Try to find out where they bank, work and their habits of leaving their house. Isn't that what he she is already doing to you? After keeping a close eye on your one target you will find out where they hold their meetings and also the person who is paying them. You then start to follow and watch the head guy, then he will lead you to the top ranking. You might be surprise when you find out that its a politician from a rival party who deemed you as a threat. Maybe you wont have to look any further than parliament for your aggressor.
