There are 2 types of voice to skull:
1. The pulsed microwave method: every time the voice wave goes from positive to negative we generate a microwave pulse. For every pulse the brain hears a click. All these clicks are a form of digital audio. This goes through walls.
2. The silent sound method: a steady tone is frequency modulated with a voice wave. The ear hears hissing, but the brain hears a voice. This is a form of analog audio. This doesn't go through walls.

Summary Information

Objective of Phase Effort

The main goal of the Phase I project wad to design and build a breadboard prototype of a temporary personnel incapacitation system called MEDUSA (Mob Excess Deterrent Using Silent Audio). This non-lethal weapon is based on the well established microwave auditory effect (MAE). MAE results in a strong sound sensation in the human head when it is irradiated with specifically selected microwave pulses of low energy. Through the combination of pulse parameters and pulse power, it is possible to raise the auditory sensation to the “discomfort” level, deterring personnel from entering a protected perimeter or, if necessary, temporarily incapacitating particular individuals.

Summary of Results from the Phase I Effort

The major results of the Phase I effort were that - An operating frequency was chosen - Hardware requirements were established (commercial magnetron, high-voltage pulse former) - Hardware was designed and built - Power measurements were taken and the required pulse parameters confirmed - Experimental evidence of MAE was observed

Potential Applications and Benefits

Potential applications of the MEDUSA system are as a perimeter protection sensor in deterrence systems for industrial and national sites, for use in systems to assist communication with hearing impaired persons, use by law enforcement and military personnel for crowd control and asset protection. The system will: be portable, require low power, have a controllable radius of coverage, be able to switch from crowd to individual coverage, cause a temporarily incapacitating effect, have a low probability of fatality or permanent injury, cause no damage to property, and have a low probability of affecting friendly personnel.

Pentagon report investigated lasers that put voices in your head

A recently unclassified report from the Pentagon from 1998 has revealed an investigation into using laser beams for a few intriguing potential methods of non-lethal torture.

Some of the applications the report investigated include putting voices in people's heads, using lasers to trigger uncontrolled neuron firing, and slowly heating the human body to a point of feverish confusion - all from hundreds of meters away.
A US citizen requested access to the document, entitled "Bioeffects of Selected Non-Lethal Weapons," under the Freedom of Information Act a little over a year ago. There is no evidence that any of the technologies mentioned in the 10-year-old report have been developed since the time it was written
The report explained several types of non-lethal laser applications, including microwave hearing, disrupted neural control, and microwave heating.
For the first type, short pulses of RF energy (2450 MHz) can generate a pressure wave in solids and liquids.
When exposed to pulsed RF energy, humans experience the immediate sensation of "microwave hearing" - sounds that may include buzzing, ticking, hissing, or knocking that originate within the head.
Studies with guinea pigs and cats suggest that the mechanism responsible for the phenomenon is thermoelastic expansion.
Exposure to the RF pulses doesn´t cause any permanent effects, as all effects cease almost immediately after exposure ceases.
As the report explains, tuning microwave hearing could enable communicating with individuals from a distance of up to several hundred meters.

The phenomenon is tunable in that the characteristic sounds and intensities of those sounds depend on the characteristics of the RF energy as delivered...
Because the frequency of the sound heard is dependent on the pulse characteristics of the RF energy, it seems possible that this technology could be developed to the point where words could be transmitted to be heard like the spoken word, except that it could only be heard within a person´s head.

