Gang stalking, character defamation, targeting the elderly, asset forfeiture

Is there a connection between these 4 things? Perhaps I should add a fifth - criminal police/ authorities.targets are not criminal. My theory is gang stalking is a huge criminal con game. The Targets are BAIT to recruit the real targets - ordinary working people with families and assets. The Recruits are recruited on the basis of lies into a cult where they will be subject to manipulation, mind control, indoctrination, with the object of fleecing them of all their assets - slowly, over time. The target bait is just a distraction to keep their focus off what is happening.Why target the elderly? It's an old con tricksters mantra - where there's old there's gold. The target bait also are stripped of their assets. They could be the targets of identity theft - a clever move which strips them of their assets and criminalises them in one move. And the defamation of character is for a purpose - it means their assets can be seized under asset forfeiture laws on no other basis than they have a "criminal lifestyle". No crime need ever be proved. And old people , who have spent a lifetime getting some resources together, trusting of authority and always vulnerable to swindlers - soft and lucrative targets.

As long ago as 1994 in Montreux, Switzerland the International Committee of the Red Cross - ICRC raised the issue of Psychotronic or Directed-Energy weapons, also at the Geneva Forum in 2002, and also in 2009 at the 5^th European Symposium on Non-Lethal Weapons and at the European Conference.

In January 1999, the European Parliament passed a resolution where it calls “ for an international convention introducing a global ban on all development and deployment of weapons which might enable any form of manipulation of human beings. It is our conviction that this ban can not be implemented without the global pressure of the informed general public on the governments. Our major objective is to get across to the general public the real threat which these weapons represent for human rights and democracy and to apply pressure on the governments and parliaments around the world to enact legislature which would prohibit the use of these devices to both government and private organisations as well as individuals.” (Plenary sessions/Europarliament, 1999)

In October 2001, Congressman Dennis J. Kucinich introduced a bill to the House of Representatives which, it was hoped would be extremely important in the fight to expose and stop psycho-electronic mind control experimentation on involuntary, non-consensual citizens. The Bill was referred to the Committee on Science, and in addition to the Committee on Armed Services and International Relations. In the original bill a ban was sought on ‘exotic weapons’ including electronic, psychotronic or information weapons, chemtrails, particle beams, plasmas, electromagnetic radiation, extremely low frequency (ELF) or ultra low frequency (ULF) energy radiation, or mind control technologies. Despite the inclusion of a prohibition of the basing of weapons in space, and the use of weapons to destroy objects or damage objects in space, there is no mention in the revised bill of any of the aforementioned mind-invasive weaponry, nor of the use of satellite or radar or other energy based technology for deploying or developing technology designed for deployment against the minds of human beings. (Space Preservation Act, 2002)

An Announcement To The Whole World By Chinese Victims Of Directed Energy And Psychotronic Weapons

DEAR SIR/MADAM

First of all, please permit us to introduce ourselves to you. We are some of the Chinese victims from dozens of regions and cities across China , who have been cruelly harassed tortured and persecuted in a covert way by the means of secret remote control on human body & brain. Among us, there are corporate employees, teachers, students, retirees and other intellectual workers and physical workers. Our suffering period ranges from several months till over 30 years.

Thanks to Internet that builds a bridge for us to know each other, and it is same sufferings bring us to work together.

A group of secret criminals who abuse their powers, arbitrarily use “the means of secret remote control on human body & brain”, illegally manipulate our bodies and brains covertly, and also cruelly torture and harass us psychologically and physically and persecute us days and nights so that a lot of victims live a very miserable and horrible life.

Secret criminals utilize the weapons of “secret remote control on human body & brain” and remotely influence us, and consequently our bodies suffer from “physiological diseases and physiological behaviors” caused artificially from their weapons such as aching, itching, coldness, hotness, trembling, unwell feeling and unhappiness, and so that our brains suffer harassments and tortures from “acoasma and hallucination”. Besides, criminals do all they could to shamelessly steal and indecently spread our privacy in our brains in a abnormal psychology and crazily do all they could to intimidate and humiliate victims. All these vices do a great harm us psychologically and physically. Therefore , some innocent victims was forced to hospitals especially for being forced to accept mental treatment, some innocent victims were forced to suicide because of intolerable secret tortures and insults, and others died of “strange fatal diseases” yielded by criminals secretly in a special trap.

Such secret crimes as the wide abuse of their powers, the illegal use of “the means of secret remote control on human body & brain” and illegal violation of fundamental human rights, have resulted horribly in atrocity or the unprecedented anti-human catastrophe of human rights technically. These crimes not only challenge severely Chinese constitution and laws, but also human conscience, the UN Charter and the Universal Declaration of Human Rights. It is NOT permitted by all the human beings at all!

Owing to the above-mentioned cases, Chinese victims jointly lodged “a collective complaint to Chinese President Hu Jintao” (please see attachment 1) on 3rd Dec. 2007, and emailed it to the Chinese Communist Party Central Committee, every ministries of the State Council, major news media and the legal community who we asked to deliver the complaints to Chinese President.

Subsequently, we jointly announced " An Open Letter to the Head of Chinese Secret Institution" on 5th May 2008.(Please see attachment 2)

Chinese Goverment has the undisputed responsibility to take an immediate investigation into the secret criminals who abuse their power, and to sternly punish them according to the clause of "the State respect and protect citizens' human rights" set out by Constitution of PRC China. However, unfortunately, so far we have not received any response on the issue.

The Universal Declaration of Human Rights (UN General Assembly passed and published Resolution 217A (III) on 10th December 1948) stipulates in the following relevant clauses that:

Article 3 Everyone has the right to life, liberty and security of person.

