLAMATION

In our schools and in our neighborhoods, at home and in workplaces across our Nation, stalking endangers the physical and emotional well being of millions of American men and women every year. Too often, stalking goes unreported and unaddressed, and we must take action against this unacceptable abuse. This month, we stand with all those who have been affected by stalking and strengthen our resolve to prevent this crime before it occurs.

Stalkers inspire fear through intimidation, explicit or implied threats, and nonconsensual communication often by telephone, text message, or email that can cause severe emotional and physical distress. Many victims suffer anxiety attacks, feelings of anger or helplessness, and depression. Fearing for their safety, some are forced to relocate or change jobs to protect themselves. And, tragically, stalking can be a precursor to more violent offenses, including sexual assault and homicide. The consequences of this crime are real, and they take a profound and ongoing toll on men, women, teens, and children across our country.

Despite the dangerous reality of stalking, public awareness and legal responses to this crime remain limited. New data show that one in six women and one in 19 men have experienced stalking that caused them to be very fearful or feel that they or someone close to them were in immediate physical danger. Among men and women alike, victims are most commonly stalked by current or former intimate partners, and young adults are at the highest risk for stalking victimization. Though stalking can occur in any community, shame, fear of retribution, or concerns that they will not be supported lead many victims to forego reporting the crime to the police. As we strive to reverse this trend, we must do more to promote public awareness and support for survivors of stalking.

My Administration is working to advance protection and services for stalking victims, empower survivors to break the cycle of abuse, and bring an end to violence against women and men. With unprecedented coordination between Federal agencies, we are promoting new tools to decrease the incidence of domestic violence, sexual assault, dating violence, and stalking, and we are taking action to ensure perpetrators are held accountable. To reinforce these efforts, advocates, law enforcement officials, and others who work with victims must continue to improve their capacity to respond with swift and comprehensive action. From raising awareness to pursuing criminal justice, all of us have a role to play in stopping this senseless and harmful behavior.

This month, let us come together to prevent abuse, violence, and harassment in all their forms and renew our commitment to bring care and support to those in need.

NOW, THEREFORE, I, BARACK OBAMA, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim January 2012 as National Stalking Awareness Month. I call on all Americans to learn to recognize the signs of stalking, acknowledge stalking as a serious crime, and urge those impacted not to be afraid to speak out or ask for help. Let us also resolve to support victims and survivors, and to create communities that are secure and supportive for all Americans.