In one experiment, communication of the words from one to ten using ´speech modulated´ microwave energy was successfully demonstrated.
Microphones next to the person experiencing the voice could not pick up these sounds.
Additional development of this would open up a wide range of possibilities."
The report predicts that communicating at longer distances would be possible with larger equipment, while shorter range signals could be generated with portable equipment.
Putting voices in people´s heads could cause what the report calls "psychologically devastating" effects.
The technology might even allow for communicating with an individual hostage surrounded by captors, although this would require "extreme directional specificity.
With another weapon, electromagnetic pulses could be used to disrupt the brain´s functioning, although this technology was still in the theoretical stages at the time.
Under normal conditions, all brain structures function with specific rhythmic activity depending on incoming sensory information.
Sometimes, the brain synchronizes neuronal activity in order to focus on a specific task, but the degree of neuronal synchronization is highly controlled.
However, under certain conditions (such as physical stress or heat stroke), more areas of the brain can fire in a highly synchronized manner, and may begin firing uncontrollably.
The report describes a method for replicating this highly synchronized neuron firing across distances of several hundred meters.
High-voltage (100 kV/m) electromagnetic pulses lasting for one nanosecond could trigger neurons to fire, disrupting the body´s controlled firing activity.
Short-term effects may include loss of consciousness, muscle spasms, muscle weakness, and seizures lasting for a couple minutes.
These high-voltage pulsed sources, which would require an estimated frequency of 15 Hz, exist today.
Another form of non-lethal torture described in the report is microwave heating.
By raising the temperature of the body to 41°C (105.8°F), humans can experience sensations such as memory loss and disorientation, and exhibit reduced aggression.
According to the report, humans can survive temperatures up to 42°C (107.6°F), at which time prolonged exposure can result in permanent brain damage or death.
The microwave heating technique was tested on a Rhesus monkey, where a 225 MHz beam caused an increase in the animal´s body temperature.
Depending on the dosage level, the temperature increase occurred within a time of 15 to 30 minutes.
After the beam was removed, the animal´s body temperature decreased back to normal.
The report suggests the technique could be useful for controlling crowds or in negotiations.
While the investigations reveal intriguing techniques for non-lethal torture, the report does not mention plans for carrying out specific experiments or studies in the future.

As the military's technology arm, the Defense Advanced Research Projects Agency (DARPA) is charged with ushering in the future of field combat, developing everything from hypersonic planes to robotic allies. But a new project hinted at in the Pentagon's defense budget is piquing outsider interest thanks to some seemingly bewitching connotations: The agency is being granted $4 million for a project known simply as "Battlefield Illusion." Here's what we know about the military's "magic plan":

What does the project call for?
The goal is to develop a way to confuse the enemy with "auditory and visual" hallucinations to lend our troops a "tactical advantage," says Noah Shachtman at Wired. The project aims to use new technologies similar to the misdirection techniques utilized by magicians.

The military is really mimicking magicians?
Yep. "Magicians and generals have had a long-standing relationship," says Shachtman. "Harry Houdini snooped on the German and Russian militaries for Scotland Yard. English illusionist Jasper Maskelyne is reported to have created dummy submarines and fake tanks to distract Rommel's army during World War II." And during the Cold War, the CIA paid magician John Mulholland $3,000 to write a manual on "misdirection, concealment, and stagecraft."

Alright. But how will "Battlefield Illusion" trick enemies?
It would likely use "optical technology" mounted onto vehicles to create on-field hallucinations, says Rob Waugh at Britain's Daily Mail. The technology is said to be similar to "current measures designed to confuse radar systems" — such as electromagnetic manipulation — "but applied to human beings."

What other types of technologies have they looked into?
Other military contractors have been developing "invisibility cloaks" to hide the infrared signatures of military vehicles. In the past, both the U.K. and U.S. governments have looked into weaponizing hallucinogens like LSD for combat use. And early in the war on terror, defense technology experts "floated the idea of a 'Voice of God' weapon," says Shachtman, which would have used "directed sound waves to convince would-be jihadis that Allah was speaking in their ears — and ordering them to put down their suicide belts." Sounds like magic, doesn't it?

Transcranial magnetic stimulation (TMS) is an extraordinary technique pioneered by neuroscientists to explore the workings of the brain. The idea is to place a human in a rapidly changing magnetic field that is powerful enough to induce currents in neurons in the brain. Then sit back and see what happens.

Since TMS was invented in the 1980s, it has become a powerful way of investigating how the brain works. Because the fields can be tightly focused, it is possible to generate currents in very specific areas of the brain to see what they do.

Focus the field in the visual cortex, for example, and the induced eddys cause the subject to 'see' lights that appear as discs and lines. Move the the field within the cortex and the subject sees the lights move too.

All that much is repeatable in the lab using giant superconducting magnets capable of creating fields of as much as 0.5 Tesla inside the brain.