Article 5 No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.

Article 6 Everyone has the right to recognition everywhere as a person before the law.

Article 12 No one shall be subjected to arbitrary interference with his privacy, family, home or correspondence, nor to attacks upon his honour and reputation. Everyone has the right to the protection of the law against such interference or attacks.

Article 19 Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.

China is one of the creators of the United Nations, a permanent member of the UN Security Council, a member of UN Human Right Council and one of the signers of UN Covenant on Human Rights. Therefore, China should seriously observe and enforce the relevant rules of UN Universal Declaration of Human Rights.

At present, the quantity of victims are increasingly rising around the globe. Thousands of victims strongly demand for an investigation into the sinful Hi-tech crimes which covertly violate human rights worldwide. A large quantity of the stated facts reveal that these secret fascist criminals are the common enemies of all the human beings who use Hi-tech means to arbitrarily secretly violate human dignity and fundamental human rights. The crazy secret Hi-tech crimes heavily threat and violate the fundamental rights of human livings in the world.

Challenged by the unprecedented worldwide catastrophe of human rights and the severe crimes of damaging human beings, we urge an immediate actions in union and bravely fight against the gangs of secret fascist criminals! We must disclose the horrible crimes which are covertly damaging human beings, and put them into the Judge Courtroom in International Criminal Court!!

Journalist and elites worldwide have the responsibility to provide supports for victims, the lawyers worldwide have the responsibility to stand by and offer a legal aid to victims.UN Human Right Council has the responsibility to safeguard human rights and to protect thinking right, sleeping right, health right and living right of all the human beings. International Criminal Court at Hague has the responsibility to carry out an investigation into the crimes denounced by victims, and to charge these secret fascist,the criminals who severely violate fundamental human rights with the Hi-tech Crime and the Antihuman Crime through and according to the relevant legal proceedings.

We, Chinese victims, support resolutely the global campaign of " Ban the abuse and torture of secret MIND CONTROL/PSYCHOTRONIC WEAPONS/Remote Human manipulation" through our practical actions. We strongly appeal for the United Nations to immediately stop the abuse of the means of the secret remote control on human body & brain which are used to cruelly harass and torture and persecute covertly common citizens.

We strongly urge the UN Secretary-General Ban Ki-moon to do his solemn duty to protect fundamental human rights of the whole world, and hold a urgent international conference on the ban of abusing “the means of secret remote control on human body & brain" so as to protect the validity of the UN Charter and UN Declaration & Covenant on Human Rights. Also, we demand for European Commission for Human Right to immediately put Article 27 of A40005/1999 into practice.

We strongly urge global news media to stand out to support justice, and to take a deep careful investigation into the secret Hi-tech crimes, and to expose truly the sinful facts of secret fascist criminals to the global people.

We strongly urge global legal community to stand out to offer a legal aid to all the victims and support justice based on the UN Charter and UN Declaration & Covenant on Human Rights.

We strongly urge UN Human Right Council to take an urgent investigation into these secret fascist criminals who arbitrarily use “the means of secret remote control on human body & brain” which have been crazily violating fundamental human rights.

We strongly urge International Criminal Court to take an immediate investigation into our complaints, and to charge these secret fascist criminals who heavily violate fundamental human rights with the Hi-tech Crime and the Antihuman Crime, and to make a historic great contribution to guarantee the fundamental human rights of all the human beings!!

我们来自中国各地数十个城市地区，是一些遭受“秘密遥控人体和大脑（精神）技术”武器残酷虐待折磨迫害和阴谋暗害的受害者。我们之中，有公司员工、教师、学生、退休职工，以及其他从事脑力和体力工作的普通平民。我们之中，受害的时间，短的仅几个月，长的则达三十多年。

网络使我们相识，受害的遭遇让我们走到了一起。

长期以来, 一帮滥用特权的秘密罪犯，肆无忌惮地使用“秘密遥控人体和大脑（精神）技术”，非法秘密控制我们的身体和大脑（精神），日夜不停地实施种种惨无人道的精神骚扰和肉体折磨迫害、阴谋暗害，致使许多受害者每天生活在无比痛苦的、生不如死的恐怖状况中。

他们使用“秘密遥控人体和大脑（精神）技术” ，遥控制造我们受害者身体内日夜交替出现：痛、痒、冷、热、颤抖、难受等人为的“生理疾病和生理行为”痛苦；遥控制造我们受害者的大脑（精神）日夜出现所谓的“幻听、幻觉”骚扰折磨痛苦。他们还竭尽无耻、卑鄙、下流的变态伎俩，窃取传播受害者大脑思维的隐私信息，并且，疯狂地对受害者进行秘密恐吓和种种人格侮辱。所有这一切，都给我们受害者的肉体和精神带来了无与伦比的巨大创痛，身心遭到极度的摧残和伤害。其中，有一些无辜受害者被诬陷并送进“精神病院”；另一些因无法忍受秘密折磨凌辱的痛苦而“自杀”；还有一些则被他们秘密制造身体内出现各种莫名其妙的“绝症怪病”而阴谋暗害，含冤死亡。

这样广泛的滥用“特权”，使用“秘密遥控人体（大脑）技术”，非法侵犯普通平民基本人权的秘密犯罪行为，在其技术性、恐怖性和反人类性上都已经成为中国和世界历史上空前的人权浩劫。这不仅是对中国宪法法律的严重挑战，而且，也是对人类良知、对《联合国宪章》和《人权宣言》的严重挑战，是全人类所绝对不能允许的！

