Ronald Bayer, Ph.D.Professor and Co-Chair, Center for the History and Ethics of Public Health, Mailman School of Public Health, Columbia University"DR. BAYER: The co-op boards, in case you don’t know, investigate every aspect of your life to see whether you are good enough to be a neighbor. So I listen to this and I listen with concern because what should be a process of enhancing both the quality of the research and the ethical attention that researchers ought to pay to research subjects and the consequences of research has become something very different. And I say this as someone who is not opposed to regulation. I see regulation as central to a Democratic society. If it’s transparent, if it’s efficient, etcetera.And I hear this concern in an institution where people by and large are committed to human rights. That is, it is one aspect of the culture of schools of public health that the attention to vulnerable populations is high. And concern about the mission of public health being the mission to protect vulnerable populations is central.And so when I listen to this and I listen to people saying: Oh, the Goddamn IRB, forgive me, and the picayune questions they raise, and the impediments they impose upon the ability to do this work. I listen and I'm concerned and I think it is something that ought to be a matter of concern to all of us. That is, has the structure we have created become something very different from what we wanted and how do we fix it? And that is central fundamental question, not a matter of tinkering.The second issue I wanted to mention, and it’s related to this, is the way in which we assure that people who are going to conduct research are familiar with basic principles, understand the concepts, understand the tensions, etcetera. I, like everyone else at the Mailman School of Public Health have to take an online test to guarantee that I have read the right things and understand the right things. I did it several years ago and just last month I was told we now have to do it every three years, so I had to do it again. I have to tell you, it is the most insulting experience to sit in front of a screen, to download a text and then a series of questions to which there is only one right answer, and if God forbid you think that there may be an ambiguity or an uncertainty, you get the answer wrong.What has happened, and I listen to people talk about taking these tests, and they talk about it the way Russian social scientists used to talk about having to learn the right Marxist doxology in the old Soviet Union. They have to learn something, spit it back and give the right answer, and if you don't get a good enough score, you can't do research, you have to take the test again.How it happened that we came to think educating people about doing research in an ethical way became so contorted that it becomes like the joke about how kids used to learn the Pledge of Allegiance and they didn't know what any of the words meant, and so they garbled it up in some funny way and you would hear versions of what the Pledge of Allegiance is. It is like that when people talk about ethics of research as they -- look what you can do is you can download the text, put the question in front of you, read the text, find the answer. That's not education. And the reason I see it as a matter of concern is what it does is it raises contempt for the idea of education and becoming kind of sensitive to ethical complexities. And that's not where I think we should be going.It is in some way analogous to what has happened to the issue of privacy and the HIPAA regulations and the incessant plethora of pieces of paper from banks and insurance companies, printed and typed, I certainly can't read anymore, that tell you about their privacy protections. What do people think? All this privacy protection stuff is junk. Because it has become utterly bureaucratized.So, what’s the challenge it seems to me to this commission? There are many big issues about what kinds of research internationally and globally in a world that is increasingly unequal is ethical, but it seems to me -- it seems to me that it is time to revisit in a fundamental way both the institutions we've created, how they function, and how we educate people about fundamental ethical issues in research.I don't deny that there are certain fundamental things one can read and learn. One takes drivers test, one has to learn what a left hand signal is and what a right hand signal is. But there is something off when people see the entire process, not as something they feel proud about, but as something they experience as, in a way mortifyingly stupid, and stupefying -- that is what it is, stupefying.One last point and I'll stop. And this relates in part to this. I have been interested for the last several years in the question of ethics of public health surveillance, a central piece of what public health is about. You can't do public health without surveillance. The question of course is: what is the difference between public health surveillance, which is public health practice and is not subject to IRB review, and public health research, which is subject to IRB review?There is entire layer of personnel at the CDC whose I think sole function is to try to distinguish between public health research and surveillance activities. And I'll tell you, I'll end with the vignette I started with a vignette. I spoke to a guy and he said: You know, I got this protocol on my desk and I had to review to decide whether it was research or not. And I reviewed it and it got lost in the mess on my desk. So they sent it to me again. And I reviewed it again. And he said, then I found both and in one instance I had called it research and in one instance I called it practice. What does this mean? That he's inconsistent, that he’s foolish? No. It seems to me that it’s a complicated issue, we haven't resolved it. Trying to resolve it with a kind of formalistic definition of what is research seems to me inadequate to the challenge. It seems to me what this suggests and this is a huge domain in public health is the need to go beyond the issue of articulating standards for research qua research and say there are undertakings that don't fit the definition of research -- maybe oral history, maybe not surveillance or not -- and to think about what ethical standards ought to govern all those forms of inquiry, not simply those that bureaucratically fall within the niche. Mi scuso per non avere inviato prima la email,ma ho dovuto riflettere molto su cosa aggiungere per evidenziare il problema e lasciarvi un pò di link,ma non troppi per poi passarli anche al vostro ingegnere ed avere con lui un colloquio con skype per testare il suo grado di preparazione e di competenza e lavorare insieme per trovare il modello più consono per il mio problema ed anche il problema di molti altri italiani.