But if this happens in the lab, then why not in the real world too, say Joseph Peer and Alexander Kendl at the University of Innsbruck in Austria. They calculate that the rapidly changing fields associated with repeated lightning strikes are powerful enough to cause a similar phenomenon in humans within 200 metres.

To be sure, this is a rare event. The strike has to be of a particular type in which there are multiple return strokes at the same point over a period of a few seconds, a phenomenon that occurs in about 1-5 per cent of strikes, say Peer and Kendl.

And the observer has to be capable of properly experiencing the phenomenon; in other words uninjured. "As a conservative estimate, roughly 1% of (otherwise unharmed) close lightning experiencers are likely to perceive transcranially induced above-threshold cortical stimuli," say Peer and Kendl. They add that these observers need not be outside but could be otherwise safely inside buildings or even sitting in aircraft.

So what would this kind of lightning-induced transcranial stimulation look like to anybody unlucky enough to experience it? Peer and Kendl say it may well look like the type of hallucinations induced by lab-based tests, in other words luminous lines and balls that appear to float in space in front of the subject's eyes.

It turns out, of course, that there are numerous reports of these types of observations during thunder storms. "An observer reporting this experience is likely to classify the event under the preconcepted term of "ball lightning"," say Kendl and Peer.

That's an interesting idea: that a large class of well-reported phenomenon may be the result of hallucinations induced by transcranial magnetic stimulation.

A difficult idea to test, to be sure, but no less interesting for it. And it raises an important question: in what other circumstances are ambient fields large enough to trigger hallucinations of one kind or another?

I was wondering if a cell phone can pick up these signals and some way transmit sounds to me for the last couple of months I been hearing sounds in one ear always the one closest to the cell phone when I sleep, I can hear it very clear whats bieng said its loud I mean realy loud it wakes me up from sleep yet I am the only one who hears it!

The possibility of reducing the V2K noise using the acausitic noise cancelling devices


I tried QuietComfort headphone by Bose in a store, and I found it cut off the normal hmmm noise. It was amazing to get the total quietness in my life while I put it on. The V2K voice might be heard very small via the internal noise through the body. I think the TIs with V2K problem should try this headphone. In a large cities, Bose has their stores for the demonstration and people can try it free.

Also, I found the humm noise as if from the turned-on speaker would be shut down when the V2K perps cut it off and the noise increases when there are more electronic harassments happen. It also help to hear the environmental noise easily as if the distance to the noise source get reduced.

Another characteristic is when I used a pair of ear plug, I could still hear the bzzz noise from the air conditioner nearby. There should be some noise deduction through the earplug, but I could hear it as if without the earplug.

How about to check the room with acaustic noise reduction? I think that is for the total V2K canceling mechanism for the TIs.

Radio and TV signals have a smooth wave form that we call sine wave.

Such a signal can't penetrate a nerve cell. The wall of a nerve cell has a small electric current that stops the signal.

Microwaves are short strong pulses.

Such a signal can penetrate a nerve cell. This was made public in 1962 by Dr Allan Frey from Cornell University in New York.

Dr Joseph Sharp demonstrated microwave voice to skull for the first time in 1973.

Every time the sine wave goes from positive to negative a microwave pulse is generated.

1.3. Microwave voice to skull simulated with a 555 chip tachometer circuit

Eleanor White designed this 555 chip tachometer circuit to simulate Dr Sharp's microwave voice to skull method. She has built such a device. She has demonstrated it to her collegues to prove that Joseph Sharp's modulation method, using just clicks, can re-create speech or music reasonably well. It was connected to a normal speaker. In order to produce voices in the head, it has to be connected to a radar.

Eleanor White designed this exact replica of Dr Sharp's microwave voice to skull method. It was connected to a normal speaker. In order to produce voices in the head, it has to be connected to a radar. It should be redesigned with automatic gain control to keep the volume constant. This design worked with careful adjustment of the input volume level.