为此，我们中国受害者于2007年12月3日，联名写了一封“致胡锦涛主席的集体控诉信” （见“附件一” ），并用电子邮件发送给了中共中央和中国国务院各部门，以及全国新闻媒体和法律界人士等，要求转呈给中国国家主席。

接着，在2008年5月5日，又联名发出了一封《致中国“秘密机构”头头的公开信》（见“附件二” ）。

毫无疑问，中国政府有责任按照中国宪法载明的：“国家尊重和保障公民人权”等法律条款，立即调查并严惩这帮滥用特权的秘密罪犯。然而，遗憾的是，我们受害者所进行的这些揭露控诉努力，并没有得到应有的重视和回应。

《世界人权宣言》(联合国大会一九四八年十二月十日第217A(III)号决议通过并颁布) 的有关条款规定：

第三条|
人人有权享有生命、自由和人身安全。
第五条
任何人不得加以酷刑,或施以残忍的、不人道的或侮辱性的待遇或刑罚。
第六条
人人在任何地方有权被承认在法律前的人格。
第十二条
任何人的私生活、家庭、住宅和通信不得任意干涉,他的荣誉和名誉不得加以攻击。人人有权享受法律保护,以免受这种干涉或攻击。
第十九条
人人有权享有主张和发表意见的自由;此项权利包括持有主张而不受干涉的自由,和通过任何媒介和不论国界寻求、接受和传递消息和思想的自由。

中国是联合国的创始国之一；中国是联合国安理会常任理事国；中国是联合国人权理事会成员；中国也是联合国有关《人权公约》的签署国之一。因此，中国理应严格恪守、认真执行“联合国人权宣言”等有关维护公民人权文件的规定。

现在，世界各国的受害者数量呈现越来越多之势。成千上万的受害者强烈要求对目前正在全世界范围内发生的这一罪大恶极的侵犯人权事件进行调查。从大量揭露出来的事实表明，这些恣意践踏人类尊严和基本人权的秘密法西斯罪犯是全人类的共同敌人。他们这一疯狂的秘密罪恶正在严重威胁和侵犯着全世界人民最基本的生活和生存权利。

面对这一空前的世界性人权浩劫，全世界人民必须紧急行动起来，团结一致，同仇敌忾，与这帮秘密法西斯罪犯进行坚决斗争！认清他们的秘密罪恶面目，揭露他们秘密侵犯、残害人类的滔天罪行，将他们押上国际刑事法庭的审判台！！

全球所有的新闻媒体和有识之士有责任向受害者表示声援支持；世界各国的法律界人士有责任挺身而出，为受害者提供法律援助；联合国人权理事会有责任捍卫人权,维护全人类的思想自由权、睡眠休息权、身体健康权和生命生存权；联合国海牙国际刑事法院有责任接受和调查受害者提起的诉讼，并将这帮严重危害人类基本权利的秘密法西斯罪犯绳之以法！！

我们中国受害者，以自己的实际斗争行动，坚决支持“禁止使用秘密遥控人体（大脑）技术武器”滥施于民的世界性运动；坚决要求联合国制止这一使用“秘密遥控人体（大脑）技术”武器针对普通平民，实施秘密肉体和精神残酷虐待折磨迫害的滔天罪恶。

我们强烈要求联合国秘书长潘基文先生从维护“联合国宪章”及有关“人权宣言和公约”的尊严出发，履行自己维护全世界人民基本人权的神圣职责，紧急召开“禁止使用秘密遥控人体（大脑）技术武器”的国际会议。我们要求欧盟人权委员会立即开展其A40005/1999第27款的工作！

我们强烈呼吁世界各国新闻媒体挺身而出，主持正义，对众多的受害事件进行深入认真调查，并真实地向全世界公众揭露曝光这帮秘密法西斯罪犯的罪恶事实真相！

我们强烈呼吁全世界的法律工作者勇敢地站出来，以“联合国宪章”和有关“人权宣言和公约”为依据，对受害者提供法律援助，替所有受害者伸张正义！

我们强烈要求联合国人权理事会，对这种滥用特权，肆无忌惮地使用“秘密遥控人体（大脑）技术”，丧心病狂地侵犯人类最基本人权的秘密法西斯罪恶行为，立即进行紧急国际调查！

我们强烈要求“国际刑事法院”，对受害者的控诉立即立案调查，并依据联合国有关“维护人权”的文件法规，将这帮凶恶的秘密法西斯罪犯押上国际刑事法庭提起公诉，为保障人类的基本人权做出历史性的贡献！

   长期以来,他们恣意践踏宪法尊严，非法侵犯中国公民人权，肆无忌惮地使用“秘密遥控人体和大脑（精神）技术”，对受害者的身体和大脑（精神）日夜不停地实施种种秘密控制骚扰，惨无人道的进行折磨迫害和阴谋暗害，致使许多受害者每天生活在极为痛苦恐怖的精神状况中生不如死，身心遭受极度的摧残和伤害。不少受害者因他们制造出的各种莫明其妙的怪病而无辜冤死。

    这种秘密“遥控技术手段” 包括：制造我们身体内日夜交替出现：痛、痒、冷、热、颤抖、难受等人为的“生理疾病和生理行为”痛苦；制造我们的大脑（精神）日夜出现被遥控的所谓“幻听、幻觉”的骚扰折磨痛苦。他们还竭尽无耻、卑鄙、下流的变态伎俩，窃取传播受害者大脑思维的隐私信息，并且，疯狂地对受害者进行秘密恐吓和种种人格侮辱。所有这一切，都给受害者的肉体和精神带来了无与伦比的巨大创痛！