In una sola email vi lascerò diversi dati,poi starà a voi fare come l'azienda Svizzera da cui ho acquistato il neoditium (o magnete della morte) e prosegure intelligentemente con ragionamenti,dati e visto e considerato che voi ed altri non siete a conoscenza di questo problema e che avete dimostrato come altri che volete venirne a conoscenza in quanto tutto ciò è documentato e non è fantascienza e che siamo nel 2011 e non nel 1500 e tra tecnologie wireless,lcd,plasma ed altre nuove e rivoluzioarie tecnologie non ci vuole molto per fare 1+1, basti pensare che fino a qualche anno fa non avevamo nè cellulari ne playsatation ed al massimo TV in bianco e nero a tubo catodico, siccome vi considero persone molto intelligenti e siamo tutti affamati di conoscenza, vi diamo l'opportunità di venirne a capo e di aiutare il cliente a trovare una soluzione ottimale per l'acquisto di un abbbattitore di segnale che però non vada ad interferire con sistema di sorveglianza composto da telecamere oppure con altre apparecchiature elettroniche.

Nel secondo episodio,fattomi più furbo, ho sparso della farina sul pavimento ed effettivamente ho trovato le impronte di chi dentro c'è stato senza però rubare nulla; quello della farina sul pavimento è un vecchio trucco da naja e tu ben sai che una tua cliente con le telecamere a circuito chiuso ha pizzicato il vicino sporcaccione che le faceva porcate simili. Viviamo in un mondo assurdo pieno di sporcaccioni e di perversi e ci siamo già capiti caro Raffa.
Caro Raffaele, è probabile che in un futuro remoto ti chieda di effettuare una BONIFICA AMBIENTALE perchè ho forti sospetti.

Rispettabile ingegnere, mi corregga se sbaglio e mi scusi, ma io sono solo un misero ex DJ e un misero ex produttore musicale e le frequenze a me più consone sono solo i 44100 herz anche se ho dovuto cercare di studiare tutte queste cose essendo in emergenza compresi gli studi di Andrija Puharich e le sue scoperte riguardo ai raggi ELF e alle stesse frequenze riscontrate nel sistema nervoso dell'uomo come ad esempio:
- 6,6 herz causa la depressione,
- un’onda ELF a 7,83 herz provoca il buonumore generando uno stato di alterazione
- mentre un’onda a 10,83 herz è in grado di causare reazioni violente.

Probabilmente lei se ne intende molto meglio di me in materia e spero mi saprà dare ragguagli per un jammer appropriato in quanto non vorrei spendere soldi per un apparecchio che non serve,ma semmai andare a colpo sicuro come per il modello di NEODITIUM in quanto mi è stato segnalato il modello da una vittima della Spagna e infatti non si sbagliava perchè già testato anche su di lui.

Le dò i dati per un modello su cui ho messo gli occhi oggi e siccome le ho già scritto che il magnete della morte su mia autosperimentazione funziona solo per creare un pò di distorsione nel microimpianto nel mio cervello quando entra in forte attività, mi auguro che troveremo delle strategie comuni per me e per per tutte le altre vittime che come me,hanno questo ulteriore problema ingestibile e cioè di avere microchip posti in prossimità del condotto uditivo e che poi subiscono da medici di scarsa esperienza solo la diagnosi di acufene soggettivo da campo magnetico, senza neanche effettuare tutte le indagini del caso e raccogliere le denunce in quanto io rammento bene i rapimenti e il modus operandi del sequestratori e stalker oltre che satanisti di alta sfera sociale.

Il modello su cui oggi ho messo gli occhi è un prodotto composto da un sistema del tipo MIL.vs-160w in una valigia da 71X72X43.5 cm del peso di 50 kg. Il sistema comprende un "abbattitore di segnale" e costa attorno agli 800 €uro se ho capito bene.

Non posso spiegare a nessuno il motivo per cui mi serve,perchè sennò mi prendono a priori per pazzo e quindi vivo un forte senso di disagio e anche altri elettrofisici non si degnerebbero di darmi una mano sui miei ragionamenti per schermarmi da microchips che non sono fantascienza,ma bensì realtà e ben presenti nella mia testa e in altre parti anatomiche del corpo e riscontrate anche da radiologi come "corpi estranei".

Dunque caro ingegnere di endoacustica, ragionando sul fatto che il campo magnetico non è un campo di forze conservative nel senso più semplice di essere il gradiente di un potenziale, infatti il cosiddetto potenziale vettore che si può associare al campo magnetico non è affatto un potenziale,non si può associare a esso un energia.
Tuttavia al campo magnetico si può legittimamente associare una densità di energia, come si fa col campo elettrico secondo l'espressioni:

wE = ε0/2 E2 wB = 1/2μ0 B2

La motivazione è che quest'energia corrisponde al lavoro richiesto per creare il campo ed essa può esser riottenuta quando il campo si spegne.
Siccome il caso elettrico (che passa attraverso la carica e scarica d'un condensatore) è di solito ben noto vediamo il caso magnetico.

Per creare il nostro campo magnetico prendiamo un solenoide (ossia un conduttore avvolto a elica circolare).
Sia R la resistenza del conduttore ed L la sua autoinduzione; sia infine E la f.e.m.
(forza elettromotrice) che dà luogo alla corrente I.
Se fosse L = 0 avrei la solita relazione banale fra lavoro compiuto ed energia dissipata in calore
L = EIt = Q = I2 Rt, visto che sarebbe I = E/R.
Però in realtà essendovi B ci dev'essere L e questa produce, per la legge di Faraday-Neumann, un f.e.m. opposta, di entità F = - L dI/dt per cui la corrente non può raggiungere il suo valore finale di colpo. In ogni intervallino temporale dt, la f.e.m. originale compie un lavoro aggiuntivo (contro F) pari a I dt · L dI/dt e questo, finché si raggiunge il valore finale della corrente, dà luogo a un lavoro aggiuntivo
W = LI2/2, che non va dissipato in calore.

