This house in front of me had some bright lamps installed all along the front of the house some time ago. They are particularly bright at night. This is the only house on this street (that I've noticed) that has these lights.
It looks like whoever is advising on how to Target me is using Light stimulation to give me the feeling of being paranoid or surrounded. Also, notice the cars (in my other pictures) have their lights on, although some may just have Daylights installed. I see cars with their lights on during the day every time I take a walk or drive. Some cars have their Brights on.

So I guess this tactic is called Brighting.