     由此，造成我们中的许多受害者如今在工作单位受到了极不公正的对待：有的受到严重岐视；有的被剥夺了工作权利，失去了生计。一些受害者向公安司法部门报案时，也被错认为“精神有问题”而不予理睬。同时，也给我们的家庭带来了极其严重的损害,使不少受害者的家庭因此而出现裂痕,甚至造成家破人亡的惨痛后果。

    据不完全的网络统计，在我国，现今公开站出来揭露曝光的受害者已有几百人之多。而更多的受害者正在逐步认清这帮秘密罪犯的“庐山真面目”，积极加入到揭露曝光他们罪恶的战斗行列来。

     这种无法无天的秘密恐怖犯罪行为的泛滥，正在引发广泛的社会恐慌，给整个社会的稳定与和谐带来严重的破坏。这种伤天害理的秘密恐怖犯罪行为的泛滥，必将对国家、对民族造成巨大的危害！

    而这样广泛的滥用“特权”，非法侵犯公民人权的秘密犯罪行为，在其技术性、恐怖性和反人类性上都已经成为中国和世界历史上空前的人权浩劫。毫无疑问，这是对人类良知、对法律的严重挑战，是国家的宪法和法律所绝对不能允许的！

    中华人民共和国宪法第三十三条法定：凡具有中华人民共和国国藉的人都是中华人民共和国公民。
   中华人民共和国公民在法律面前一律平等。

    国家尊重和保障公民人权。

     中华人民共和国宪法第三十八条法定：中华人民共和国公民的人格尊严不受侵犯。禁止用任何方法对公民进行侮辱、诽谤和诬告陷害。

    中华人民共和国宪法第五条法定：中华人民共和国实行依法治国，建设社会主义法治国家。
      国家维护社会主义法制的统一和尊严。
     一切法律、行政法规和地方性法规都不得同宪法相抵触。

     一切国家机关和武装力量、各政党和各社会团体、各企业事业组织都必须遵守宪法和法律。一切违反宪法和法律的行为，必须予以追究。

     任何组织或者个人都不得有超越宪法和法律的特权。

     中华人民共和国民法第九十八条法定：公民享有生命健康权。

　　然而，这帮秘密罪犯，根本无视《宪法》等这些法律条款规定，有恃无恐地凌驾于法律之上，滥用手中掌握的所谓“特权”，丧心病狂地对广大受害者的身体和大脑（精神）进行摧残式的秘密遥控折磨骚扰迫害，恣意蹂躏剥夺受害者的思想自由权、休息睡眠权、身体健康权等公民基本人权；无耻地侵犯侮辱受害者个人所有的隐私和人格尊严……。

秘密脑控试验—人类生存基本价值被破坏MK-Ultra类秘密试验（脑控试验）常常在试验目标（受害者）不知情或者不同意的情况下进行的。脑控很容易让受害者精神不正常。加拿大巴士杀人案的李伟光就是脑控秘密试验受害者。

脑控常常涉及微小芯片植入到大脑和身体的其它部位,常常用电磁波作为激发的能量，是RFID和晶振技术的充分应用，不需要传统电池。部分只做控制试验的受害者们身体里没有芯片。脑控涉及定向能（Directed Energy），例如X-射线、微波信号和穿墙高能微波。定向能试验的方式非常隐蔽，可能会产生致命的效果。静态造影如MRI和CT可以造假。

Victim几乎都不知道自己是试验目标。一般症状例如，催眠，剥夺正常睡眠，诱导腹泻，诱导分神，产生头痛及其他部位的疼痛，诱导情绪变化等等。受害者往往将异常归结为普通的健康问题，他们常常不认为他们自己是Victim。

各国特工之间往往互相合作。有人在中国成为受害者，在加拿大继续受到试验，那往往就是中加特工在合作脑控。移民很可能成为脑控的几内亚猪。脑控试验不仅从身体上直接打击受害者，而且使用技术手段来破坏一个人的精神心理。脑控常常被用来暗害敌人，并且能杀人于无形，例如杀死主神经和制造癌症，特别是肺癌。

“Lida”技术：脉冲射频发射器，可以导致严重的疲劳和昏睡，或者失眠。可以穿墙瞄准目标发射. LIDA技术在1950年代由苏联发明，后来在各国得到了发展。声音直达大脑（Voice to skull）技术：可以传送说话声和其它声音，直达目标的头部，旁边的人听不到，可以穿过墙壁发射。该技术可以在没有脑控芯片的情况下实现。（该技术的美国军方代号是“V2K”。）

读取和破解脑波：通过高科技脑控激励芯片（或特定的帽子）来读取受害者的脑波，通过无线传输到附近的接收设备。再过滤出特定的波形来破解受害者的思维和记忆。这项技术已经非常先进。

意念传输：（Thoughts Transmission）通过无线传输特定的脑控波曲线到受害者的大脑，实现意念的传输，一般需要有脑控微芯片植入在受害者的大脑。意念传输也叫潜意识(subliminal)传输，例如“受辱感”，能破坏人际关系。默念传输：（Subvocal Transmission）通过电磁波传输来影响受害者的说话器官和抑制思维器官，来影响受害者说话。这种话不经过大脑的思考说出，特别细心的受害者能够发现。这种传输可以通过脑控激励芯片（又叫脑控钉）或不用脑控激励芯片进行。受害者的主要特点是说话不经过思考或者说错话。武器化的微波技术：可以导致一系列的身体的伤害反应，可以悄悄地，穿过墙壁进行。穿墙雷达扫描技术（例如机场安检。）高级无线计算机控制技术：通过探测主板的特定的电磁辐射和向特定的线路端子发射X波段电磁脉冲，实现输出和输入。相当于别人的计算机通过串口连到了你的计算机。在没有无线网卡的情况下就能够实现无线遥控计算机。潜意识“无声的声音”（Subliminal “Silent Sound”）设备：可以传送催眠式建议到受害者，但受害者耳朵听不到，声波的频率介于超声波和人可听声波之间。