Quest'energia viene restituita quando si annulla la f.e.m. poiché la variazione di flusso magnetico, quando la corrente inizia a calare, dà luogo a una f.e.m. aggiuntiva, questa volta concorde con E, che mantiene, per un po', la corrente senza altre sorgenti di lavoro. Ora il campo magnetico B è sempre proporzionale ad I e quindi il termine W è proporzionale a B2. I fattori giusti vanno poi calcolati in dipendenza della forma del circuito. Questa è l'origine di wB.

Si possono fare alcune note di commento giusto ingegnere?

Il fatto che il campo sia conservativo è sufficiente, ma non necessario perché si possa associare a esso una densità di energia, infatti anche il campo elettrico E può essere nonconservativo, come si vede proprio dalla legge di Faraday-Neumann, secondo la quale una variazione di flusso magnetico dà luogo a un campo elettrico con le linee di forza chiuse, tuttavia tale campo ha sempre una densità di energia associata.
Per ricavare energia semplicemente trasportando "qualcosa" lungo le linee di forza magnetiche dovrei avere un polo magnetico isolato, questo non si è mai trovato.
Quando trasporto una carica lungo le linee di forza elettriche, che possono esser chiuse ricavo un lavoro, in realtà i generatori meccanici (non le pile) di corrente funzionano così, ma le cariche in moto, ossia le correnti generate producono un campo magnetico che si oppone al campo magnetico iniziale il quale, con la sua variazione, dà luogo al campo elettrico, ossia per mantenere il campo variabile devo compiere un lavoro aggiuntivo: è così che si chiude il bilancio energetico.

Qualcosa dovrebbe cominciare ad andar meglio in generale perché nella nuova legge Americana sulla Salute il problema delle onde radio, elettromagnetiche, "devices" - cioè anche microchip - ecc. , viene preso in considerazione con la richiesta alle Ditte di precisazioni tecniche - che in casi come questo potrebbero offrire i dati di lunghezza d'onda ecc. per spegnere la "diavoleria" inserita abusivamente e in maniera fraudolenta e schermarsi.

She'd pissed someone off, someone that mattered. The poor girl lay vulnerable in her dark room, vulnerable to the incoming threat that stood right outside her window. She was clothed in a simple gown and meek slumber. As she rested defenseless the man came closer with cyanide. He put it into the room in front of her blind eyes. She was, after all, just a worker, nobody that mattered: nobody. The world would turn another day without her there. The sun rises, the stars pass, the clouds drift all by their will without care to the world below.

As the vapor filled the room, the girl woke up to the horrific smell of something like burnt nuts or oiled hair care products. She panicked as she was commanded to breathe in the poison. Her body tugged against the weak air that sentenced her to bend like a reed in the wind. Her heart thumped in her chest like an out of control machine then stopped.

The man ran away, fearing the corpse aftertaste of death. You could almost feel that hollow expression. Nothing anyone wants to live with, even the experienced.

Voices then entered the room with the girl that lay paralyzed.

"Let us send the fallen after her," a voice said.

The room smelled like burnt blood and rot.

"Turn around and let me see the face that I created!" A hissing voice shrieked out.

"But I want to be good!" I said back.

I woke up the next day with a headache from Hell.

The thoughts and images from my deformed, mutilated brain and lab-rat life have been ‘brain-broadcasted’ to very many people around the world and often presented as if it was the workings of my normal brain/mind – also a lot of disinformation and misrepresentation. The states, actions, thoughts, imaginations and words of my continuously and relentlessly extremely tortured and deformed brain/mind and body, and my degraded life have been directly transmitted and broadcast - the outbursts, outcries, anger etc.. Even my comments, thoughts, idiocies and messing around – to alleviate the oppression, aggravation, and boredom of my confinement and torture in this Mengeles/Cameron/Delgado torture and deforming concentration camp – have been exhibited and presented to many unaware people as if they are the products of my normal brain/mind/life. In reality this is “Gestapo Torture/Deformity/Murder TV” – and similar to the Gestapo it seems they enjoy the “sport” – and the degradation, anger and confusion it causes.

Also people and the media have been flooded with dehumanising and ridiculous ‘Psychological-Operations’, parodies and caricatures of me, my family and life – as at the same time they are parasiting, torturing and organically destroying me, they are constructing a fiction about ‘me’ and ceaselessly – idiotically - making what they pretend to be valid psychological and social observations about ‘me’, my life and family.

2. subjected to sleep deprivation, sensory overload, and "mind-*uck" torture.

C. a ‘ritual abuse wedding’ participated in by the ‘Queens of Norway and Sweden’
D. a fictitious relationship with ‘Princesses of Norway and Thailand’ and some other illusory women
E. a ‘road trip’ escaping ‘USA army killers and blackmailers’, ‘Asian mafia/dragon killers’ among others; and participating in fake psychoanalysis and personality analysis sessions; and doing Q & A-type interviews on diverse socio-political subjects. (2005-2006)

3. ceaselessly perpetrators’and other voices are forced directly into my brain and they very aggressively and relentlessly psychologically attack, denigrate, interrogate, undermine, mob and bait me. These voice attacks are forced directly into my butchered and mangled brain. This takes the form of a running attack with a personally codified system of comments and responses to my thoughts, activities, social and psychological state, and biorhythms - both straightforwardly and with many different disorienting, infuriating and distorting effects. This sensory and mental torture and attack directly into my brain has varied from extreme causing near-complete mental breakdown and desperation, to loud, intensive and continuous, to milder, and has included numerous mock-executions. It is all completely and totally unignorable and inescapable. The ‘circuits’ are always open – my brain, body and physical space are ceaselessly brutally violated, monitored and interfered with - and forced into reaction and response - 24 hours a day 7 days a week. It’s a brutal, technological, inescapable ‘Iago-bullshit-hell-machine’. I literally haven’t had a single minutes mental rest, relaxation or privacy since 2005 – not a single minute.

