In this video interview, according to the title & description on youtube, it was Major General Boris Ratnikov,
formerly the chief of Federal Security Bureau under the late President Boris Yeltsin. This department used psychotronic weapons to protect Soviet top leaders and also tried to hack other countries' leaders' minds.