（二）受害者们总结的常见的身体症状和经验：(在读取和破解脑波阶段，受害者们通常没有严重的症状，但是他们至少有一颗芯片在身体里面，部分只做控制试验的受害者们身体里没有芯片。)• 头皮发麻。头晕，头痛。

• 无理由的极度疲劳，腿肌及关节的酸痛。

• 梦境制造和操纵，剥夺睡眠。

• 电击感以及肌肉的振动和抽动。

• 不通过思考的说话 (subvocal transmission),语言能力受到影响，经常结结巴巴。

• 没有道理的出现心跳过速和过缓。• 记忆力减退，记忆消失。

• 强迫肌肉收缩和舒张，由调制神经信号所引起，会导致身体和四肢移动。/模拟脑波产生情绪突变。

• 烧灼皮肤，身体的不同部位出现烧灼感或出现不明切口。

• 脸色变暗，头发变稀。（与信号发射有关）• 与声音交谈，听见声音（Voice to skull, 美国军方代号V2K。）

•不能集中注意力。/眼睛发花。

• 物体振动，如门、窗户、床和椅子（由声波脉冲或芯片模拟所引起。）。• 电子产品的被控制现象，包括计算机、电视机、汽车和家用电器。（例如电视机自动打开或关闭，由电磁脉冲波所引起）

Here is Toronto Police formal report shared by the Government ( at the bottom of each page, the link address). I reported the use of Non-Lethal Weapons to Toronto Police after I consulted with my family doctor several times and after a series of medical check. From the highlighted statements, you can see how they conflicted with themselves.

1. “The Subject related what seemed to be a totally implausible situation.”

2. “The Subject appeared to be quite disturbed…”

3. “Subject but he had been to his doctor and had been told to move out.”

4. “He speculated that the rays might have been nuclear in nature.”

5. “He also supplied an information sheet on “Sound as a Weapon”.

Regarding item 1, the involved Toronto Police officer stated in my family doctor’s office after seeing my family doctor’s advice and judgment, as follows: “We really appreciate what he provided to us. And we think everything he reported is true. We work a lot than you think, even we are still working on it till now. Your neighbor is not the person who can commit this kind of crime. We didn’t find anything about it.”

Regarding items 3, their statement confirmed my family doctor’s advice and judgment. Regarding items 4,5, one is nuclear weapons and one is non lethal weapons. Any explanations is needed? In addition, as for my first report to 41 division of Toronto Police, Toronto Police refused to disclose and transfer after being asked.

‘After meeting with 220 individuals and subjecting their case studies to an epidemiological analysis it was possible to assign the group with a collective set of risk factors. It is helpful if the reader will imagine a huge database with millions and millions of names… perhaps everyone in the United States. The targets are chosen with a computer program that gives a cumulative weighted score to each name when they engage in a certain proscribed activity. Picture this computer program acting as an elaborate three strikes and you’re out program. Every targeted activity or behavior carries a weighted score and every entry to the TI’s name increases their cumulative score. When the score reaches a certain quantity then that person is automatically enrolled in the program as a target’.

TARGETING CRITERIA

Marshall Thomas shows how the scoring works. Taking the case of a lady in her seventies who was targeted, he examines the reasons:

Strike One: Civil rights activity.
Strike Two: An FBI file.
Strike Three: Working for a major oil company as well as any personal or family association with the intelligence community.
Strike Four: Foreign travel to certain countries as well as learning a foreign language and integrating with a foreign culture.
Strike Five: Being permanently injured and on disability – a “drain on the system”*.

Marshall Thomas notes an additional criteria – whistleblowers, which he considers ‘may comprise as many as 5-10% of all cases of targeted individuals’.

He states that ‘There is a great deal of variability across the range of TI’s in both the reasons for their targeting as well as in the manner that they are targeted. Academics, scientists and inventors who possess intellectual property of value are often targeted to relieve them of their ability to retain their patentable intellectual property. Microbiologists are particularly well represented in the target population.

Multiple targets share the risk factor of belonging to religions such as Jehovah’s Witnesses, Mormons, Buddhists, Christian sects, and other groups that are not mainstream religions, a category that will be referred to as religious dissidents. Twins are very common targets, usually one twin is overtly targeted with electronic harassment and microwave weapons while the other twin functions as the control group’.

PEOPLE ALSO GET TARGETED RANDOMLY FOR USE IN SECRET RESEARCH PROGRAMMES

The author and whistleblower Robert Duncan, in his free e-book ‘The Matrix Deciphered’*- puts human experimentation as the main reason why individuals are targeted. He says that:

‘Two high level FBI agents and a couple CIA agents have come forward to validate the existence of a MKULTRA like project that continues to grab random people for mind control experimentation.’

‘Two of these have since become part of the program and endure daily psychotronic tortures. All the torture can be done using directed energy psychotronic weapons with the so called continental ballistic missile surveillance defense grids’.

Robert Duncan says his reason for writing the book was ‘to help consolidate the technical information about the most advanced, secret military weapons being tested on civilians throughout the world, and to give new test victims a literary reference that they can give to police officers, psychiatrists, and family members so that they can be quickly educated on what is happening them’.