Often my brain processing/experiencing these “virtual-reality scenarios” is transmitted and exhibited by these Mengeles butchers pretending to do “science”. Their ability to do this required extensive and very brutal neutralisation and engineering of my normal, healthy brain – in order to effect a kind of ‘tabula-rasa’ to use as a ‘player’ – for them to be able to force in their ‘codes’ and ‘play’ their ‘virtual-reality scenarios’. This has resulted in mentally and psycho-physiologically exhausting, degrading and deforming me.

Almost every single night since 2005, mostly multiple times, and sometimes for hours and hours at a time – all night, all afternoon etc.. My whole creativity, ‘raw material’, senses, sensibility, feelings, thought, speech, intelligence, imagination, emotions and organic health, range, depth and potential have been completely degraded, butchered, mangled, wasted and/or destroyed (‘Fahrenheit 451-ed’and/or ‘Year 0-ed’). 6. repeatedly and relentlessly – every single day and night - subjected to electrical abuse and torture on the genitals, crotch, reproductive system, glands and lymph system. Electric currents are applied to my genitals, crotch and reproductive system at different intensities and positions, often continuously for extended periods of time. This ranges from mildly disturbing to extremely torturous. The cumulative affect is sickening and constant mental and physical tension and aggravation. This electrical abuse and torture on the genitals, crotch and reproductive system is applied at any time of the day or night. I am often woken up by the application of electric currents to my genitals, crotch and reproductive system - night after night after night. Often I am given erections in coordination with the brain butchery, and occasionally voided of semen (my sperm production has been stopped). I AM BEING USED, EXPERIMENTED UPON AND BUTCHERED LIKE A LAB RAT. My genitals have been liposuctioned, collagened, vasectomied, and my scrotum subjected to repeated reductions and enlargements. I have also been anally raped and interfered with numerous times.

7. My stomach, glands, abdomen, intestines, lymph system and other internal organs are also being continuously, repeatedly and intensively heated and electrocuted i.e. cooked/burnt-out. Often similar to being stabbed, roasted, microwaved, blow-torched etc.. Hour upon hour or all night and/or much of the day.My heart, chest, neck, lower back, back, diaphragm and all over my body. My torso, face and buttocks have been liposuctioned 2 or 3 times. My nipples are often electrocuted. Also in an extremely painful operation they put my spine out of alignment and did extensive nerve reconfiguration work in my spine and lower back throwing my whole body out of alignment – lower back, pelvis, hips, muscles, limbs, balance etc. – and, I think, they are trying to ‘engineer’ my brain to ‘fit’ this misalignment.

My brain has been reduced in power, quality and function by at least 70%. Since 2004 whenever I turn on the TV or Radio - if it's live, I am linked to the broadcasting source. It happens any time I see or hear a live broadcast, no matter where I am. It completely ruins live TV and radio - as you are actually like being in a video-conference - so it's hard to remain impassive or unaffected – especially whilst being tortured. This invasion of my privacy and my torture and abuse have thus been witnessed by, and I have protested and appealed to, many newscasters in Australia and overseas, and by anyone who appears live on the news - politicians, celebrities, newscasters and many others. Initially tolerable and even amusing, this came to be extremely traumatising – especially when combined with the relentless hardcore torture, abuse and mutilated ‘brain-broadcasting’ – and no one even reporting it!

Also the thoughts and images from my deformed, mutilated brain and and lab-rat life have been ‘brain-broadcasted’ to the journalists etc. on TV and Radio – and often presented to them as if it was the workings of my normal brain/mind – also a lot of disinformation and misrepresentation has been ‘fed’ to them. This has often resulted in some of them – both advertently and inadvertently – actually actively participating in the torture and aggravation. Some, I believe, have actually been encouraged to elicit responses from my lab-rat brain and thereby to assist in and facilitate the butchering of my brain and senses to fit these nazi technologies and horrendous violations.

11. I have been relentlessly subjected to Gang Stalking/Mobbing. This consists of an intense and highly organized persecution of an individual with the purpose of harass her/him constantly and boycott all the activities, professional and of leisure that the person develops, in order to isolate to take control of the victims life, manipulate the victims mind and ultimately conduct him/her to a helpless situation. This conduct carried out by a group of apparently "normal" citizens is a barbaric form of torture. The Institutions and Authorities of the European Union and the United Kingdom by actively denying me the protection, recognition and processes of the Law and Government, and for failing to protect my fundamental human rights and civil liberties as a citizen have also terribly and substantially participated in and contributed to 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11 above.