2.1. Slope detection of the brain

This is the text from patent 5,159,703 for Lowery's silent subliminal presentation system:

A silent communications system in which nonaural carriers, in the very low or very high audio frequency range or in the adjacent ultrasonic frequency spectrum, are amplitude or frequency modulated with the desired intelligence and propagated acoustically or vibrationally, for inducement into the brain, typically through the use of loudspeakers, earphones or piezoelectric transducers. The modulated carriers may be transmitted directly in real time or may be conveniently recorded and stored on mechanical, magnetic or optical media for delayed or repeated transmission to the listener.

As you can read, it has the ideal ingredients for electronic harassment.

You see also that the patent doesn't say which frequency is used. This seems to be Lowery's secret.

Eleanor White believes that the frequency is around 14500 Hz.

2.2. Hypnosis via voice-FM

A voice wave is embedded in a steady tone by means of freqency modulation. In this example a steady tone is stretched where the voice wave has a small amplitude and contracted where the voice wave has a large amplitude.

The ear hears hissing, but the brain hears a voice.

2.3. Verifying the Lowery signal

At the left of the screen there should be a fixed point where the sine wave starts.

The sine wave of the steady tone is stretched to the right and compressed to the left to the rhythm of the embedded voice wave.

2.4. Silent sound demo device - "Voice-FM device"

Eleanor White designed this device based on patent 5,159,703. She has built this device. The chip that converts from analog to FM was extremely difficult to get in small quantities. She had to lie and say that she was a commercial circuit designer to get a handful of these chips. She demonstrated this device on the street. It produced voices in the head.

Eleanor White doesn't treat silent sound as voice to skull. She believes that silent sound is harmful when coupled to a microwave transmitter like in 3.1.

Hearing the voices in your head? Are these subtle meanderings unlocking a world of possibilities? Is a departed spirit communicating—with a message for you and you alone, or are the birth pangs of schizophrenia rearing its ugly head?

As musician Bob Dylan once sang…”The times, they are a changing.” What would once have been explained as spirit communication from the unknown realm may now have aspects of completely something else?

Development of non-lethal weapons is an express train barreling top speed and nonstop down the tracks. There is the continued tinkering and refining, yet the technology is here, and has been for quite some time…. What starts as a military application, however, doesn’t always stay within the military guidelines. There is always more fertile ground to explore.

The Voice of God—using pulse modulated microwaves to target and disrupt the human brain—broadcasts signals directly into the mind, bypassing the ears, where the pulses are converted by the brain to inaudible voices. It began initially as a communication device, and then the light bulb went on. And that is the crux…just what did the military want these voices to say? The beginning stages of this techno wonder produced an experiment using “speech modulated” microwave energy to transmit the number 1 thru 10 to a receiver in a crowd. Microphones placed next to this person did not pick up any of the spoken numbers. The receiver heard them clearly in the confines of his mind.

The Voice of God, or, Voice to Skull, as it is known in other circles, might produce exciting results in the lab, but in the field there was always that nasty possibility that these directed frequencies could disrupt the chemical pathway to the nervous system, inducing a seizure. For the enemy soldier, was this necessarily a bad thing, reasoned the military, but it was best to keep things hush and not overly excite the general public. This did not mean, however, that the weapon was quietly laid aside.

There are rumors that the weapon was used in military maneuvers in the war with Iraq. One report states that the device was directed at one insurgent in a group—resulting in the test victim whipping about in a frenzy, wide eyed and babbling incessantly about a voice only he could hear. When God is speaking to you directly, what do you do? If you want to really mess with a religious, loyal Islamic terrorist just plant the voice of Allah in his skull, commanding him to submit or, even better, run away! It makes them a mess, and is a win-win for all.

What is next…a holographic image married with the voice, perhaps of Charlton Heston as Moses, standing over the frightened soldier commanding him to surrender? Or, electromagnetic energy that would disrupt voluntary muscle control, effectively making the victim a quivering mass of Jell-O? The technology is inching in that direction, if not already arrived.

From a military viewpoint, clearing a building of enemy soldiers by sending in the voice of God is much more preferable than calling in a devastating air strike…and easier on the government wallet. I would agree.

The Navy had planned to use the LRAD (Long Range Acoustic Device) to warn ships to get out of the way in the crowded coastal waters of the northern Persian Gulf, where ship traffic is as congested as a Chicago street. It has not been reported that this has been done—at least not officially.