Robert Duncan, himself a TI, is a professor in computer science and business. He states that he has ‘interviewed over two hundred people and worked on the highest level of military projects for the U.S., NATO, and U.K. and have given videotaped testimony to senators and representatives’

WHY MORE WOMEN AND MINORITIES GET TARGETED

Several researchers have commented on the significantly higher numbers of women in the population targeted individuals. One of the reasons for this could be compliance with the US Public Law 103-43 which requires that:

1. ’Women and minorities be included in all clinical research studies, as appropriate for the scientific goals of the work proposed.

2. Additionally, NIH policy requires that women and members of minority groups and their subpopulations be included in Phase III clinical trials in numbers adequate to allow for valid analyses of sex/gender, racial, and/or ethnic differences in intervention effects.

3. NIH policy also states that children (defined as persons under the age of 21) be included in human subjects research supported by NIH unless an acceptable justification for their exclusion is provided.

4. The NIH Peer Review regulations (42 C.F.R. 52h) specify that reviewers will take into account, in determining overall impact that the project in the application could have on the research field involved, the adequacy of plans to include both genders, minorities, children and special populations as appropriate for the scientific goals of the research.

5. Therefore, reviewers must evaluate the proposed plans for inclusion of women, minorities, and children as one of the review criteria that factor into the evaluation of scientific and technical merit’.

This underlines the point that targeting is about nonconsensual human experimentation, and the need to get a suitable research population.

- perfecting (EMW) electromagnetic weapons on unwilling people – human guinea pig experiments.

- using extreme trauma, sleep deprivation, and other torture techniques delivered by EMW to the targets to further refine the science of behavior modification.

It's good to find people like me. I.ve only had my implant sense Oct. 2012 but, I've "had hand held", and mobile devises used on me sense 2006. The up grade of the EH. is now 24/7. I even wakeup, arguing with them. They seem to have the goal of "running me out of their County". Should I leave they will Stop. But I know, this is not true. I pray, I'm past the attempted MURDER part. I have over come that part. I don't think they will try again. I'm now with Family that Loves me but, dose not understand, what's being done to me. Post 911 'War on Terror' torture business boom at expense of innocent targeted individuals

The international human rights group Reprieve unveiled on Thursday some 1700 documents provided by its investigators about the CIA's unlawful international kidnap-for-torture program, "rendition," the first overview of how the U.S. secret programme was structured, managed and profitable for corporations involved in torturing some of the so-called "terror suspects" as first reported by the Guardian. An analysis of the documents in relation to innocent Targeted Individuals in American communities listed as "terror suspects" since 911, numbering at least 350,000, has yet to be reported.

"These documents reveal how the CIA's secret network of torture sites was able to operate unchecked for so many years" stated the legal charity Reprieve legal director, Cori Crider.

"They also reveal what a farce it was that the CIA managed to get the prisoners' torture claims kicked out as secret, while all of the details of its sinister business were hiding in plain sight."

Associated Press describe Reprieve's findings as painting "a sweeping portrait of collusion between the government and the private contractors that did its bidding — some eagerly, some hesitantly. Other firms turned a blind eye."

The thousands of operational and legal documents, first disclosed as part of a New York court case fought from 2007 to 2011, offer a more comprehensive overview of the CIA’s corporatized structure and management of ‘extraordinary renditions’ that Reprieve highlights is "otherwise known as kidnap."

"The scale of the CIA's rendition programme has been laid bare in court documents that illustrate in minute detail how the U.S. contracted out secret transportation of suspects to a network of private American companies," reported the Guardian after reviewing the documents provided by Reprieve.

With DynCorps playing a major role, private business jets shuttling as many as 10 landings over a single mission, cost the government as much as $300,000 per flight according to the Associated Press report Thursday.

Identities of some of the other corporations and executives involved in the U.S. kidnap-torture programme have been disclosed for the first time.

The Guardian speculates that a consequence might be the CIA programme victims suing some of those corporations and individuals.

"'The New York case concerns Sportsflight, an aircraft broker, and Richmor, an aircraft operator. Sportsflight entered into an arrangement to make a Gulfstream IV executive jet available at $4,900 an hour rather than the market rate of $5,450. A crew was available to fly at 12 hours' notice. The government wanted "the cheapest aircraft to fulfil a mission', Sportsflight's owner, Don Moss, told the court.

"But it was the early days of the rendition programme, and business was booming: the court heard that Sportsflight told Richmor: "The client says we're going to be very, very busy." (Guardian)

Crew member expense claim invoices submitted after their secret journeys included "£3 biscuits and £30 bottles of wine" reported the Guardian.

Reprieve’s evidence shows how:

A complicated billing chain obscured the ultimate end user of the flights -- the CIA

The US government used the same aircraft – tail number N85VM, owned by Liverpool FC owner Philip Morse -- for over 55 flights to Guantanamo Bay, Kabul, Bangkok, Dubai, Islamabad, Cairo, Baghdad, Djibouti, Rabat, Frankfurt, Ramstein, Rome, Tenerife, the Azores and Bucharest 

The plane, a Gulfstream jet, frequently passed through British and Irish airports en route, including Shannon, Glasgow, Edinburgh and London Luton 

Richmor executives used disturbing newspeak to describe the ghost prisoners that they were shuttling to torture sites, referring to them as "invitees" 

All rendition flights were covered by a "letter of convenience" from the U.S. State Department 

The CIA continued paying millions to cover its its tracks well after its illegal rendition-to-torture programme was made public 

“This new evidence tells a chilling story, from the CIA’s efforts to disguise its illegal activities to the price it paid to ferry prisoners to torture chambers across the world,” Crider said. “If we are to avoid repeating our mistakes, we must have a full accounting of how this system was allowed to flourish under our very noses.”