Between March 2005 until October 2009 the Queens of Sweden and Norway – so therefore Sweden and Norway - actively participated in numbers 1, 2, 3, 4, 6 and 8 above. They were on familiar and actively cooperative terms with the main USA SECRET GOVERNMENT-RELATED AGENCY perpetrators of this criminal atrocity. Their input and participation in this criminal torture and abuse was sustained, distinctive and specific i.e. -

a. They made sustained, distinctive and specific contributions to the verbal, aural and “intellectual” abuse, goading, disturbances and engagements with me made directly into my brain. They made sustained, distinctive and specific contributions to the running commentary with a personally codified system of comments and responses to my thoughts, activities and biorhythms - both straightforwardly and with echo, repetition and distortion effects. During this period of their input and participation this sensory and mental torture directly into the brain varied from extreme causing near–complete mental breakdown and desperation, to loud, intensive and continuous, to milder. In particular they actively participated during the most extreme, intensive period of this torture and abuse. ALL of their sustained, distinctive and specific contributions were, however, unignorable and inescapable, thus they substantially contributed to profoundly degrading and wrecking my mental and physical life and being. b. They made sustained, distinctive and specific contributions to the genital and other physical torture and abuse I was subjected to during this time. The Queen of Sweden in particular was the greater and more active perpetrator of these tortures and abuses – electric currents applied to my genitals at different intensities and positions, often continuously for extended periods of time, repeatedly and relentlessly. This ranged from extremely to mildly disturbing to, very briefly, pleasurable. The cumulative affect was sickening and constant mental and physical stress and tension. Although the Queen of Norway also actively participated. I believe hologram technology enabled them to make distinctive and specific contributions to this torture and abuse i.e. it ‘personalised’ the electric currents being applied to me. I think some of this abuse is sometimes called ‘Ritual Abuse’ (1,3,6 above)

c. and by these means both the Queens of Sweden and Norways’ input and participation also substantially contributed to a period of sleep deprivation torture (2), and the social and existential confusion, dislocation and vulnerability causing various other mental, physical and social tortures, degradations and dirty tricks. III. STATEMENT OF ALLEGED VIOLATION(S) OF THE CONVENTION AND/OR PROTOCOLS AND OF RELEVANT ARGUMENTS

By actively involving themselves in these ways in this horrific case the Queens of Sweden and Norway – so therefore Sweden and Norway - have clearly, blatantly and hideously violated the following Articles of the European Convention for the Protection of Human Rights and Fundamental Freedoms :-

my freedom of thought, conscience and religion has been literally physically obliterated as my brain has been sustainedly, profoundly and horrendously violated by these monstrous technologies and their users.

f. SECTION 1 Article 10 – Freedom of expression

my freedom of expression has been similarly sustainedly, profoundly and horrendously violated

g. SECTION 1 Article 14 – Prohibition of discrimination

both the Queens of Sweden and Norway routinely made insults and derisory comments regarding my sex, race, religion, political and other opinions, national and social origins, property, birth and other status in the course of violating all the previous Articles of the Convention.

In some circles these technologies are used as a ‘simple’ means of communication.[1] Between March 2005 and April 2005, at the same time the Queens of Sweden and Norway were actively participating in the ways described above in this criminal atrocity, I experienced some ‘simple’ communication with the Queen of England, Princes William and Harry, Secretary of State of the USA, Condoleeza Rice, Mr Colin Powell and ex-President of the U.S. Bill Clinton using these technologies. Previously, in 2004, I similarly experienced some ‘simple’ communication with President Susilo Bambang Yudhoyono of Indonesia, and Mr Stanley Ho of Hong Kong. Although in itself these constitute various violations of the Articles of the Convention merely by ‘approaching’ and ‘communicating’ with me using these technologies – these people confined themselves to brief, limited, ‘simple’ communication with me.

This is in stark contrast to the Queens of Sweden and Norway who between March 2005 until October 2009 actively participated in numbers 1, 2, 3, 4, 6 and 8 above, whose input and participation in this torture and criminal abuse was sustained, distinctive and specific and who were on familiar and actively working with the main USA SECRET GOVERNMENT-RELATED AGENCY perpetrators of this criminal atrocity.

IV. STATEMENT RELEVANT TO ARTICLE 35 § 1 OF THE CONVENTION

Due to a combination of the extraordinary secrecy surrounding these technologies, their development, and especially, their deployment (comparable only to the secrecy surrounding the development of atomic weapons), the incredibleness of the technologies themselves, and the extraordinary power and influence of the perpetrators of this criminal atrocity pursuing domestic remedies has not, so far, been a feasible proposition.[2]

Despite, since 2004, continually appealing for help - OR EVEN ACKNOWLEDGEMENT OF THE PROBLEM - to Governments, Legal Systems, UN Missions, UN Organisations, EU Organisations, other International and Human Rights Organisations, and many, many media outlets in the US and worldwide I have received virtually no help, or even acknowledgement, from anyone at all! I have been consistently and comprehensively ignored, had my sanity questioned, and/or been referred to other agencies. The Prime Minister, Ministers and the Governor General of Australia have repeatedly ignored my direct appeals to them, as has the President of the USA. Even Human Rights organisations such as Amnesty International, Human Rights Watch, The American Civil Liberties Union and The Red Cross have all virtually completely ignored me.