A cruise ship off of the coast of Somalia reportedly used the device with some success to ward off attacking pirates. What started as a military application has filtered down to the private sector, which is to be expected.

Airports use the “weapon” to frighten birds away from the runways. Cities have used a form of directed sound for years to repel pigeons from downtown building exteriors. There is little doubt that law enforcement agencies might just be puttering with the technology in one form or another. The sky is the limit as this acoustical transmitter, directly affecting and altering behavior, passes through many hands…for varying purposes.

The development of non-lethal weaponry has greatly accelerated from the day LRADs blasted loud music and screeching to unsettle Manuel Noriega, to the present day when “suggestions” can be implanted into the mind. And, who’s to say this device is not being used on our own troops—to give them happy thoughts and fortify their resolve as soldiers? It’s a tampering of the mind that the military would never admit to.

Signals can be transmitted hundreds of meters using portable equipment and the signal easily adapted from existing radar units—think cell phone towers that presently dot the landscape. Hidden in plain sight!

Currently these LRAD units have gotten more portable…eons away from the bulkier early prototypes. They are, however, cost prohibitive for the common individual. I will not be purchasing one anytime soon to aim out of my apartment window for a Saturday evening of good clean fun with my neighbors.

So, is there a correlation between the Voice of God and paranormal investigations? Is there the possibility of some sort of tie-in? We do deal in possibilities, and nothing should ever be a closed door. When we close that door we also close our mind to rational thought and speculation. We live in strange times where things are not always as they seem. It is a good thing to keep an open mind…that is our lot as investigators and seekers of the truth.

Pentagon report investigated lasers that put voices in your head

A recently unclassified report from the Pentagon from 1998 has revealed an investigation into using laser beams for a few intriguing potential methods of non-lethal torture. There is no evidence that any of the technologies mentioned in the 10-year-old report have been developed since the time it was written. The report explained several types of non-lethal laser applications, including microwave hearing, disrupted neural control, and microwave heating. For the first type, short pulses of RF energy (2450 MHz) can generate a pressure wave in solids and liquids. When exposed to pulsed RF energy, humans experience the immediate sensation of "microwave hearing" - sounds that may include buzzing, ticking, hissing, or knocking that originate within the head. Studies with guinea pigs and cats suggest that the mechanism responsible for the phenomenon is thermoelastic expansion. Exposure to the RF pulses doesn´t cause any permanent effects, as all effects cease almost immediately after exposure ceases. As the report explains, tuning microwave hearing could enable communicating with individuals from a distance of up to several hundred meters. "The phenomenon is tunable in that the characteristic sounds and intensities of those sounds depend on the characteristics of the RF energy as delivered," the report explains. "Because the frequency of the sound heard is dependent on the pulse characteristics of the RF energy, it seems possible that this technology could be developed to the point where words could be transmitted to be heard like the spoken word, except that it could only be heard within a person´s head. In one experiment, communication of the words from one to ten using ´speech modulated´ microwave energy was successfully demonstrated. Microphones next to the person experiencing the voice could not pick up these sounds. Additional development of this would open up a wide range of possibilities." The report predicts that communicating at longer distances would be possible with larger equipment, while shorter range signals could be generated with portable equipment. Putting voices in people´s heads could cause what the report calls "psychologically devastating" effects. Under normal conditions, all brain structures function with specific rhythmic activity depending on incoming sensory information. Sometimes, the brain synchronizes neuronal activity in order to focus on a specific task, but the degree of neuronal synchronization is highly controlled. However, under certain conditions (such as physical stress or heat stroke), more areas of the brain can fire in a highly synchronized manner, and may begin firing uncontrollably. The report describes a method for replicating this highly synchronized neuron firing across distances of several hundred meters. High-voltage (100 kV/m) electromagnetic pulses lasting for one nanosecond could trigger neurons to fire, disrupting the body´s controlled firing activity. Short-term effects may include loss of consciousness, muscle spasms, muscle weakness, and seizures lasting for a couple minutes. These high-voltage pulsed sources, which would require an estimated frequency of 15 Hz, exist today. Another form of non-lethal torture described in the report is microwave heating. By raising the temperature of the body to 41°C (105.8°F), humans can experience sensations such as memory loss and disorientation, and exhibit reduced aggression. According to the report, humans can survive temperatures up to 42°C (107.6°F), at which time prolonged exposure can result in permanent brain damage or death. The microwave heating technique was tested on a Rhesus monkey, where a 225 MHz beam caused an increase in the animal´s body temperature. Depending on the dosage level, the temperature increase occurred within a time of 15 to 30 minutes. After the beam was removed, the animal´s body temperature decreased back to normal. The report suggests the technique could be useful for controlling crowds or in negotiations. While the investigations reveal intriguing techniques for non-lethal torture, the report does not mention plans for carrying out specific experiments or studies in the future. Commercials to be Broadcast Directly Into Consumers’ Heads