The documents add detail to several notorious rendition cases, including that of Abu Omar, snatched in Milan in February 2003 and rendered to torture in Egypt - a case that culminated in the in absentia kidnapping conviction of 22 CIA operatives by an Italian judge.

Reprieve notes how the term "state secret" has been used by the U.S. government to hide its corporatized torture of targeted individuals.

"Astonishingly, whereas in the case brought in 2007 by the American Civil Liberties Union against flight planner Jeppesen for facilitating torture flights, the government stepped in and used "state secrets privilege" to shut down proceedings.

The Washington Post reported Thursday that "in the wake of the Sept. 11, 2001, attacks, the CIA’s Rendition Group, a division of the agency’s CounterTerrorism Center, was tasked with finding terrorism suspects, orchestrating their capture and transferring them for interrogation to covert prison sites in allied countries."

Of interest to the lesser known Post 911 phenomenon involving targeted individuals, "suspects," who consistently alledge air stalking is the role of Dyncorps. Reprieve reported Thursday:

"Flights were arranged by a Virginia-based private military company, Dyncorp, which later merged with the technology company Computer Sciences Corporation (CSC). Employees at Dyncorp/CSC located brokers, who in turn located flight operators with available aircraft and crews. The government - the ultimate customer - paid a reduced hourly rate for exclusive rights to the services of Richmor's N85VM, initially over a six-month period between June and November 2002. A working arrangement between the various parties continued through to 2005, however.

AP highlights that in some cases, the notes in the documents added that jets used in the program "were not restricted by standard federal flight rules governing aircraft for hire."

The newly revealed documents "appear to include sensitive material, such as logs of air-to-ground phone calls made from the plane," showing "multiple calls to CIA headquarters; to the cell- and home phones of a senior CIA official involved in the rendition program; and to a government contractor, Falls Church-based DynCorp, that worked for the CIA," reported The Washington Post.

The Guardian reports:

"Richmor was providing the aircraft for DynCorp, a private military company, which was acting on behalf of the CIA. The bills for the operation passed through Sportsflight and a second aircraft broker, Capital Aviation. Portions of DynCorp were sold by its parent company in 2005. The entity that was sold became known as DynCorp International.

"The aircraft's ultimate owner was Phillip Morse, an American businessman with substantial sporting interests who was subsequently appointed vice-chairman of Fenway Sports Group, the company that owns Liverpool FC.

"In between rendition flights the aircraft was used to fly the Boston Red Sox baseball team," according to the report. Targeted Individuals might question how else those aircraft were used.

Also of interest to Targeted Individuals secretly RFID chipped without their knowledge or consent, wondering how this can occur in the "privacy" of one's home, is the Guardian's front-page inclusion of how the operatives drug their victims with anal suppositories:

"Enough details of the rendition programme generally have now been disclosed to know that men on these flights were usually sedated through anal suppositories before being dressed in nappies and orange boiler suits, then hooded and muffled and trussed up in the back of the aircraft.

Richmor's president, Mahlon Richards told the court that the aircraft carried "government personnel and their invitees" (pdf) and that they were "complemented all the time by the government."

"Invitees?" queried Judge Paul Czajka.

"Invitees," confirmed Richards. They were being flown across the world because the US government believed them to be "bad guys", he said. Richmor performed well, Richards added. "We were complimented all the time." "By the invitees?" asked the judge. "Not the invitees, the government."

FOI documents revealed in August 2010 that the number of Americans targeted by the U.S. government in its "anti-terror campaign" could exceed 350,000. (See: "Collateral Damage USA: Extremist cells target 350,000 US civilians, Dupré, D., Examiner.com")

With few exceptions, Targeted Individuals are continually denied their day in court. Mr. Jame Walbert, an inventor who was secretly forcibly chipped in his brain without his knowledge or consent, is one of the only Targeted Individuals who has managed to take this less known, non-traditional type of torture case to court. Walbert won his case and is now preparing for a continuation in federal court that is due to be equally explosive.

"Extrapolating from Bill Taylor, LPI Targeted Individual cases known to be RFID implanted, one-tenth of extremists' targets have been secretly, forcibly implanted for easier tracking and assaulting with DEWs." ("Collateral Damage USA: Extremist cells target 350,000 US civilians")

Crider said, “When you see all these details, litigated for years in the open, the question that comes to mind is: why were Binyam Mohamed, Bisher al-Rawi, and all the other rendition victims denied their day in court?"

"This case proves, once and for all, that the reason the government blocked the rendition cases was not to 'protect sensitive material'. It was to avoid embarrassment.”

While the government succeeded for almost eleven years in avoiding embarrassment about its higher profile kidnap and torture cases, 350,000 Targeted Individuals in the U.S. would likely agree, this cover-up exposure event is only tip of the CIA and Homeland Security's so-called "anti-terror" torture iceberg. An increasing bonanza for private contractors selling out to the "War on Terror" continues, at the expense of millions of innocent civilians globally.

The Scarborough Hospital(TSH), a public hospital of Ontario, Canada, has committed “medical torture”, conspiring with Toronto Police. They performed mental status exam (MSE) in my home without my “informed consent”.

“Elements of consent
11. (1) The following are the elements required for consent to treatment:
1. The consent must relate to the treatment.
2. The consent must be informed.
3. The consent must be given voluntarily.
4. The consent must not be obtained through misrepresentation or fraud. 1996, c. 2, Sched. A, s. 11 (1).