Despite this ignorance, secrecy and silence there is ample evidence that these technologies exist and have been known about at Governmental and Intergovernmental levels for years. Just as there is ample evidence that there has long been concern about the potential and actual abuses of these highly advanced, undiscussed and unregulated technologies:-

ATTEMPTED ACTION TAKEN
Many human rights campaigners from around the world have spent years working on countless books, videos, websites, rallies and symposiums which highlight these matters. These include efforts by prominent persons like Dr Nick Begich, Dr Rauni Kilde (ex chief medical officer for Finland) and well known author Gloria Naylor. To date, all of it has been ignored by the criminally owned/controlled media. However, most importantly, there has been open condemnation of these methods by major political entities and I ask you to focus on these…
1. The United Nations – UNIDIR - (The UN Institute for Disarmament Research) officially recognised a range of weapons (both lethal and non-lethal), including the ones previously listed, and recommended that they ALL be banned as weapons of potential mass destruction. Naturally, the press releases and media guides that they issued on this matter were totally ignored by the mainstream media. This media treachery is the reason the public is unaware of the dangers.
2. The European Parliament - In January 1999, the European Parliament passed a resolution where it calls " for an international convention introducing a global ban on all development and deployment of weapons which might enable any form of manipulation of human beings. It is our conviction that this ban can not be implemented without the global pressure of the informed general public on the governments. Our major objective is to get across to the general public the real threat which these weapons represent for human rights and democracy and to apply pressure on the governments and parliaments around the world to enact legislature which would prohibit the use of these devices to both government and private organisations as well as individuals." (Plenary Sessions/ EuroParliament, 1999)
3. US Federal politician Dennis Kucinich - In October 2001, Congressman Dennis J. Kucinich introduced a bill to the House of Representatives which, it was hoped would be extremely important in the fight to expose and stop psycho-electronic mind control experimentation on involuntary, non-consensual citizens. The Bill was referred to the Committee on Science, and in addition to the Committee on Armed Services and International Relations. In the original bill a ban was sought on 'exotic weapons' including electronic, psychotronic or information weapons, chemtrails, particle beams, plasmas, electromagnetic radiation, extremely low frequency (ELF) or ultra low frequency (ULF) energy radiation, or mind control technologies. Despite the inclusion of a prohibition of the basing of weapons in space, and the use of weapons to destroy objects or damage objects in space, there is no mention in the revised bill of any of the aforementioned mind-invasive weaponry, nor of the use of satellite or radar or other energy based technology for deploying or developing technology designed for deployment against the minds of human beings. [the original Bill was called The Space Preservation Act, 2001 (HR 2977) it was reintroduced as The Space Preservation Act, 2002 (HR 3616 )]. Kucinich’s efforts mirrored similar attempts made some years earlier by ex astronaut, Sen. John Glenn.
4. US Federal politician Jim Guest - recently wrote to all members of the US legislature asking for help for the countless victims of electronic harassment/torture (agency black operations being secreted from congressional scrutiny thus allowing corrupt officers to frame/torture innocents). To date, nothing concrete has come of this approach.
5. French National Bioethics Committee - In January 1998, an annual public meeting of the French National Bioethics Committee was held in Paris. Its chairman, Jean-Pierre Changeux, a neuroscientist at the Institut Pasteur in Paris, told the meeting that "advances in cerebral imaging make the scope for invasion of privacy immense. Although the equipment needed is still highly specialized, it will become commonplace and capable of being used at a distance. That will open the way for abuses such as invasion of personal liberty, control of behaviour and brainwashing. These are far from being science-fiction concerns.and constitute "a serious risk to society." ("Nature." Vol 391, 1998)

All of these attempts were admirable but have not achieved the desired result due to a lack of integrity/resolve from other political bodies and the media. In Australia AFP complaints files are still being marked “politically sensitive”, even by sympathetic/knowledgeable Federal police. That’s clearly inadequate. I’m now approaching local community leaders looking for humanitarians who are prepared to do the right thing on this issue. Economic, military and political rationalizations are not morally/spiritually acceptable excuses for inaction on this matter. Hopefully Authorities and Leaders will realise that we are ultimately to be held accountable for both our actions and inaction.

However, no adequate protection of citizens or declassification and regulation of these technologies has resulted. As a result no recognition at all has been afforded to victims of the abuse of these technologies.

In this current environment, therefore, the impossibility of victims of the abuse of these technologies pursuing domestic remedies will be shockingly clear. The ease with which victims can be discredited – labelled insane or delusory, the extraordinary secrecy surrounding these technologies, their development, and especially, their deployment (comparable only to the secrecy surrounding the development of atomic weapons), the incredibleness of the technologies themselves, and the extraordinary power and influence of the perpetrators of this criminal atrocity render any such attempt nightmarishly impossible and farcical.

As such regarding the specific involvement of the Queens of Sweden and Norway - so therefore Sweden and Norway - in this criminal atrocity there is no other appeal or other remedy available to me.

I have previous applied to the Court regarding this torture and abuse – which has since far worsened - in 2006 -Previous Application no. 48661/06. (please see attachment at Section VII below)

I am resubmitting this extreme case to the Court because:-

1. there is now more material, information and exposure regarding these technologies and ‘secret’ torture programs available.