A company in Germany has developed technology that will allow commercials and other announcements to be broadcast directly into train passengers’ heads when they lean against the window.

“Tired commuters often rest their heads against windows. Suddenly a voice inside their head is talking to them. No one else can hear this message,” states the video for the campaign launched by Sky Deutschland in association with ad agency BBDO Germany.

“The proposal involves using bone conduction technology, which is used in hearing aids, headphones and Google’s Glass headset, to pass sound to the inner ear via vibrations through the skull,” reports the Telegraph.

The sound is broadcast from a transmitter which is attached to the train window. BBDO said that as soon as approval is obtained from Sky Deutschland, the technology will be rolled out “as quickly as possible”. The device has already been tested on public transport in Munich and Aachen.

Neither company addressed the possibility that tired commuters who rest their head against the window may want to sleep and not be bombarded with annoying commercials.

The technology can also be used to broadcast “mass transport information,” meaning those ominous security announcements you hear in airports and train stations may soon be playing inside your head.

YouTube users reacted to the idea with little in the way of enthusiasm.

“Ugh. We need ad blocker for our brains,” remarked one.

“I think you’ll start to see a few broken windows as this becomes more popular,” added another.

Some were even more vehement, with one user commenting, “I hate the kind of people who come up with these ideas. You are the scum of humanity, and I hope you fail miserably in your misguided pursuit to make everyone else’s life that little bit harder for your own financial gain. Fuck you. Seriously. Fuck you. — A tired commuter.”

As we have previously detailed, the new wave of advertising is focused around the target consumer being bombarded with auditory and visual commercials against their will, technology which resembles the classic Minority Report scene where personalized ads are tailored to individuals via iris scans.

Back in 2006, Google announced that they would use in-built microphones to listen in on user’s background noise, be it television, music or radio – and then direct advertising at them based on their preferences.

In 2011, IBM announced that they are planning to scan “RFID technology that people are carrying around with them” in order to tailor ads to specific consumer tastes.

Last year, high-definition face-scanning cameras were installed at a bus stop in Oxford Street, London as part of a new invasive advertising campaign that delivers gender-specific targeted ad content.

The $60,000 dollar ad, displayed on a screen that is a cross between a huge iPad and an XBox Kinect, plays a 40 second video message when a female’s face is scanned but only a brief message if a man walks past.

Creators of the ad Clear Channel UK and 3D Exposure reacted to concerns about Minority Report style invasive advertising by promising that future projects “may soon surpass what we’ve seen at the cinema.”

Passengers leaning their head against the window will "hear" adverts "coming from inside the user's head", urging them to download the Sky Go app.

The proposal involves using bone conduction technology, which is used in hearing aids, headphones and Google's Glass headset, to pass sound to the inner ear via vibrations through the skull.

A video for the Talking Window campaign released by Sky Deutschland and ad agency BBDO Germany states: "Tired commuters often rest their heads against windows. Suddenly a voice inside their head is talking to them. No one else can hear this message."

The voice comes from a Sky-branded transmitter made by Audiva that is attached to the train window.

BBDO spokesman Ulf Brychcy told the BBC: "If our customer Sky Deutschland agrees, we will start with the new medium as quickly as possible.


"Some people don't like advertising in general. But this is really a new technology. [It might] not only be used for advertising, but also for music, entertainment, mass transport information, weather reports and so on."

Sky Deutschland said it had not made a decision on whether to launch the campaign.