Informed consent
(2) A consent to treatment is informed if, before giving it,
(a) the person received the information about the matters set out in subsection (3) that a reasonable person in the same circumstances would require in order to make a decision about the treatment; and
(b) the person received responses to his or her requests for additional information about those matters. 1996, c. 2, Sched. A, s. 11 (2).”

When I found something strange during that MSE by a nurse of TSH, I wrote a request for the access to my full medical record. What did I find? During MSE in my home, the nurse said: “ The police will talk to her, your upper neighbor.” Actually, my neighbor was male. I confirmed with this nurse. She did not answer my question. When I told her my upper neighbor was male. She was surprised and did not say any thing about 3 minutes.( Why was she surprised? This is very important question. Afterwards, her colleague, David said for her: “ That your neighbor is male or female has nothing to do with your case.” Ridiculous? ) However, in her fabricated “diagnostic report”, she changed and stated my upper neighbor was male. ( If has nothing to do with my case, why did she change it?) Moreover, she distorted my chief complaint in her report. You can find it on the first page of her report.

In this page, she stated “Toronto Police request the Mobile Crisis of The Scarborough Hospital...” What happened? I reported to Toronto Police regarding my upper neighbor after I consulted with one medical expert “several times” and after I read Canadian related law. Here is my first report. However, Toronto Police refused to disclose and transfer my first report when being asked. They did not mention anything about it in their formal report shared by the Government.

This is why I insist a request for the access to my “entire” medical record all the time. The Scarborough Hospital denied and denied my request by stating: “ I would like to inform you again that it is standard and legal practice for mental health professionals to destroy such notes…” However, the deputy minister of Ministry of Health and Long-tem Care of Ontario said in his email to me: Medical record must keep at least 10 years.

The most important parts of my medical record which I insist are as follows:

1) Handwritten note by the nurse who performed MSE in my home without my informed consent
2) The voice recording of this MSE ( One medical professional stated they must have it. If you can hear that recording, you will realize how they commit medical torture. )
3) The telephone recording between Toronto Police and The Scarborough Hospital
4) From the telephone intake index I posted as supporting evidence, after seeing the highlighted parts, you can find how they fabricated my medical record ( The second person fabricated that index.).

Regarding my “informed consent” for this MSE, there was nothing about it in her report.

Regarding my chief complaint, there are two parts. One is my first report to Toronto Police. One is in the voice recording of this MSE. This is why they reused to disclose it.

How did The Scarborough Hospital, the nurse, Toronto Police induce my family doctor and force him to change his mind and judgment; how did my family doctor refuse? ;how did TSH’s psychiatrist conduct mental status exam again; how did TSH again refuse my request for the access to my full medical record compiled by this psychiatrist; and how did they fabricate the diagnostic report… I cannot explain in here. You can find them in my supporting evidence.

The Scarborough Hospital has committed medical torture. When CPSO (http://www.cpso.on.ca/) asked TSH to provide all my entire medical record to them, TSH lied and refused. Afterwards, I wrote to the ministry and the local government with my medical record I got from TSH, the ministry and the local government refused to look into it.

It has been 3 years since my big event which has led them to stalking. Although looking back my whole life might have been orchestrated, since I had two small holes located next to my left and right ear from the day I was born, which might have been implants.

I was shy and quiet bullied in school, and always had problems expressing how I feel,I had my first nervous breakdown at a game store where I did not know I was actually talking out loud.... there was this other time when I exploded staying indoors and lost my temper and was ranting out loud for over a 3 hours really the first time it when I displayed such anger. I noticed I tend to keep things bottled in and have a hard time expressing how I feel.

I was suicidal and from staying at home everyday I also became extremely paranoid i eventually got help and was and finally get a job. Only thing was that it was extremely stressful and I wasn't used to being in a hostile environment. At first it was alright but eventually being in that hostile environment over time the job took its toll on me. I found out I was able to be nice one second then displaying such hatred for everyone including family and friends the next, which was wierd because it was usually just self hatred before. I also completely lost touch with reality and while exploring my sexuality developed a hypno fetish... however I thought I had privacy while playing an online game, without realizing there was voice chat added, I was invited what turned out to be a chat channel and just about everything I said was broadcasted and thats when what I thought was just computer hacking that it turned out to be so much more.

I made a suicide attempt and what I thought was on my way to recovery I noticed complete apathy towards everything nothing I did interested me and I have such horrible memory now. Also during this time my dad's friend gave us a a dog which is awesome but has the name Jezebel and only recently that they let me find out it is the name of an evil spirit.... I'm 30 years old and they also turned my sexuality way up and tried to change it as was well(i thought I just hit puberty since I was not interested in sex that much at all until about 5 years prior), now I do not even enjoy the masturbation. I have controlled dreams and they have also showed that they can mess around with the rest of my family. I am invaded by intrusive thoughts, they have just started to make me sleep deprived and the worst is trying to speak and it is an ordeal to try not to say the intrusive thought and am always wondering if I had said it or not. I get mood swings, enhanced fears and they have been messing around with the tv and now finding about the v2k I wonder if the tv is saying things thats are not really reall... Cancel

Is there a point in living like this? No interest, memory loss, living like a robot, having your thoughts read, and not even knowing if your being in control of your own body or your damn thinking is just unreal, after they let me find out about this, this is just so disheartening. I am surpirised to actually be able to concentrate enough to write about this. They let me find some things which might reduce it a bit bit, I was a lonely loser before with suicidal tendacies before , now "life" really does not seem to be worth living with all this crap.