网络战是否乃继陆、海、空、天之后的第五空间战争？在美军网络筹军的足迹背后蕴藏着怎样的玄机？贯通了自然空间、技术空间、社会空间及认知空间的网络，到底要将战神的面孔幻化为哪般模样？美国国防高级研究计划署对脑机接口技术（BCI）的密切关注，是否预示着大脑乃网络战的终极战场？请看科技日报特稿――

　　美英两国近日发出了筹划应对网络战争的强烈信息，其中，美国在一份战略报告中将网络攻击视同“战争行为”，宣称要用传统军事力量“对等”报复来自他国互联网的攻击，“如果你关掉我们的电网，我们也许会向你的烟囱里扔枚导弹”。英国则宣称要发展网络武器针锋相对，有关官员近日首次证实了这一计划的存在。

　　网络战的误解与偏颇

　　纵观人类战争史，战争的冠名权一直与战场密切相关。在漫长的冷兵器时代，战场仅限于陆地，于是陆战自然长期拥有战争冠名权。然而，在战争仍在平面展开的时候，人类的思维却早已超越了地面，伟大军事家孙子就用浪漫夸张的笔法表达了一种预言，“善守者，藏于九地之下；善攻者，动于九天之上”。

　　科学技术的发展证实了孙子的预言，海战、空战、太空战相继到来。如果说陆、海、空、天所构成的三维战场不过是一种自然空间的话，那么，1969年美国国防高级研究计划署孵化的“阿帕网”，却给战争带来了一种技术空间，它不具备长、宽、高等传统物理概念，但其中却演绎着同样惊心动魄的搏杀。于是，依照思维惯性，赋予该领域之战争冠名权自然而然。从此，作为继陆战、海战、空战及太空战之后的第五空间战争，网络战的概念得以迅速传播开来。

　　但人们误以为，网络战就是与鼠标、键盘及病毒相伴，和攻击银行、扰乱电信及瘫痪电网等相随的一种高科技战争形态，从而忽视了对这一崭新战争形态内涵的解码。的确，从美国不断渲染的遭受黑客攻击来看，似乎网络战就是黑客战的代名词。而经常作为网络战经典案例的是，“海湾战争期间美军通过偷换病毒芯片瘫痪伊拉克防空体系”“科索沃战争期间南联盟‘黑客’阻塞北约邮件服务器”“伊拉克战争中美军‘黑客’瘫痪伊拉克电视台网络”等，时间一长，人们似乎觉得，参透了这些案例，就窥见了网络战的全貌。

　　其实，这是一种误解与偏颇，用昨天的眼光看明天的战争，是人类思维定势的局限。当然，上述这些案例揭示了网络战的一些特征，发生在更近时段的俄罗斯与爱沙尼亚的网络袭击，以及俄罗斯与格鲁吉亚的网络攻击，也的确蕴涵着目前网络战的内涵。

　　然而，这些经典案例，难道就不会遮蔽我们参悟网络战更本质、更深刻内涵的双眸吗？对此，回顾美军网络筹军史，就会发现其背后另有玄机。

　　美军网络筹军背后的玄机

　　就美军公开的报道而言，1995年6月，美军16名“第一代网络战士”从美国国防大学毕业，同年10月1日，美军在南卡罗来纳州空军基地组建了第一支网络战部队，即第9航空队第609中队。1998年10月，美国国防部正式将信息战列入作战条令，同时，批准成立“计算机网络防御联合特种部队”。2001年，美国国防部正式提出了“网络中心战”理论。2002年，小布什总统签署“国家安全第16号令”，组建了网络战部队――网络战联合功能构成司令部（JFCCNW）。2005年4月，美军宣称已组建专门负责网络作战的“网络战联合构成司令部”。2006年2月，美、英、加及澳大利亚联合举行了第一次代号为“网络风暴”的网络战演习。2007年，美国空军以第8航空队为依托，组建了空军网络战司令部，海军也组建了“海军计算机应急反应分队”，西点军校成立了网络科学中心。2008年3月，美、英、加、澳及新西兰联合举行了第二次代号为“网络风暴”的网络战演习。同年5月，美国政府启动“国家网络别动部队”（NCR）计划，声称将通过这一“电子曼哈顿工程”来发展“革命性”的新技术，赢得网上新的“太空竞赛”，确保“网上美国”的安全。2009年，美国国防部部长盖茨宣布正式成立美军第11个司令部――“网络战司令部”，国家安全局长基思・亚历山大四星上将被提名担任司令，它标志着美国已经吹响了争夺网络空间霸权的号角。

　　在上述美军网络筹军史中，1998年是个特殊的年份。据美军著名网络战专家里・阿米斯德的研究，上世纪90年代中晚期，恰是美军信息网络战的试验期，期间进行的许多演习提升了美军对未来战争的认知。尤其是1996年和1997年的“电脑网络攻击作战演习”成效最为显著，当时发现国防部在应对网络攻击时毫无招架之力。

　　也恰在这时，美国国防部著名信息战专家托马斯写了一篇文章，题目为《大脑没有防火墙》，文章对美军97联合军演作了深刻反省，明确提出美军在信息战方面存在着重大隐患，那就是硬件建设不惜工本，设施齐备，但却忽视了对操作这些设施的关键――人的大脑、人的意识、人的精神的进攻与防护，而恰恰是这些“软”的东西，为信息进攻留下了没有设防的广袤空间。就在托马斯的文献发表以后，美军很快提出了“感知操纵”的概念，认为未来战争将在物理域、信息域及认知域“三域”展开。同年10月9日，美国国防部发布文件，强调要在联邦政府内部各机构之间加强协作，以应对网络战。

　　至此，您是否看到了美军网络筹军背后的玄机呢？

　　大脑是网络战的终极战场

　　2010年5月4日，美国公布了网络战部队专用徽章，该徽章的中心部分以一个圆形图案代表地球，交叉围绕地球的是两个椭圆形轨道，代表军用卫星。该徽章揭示了美国网络战部队的三大宗旨：“向全球投送网络力量”“从太空控制网络空间”及“通过空、天、网发动全面打击”。

