ANNOUNCEMENT 5th European Symposium on Non-lethal Weapons May 11-13, 2009 Ettlingen, Germany Venue: Stadthalle-Ettlingen, Ettlingen, Germany organized by Fraunhofer ICT klaus-dieter.thiel@ict.fraunhofer.de, manuela.wolff@ict.fraunhofer.de, helmut.oppenheim@bmlv.gv.at, s.tecl@vtupv.cz, arnaud.reichart@dga.defense.gouv.fr, norbert.eisenreich@ict.fraunhofer.de, r5u2s1@sgd.difesa.it, igor.plaksin@dem.uc.pt, zier.verheij@tno.nl, vicsel@rol.ru, ewa.liden@foi.se, EWGNLW@homeoffice.gsi.gov.uk, roswitha.tuz@ict.fraunhofer.de, 1.Announcement and Call for Papers Experts in the field of non-lethal weapons are concerned both with investigating and pursuing a detailed approach to new NLW technologies, and with developing a better contextual understanding of this complex subject from a generalised perspective. 2007, the year of the 4th European Symposium on Non-lethal Weapons was very decisive for NLW. Never since the term NLW was first created had so much motion and activity occurred. Noticeably, NATO installed a Quick Reaction Team, a Topical Group and proposed a new term, "Non-Lethal Capabilities (NLC)". In Europe , the European Defence Agency (EDA) installed a project team specifically in this area and adopted the term "NLC". Now what has changed in principle? Are there any consequences of the new term, NLC? How will this impact each of the different aspects (legal, medical or operational) involved in NLW? Chairman of the Symposium Klaus-Dieter Thiel Fraunhofer ICT, Germany The above questions and more will be discussed at the 2009 Symposium on Non-lethal Weapons, which will also act as a forum to review current and future non-lethal technologies. This 5th Symposium will be a platform enabling participants to meet with each other and with experts from many different nations. All these aspects together can be seen as a catalyst to strengthen and to enlarge the present NLW-community. In brief, the Symposium includes topics on: Current and advanced technologies Operational and tactical aspects (scenario-orientated, case studies...) Required capabilities Legal and public acceptance Effects on target as well as the evaluation of effects The listed topics should only be considered as guiding principles. The papers will be published in the Symposium Proceedings, which will appear at the beginning of the event. Guidelines on how to prepare the text will be sent to the authors.     The paper I offered to write for Ettlingen 2009 had the working title "Ethical and societal implications of capacity for privacy-invasive remote interrogation and behavioural influence applications". (Some British readers might recognise Andrew Grant, Marianne Ruth, Monika Stoces and myself in some of the pictures.)

    Below is the text of the "snail mail" letter I received formally inviting me to present the paper. I gather that Walter Madliger has also been invited to present a paper of his own, at the same Workshop (Discussion Forum 4).

    I imagine that Walter and I will not be the only members of our community attending the venue, although I expect that the majority of our members will continue the tradition started many years ago by Ettlingen-resident Swetlana, of picketing outside the conference, rather than participating in the conference itself as delegates, which costs money. I intend to travel from the UK in a minibus with seven seats, taking a tent large enough to sleep six people in comfort, and sold to me as a tent that can actually sleep twelve people (albeit crammed in like sardines).

    It might also be worth holding a fringe meeting at one of the Ettlingen hotels on the Tuesday evening, and inviting the press, as well as conference delegates who miss the workshop, or who want to meet some alleged targeted individuals socially and/or to continue the discussion in greater depth and an informal setting, after attending the workshop.

    I wonder if we'll get to meet Col Alexander. He was there in 2007, when I was picketing outside.

    With God's help, I now have to write a summary of my paper, by 30 January 2009. Naturally, it will draw very heavily indeed on John McMurtrey's work, and can, in sense, be viewed partially as a continuing my role of bringing John's research to the attention of the general public.

    1. The Proceedings (incl. CD-ROM) will be distributed at the beginning of the Symposium. The Chairman of your Discussion Forum will submit a summary for publication. Therefore your summary should reach us prior to January 30, 2009 being sent by e-mail (pdf-file) to

    2. Please do not submit more than 6 pages (including drawings, tables, pictures etc.). Please use 1,5 spacing between lines for text and 1,0 for footnotes, tables etc. The text has to be written in English.

    3. The finished printed page will be approx. 20% smaller than the original. Please keep this in mind when using tables and graphical illustrations.

    4. Layout of your manuscript :
    * title in capital letters
    * full Christian names and surnames of authors, underlining name of presenter
    * state institution with complete address