　　显然，从美军的网络战部队徽章中可以看到，作为一种技术，网络的本质在于贯通了自然空间、技术空间、社会空间及认知空间，从而为战争的进行开启了多个介入的端口。这一点，从美军近年来对我国战略学者乔良与王湘穗的《超限战》理论的极大关切中可见一斑（2006至2009年在约翰・霍普金斯大学连续召开了四次“超限战”思想研讨会，网络战是其中重要研讨内容）。

　　此外，近年来，在国际关系学界热议的网络外交，在传播学界走俏的网络传播等相关动向，也从另一个侧面揭示出，网络战不仅仅是病毒战与黑客战，更是信息战与心理战，大脑或许才是网络战较量的终极战场，而这一点还要从科幻电影《阿凡达》谈起。

　　《阿凡达》中，人类为获取潘多拉星球上的资源，启动了阿凡达计划，即以人类与纳美人（潘多拉星球土著）的DNA混血，培养出“阿凡达”，以便在潘多拉星球生存及开采矿产。电影中，人类靠意念远程控制“阿凡达”进行行动。影片带来的震撼是全方位的，可从社会、文化、军事等多层面解读。仅从未来战争的视角而言，影片中出现的用意念控制“战士”作战已经不再只是幻想。

　　大脑是人类了解最少，最有开发潜力的一个器官。目前，世界诸多国家在对大脑进行开发利用的同时，还尝试着将这些研究成果应用于军事领域。

　　美国情报机构官员就曾指出，由于神经科学的发展突飞猛进，未来将可以通过“药理地雷”解除敌方武装，还可借助与大脑相关的新设备来驾驶无人飞机等，并断言人类大脑将成为未来战争的又一战场，由此对国家安全及未来作战产生深远影响。美国华盛顿大学计算机安全专家大仓河野更是表示，神经电子控制技术以极快的速度发展，在各国纷纷启动网络战计划的背景下，美军更进一步，正在攻克脑机接口（BCI）技术，未来网络战的一个重要目标就是通过互联网入侵并控制敌方人员的大脑，从而控制思想，达到窃取情报甚至扭转战局的效果。

Copy and paste from the US DHHS formerly the Department of Health, Education and Welfare"Why is the Federal government proposing changes to the Common Rule?This regulatory review effort is primarily about enhancing protections for human subjects.The federal government is considering changes to the Common Rule (45 CFR 46) for two reasons: (1) the human subject research landscape has changed dramatically since the early 1980s when the current regulations were first being formulated and (2) in light of that, there is a need to address effectiveness and the efficiency of the regulations for human subject protections in the current research environment.Since the promulgation of the Common Rule, there have been major increases in the volume of research, in multi-site studies, and in health services and social sciences research. New technologies for research—genomics, imaging, informatics—have also been developed and have altered the methods and aims of research with human subjects.These changes in the landscape have highlighted various issues regarding the efficiency and effectiveness of the current regulatory framework. The unnecessary burdens and workload carried by Institutional Review Board (IRBs) is often cited. Certain regulatory requirements of government agencies could be clarified and streamlined. Moreover, the regulatory framework does not appropriately calibrate research review and does not focus the review where it is needed most. The requirements and practices for informed consent should be enhanced to augment the quality and appropriateness of information conveyed to potential human subjects.For these and other reasons, the federal government has concluded that change is needed and would yield significant benefits—both to investigators and to human subjects.In brief, what aspects of the Common Rule is the government reexamining?The government has two overarching goals with respect to the revisions it is considering to the Common Rule: (1) to enhance the protection of research subjects and (2) to improve the efficiency of the review process.To accomplish these goals, seven possible regulatory reforms are envisioned and described in the ANPRM:1. Revising the existing risk-based framework to more accurately calibrate the level of review to the level of risk.2. Using a single Institutional Review Board review for all domestic sites of multi-site studies.3. Updating the forms and processes used for informed consent.4. Establishing mandatory data security and information protection standards for all studies involving identifiable or potentially identifiable data.5. Implementing a systematic approach to the collection and analysis of data on unanticipated problems and adverse events across all trials to harmonize the complicated array of definitions and reporting requirements, and to make the collection of data more efficient.6. Extending federal regulatory protections to apply to all research conducted at U.S. institutions receiving funding from the Common Rule agencies.7. Providing uniform guidance on federal regulations.How in particular would these changes enhance human subject protections?The changes under consideration will extend federal oversight to non-federally funded studies, i.e., those at institutions that receive any funding from Common Rule agencies for human subjects research.The changes under consideration would also give subjects the opportunity to decide whether their biological specimens may be used for future research and, if so, to specify types of research in which their biospecimens may not be used.If the risk-based framework for IRB review were more rationally refined, IRBs would be better able to concentrate their resources on the review of research that poses higher risk to subjects.In addition, the changes under consideration would facilitate and enhance informed consent by creating and utilizing standardized templates and explicitly delineating the information that potential research participants should know. This would have two benefits. The IRB’s task of reviewing proposed consent forms will now be greatly facilitated, and individuals contemplating participation in research will be better and more consistently informed.With respect to informational risks, new data security and information protection standards would be adopted, thereby reducing the potential for violations of privacy and confidentiality.Finally, the changes would systematize the collection and analysis of unanticipated problems and adverse events across all trials. Such a system would replace the complicated array of definitions and reporting requirements with harmonized rules. Consolidation of data reported using consistent vocabularies and terms would allow for more powerful and meaningful analyses of safety information across types of research studies. The ANPRM also considers a number of changes to improve the current system for the real-time prompt collection of data that will help enhance patient safety measures.What opportunities will the public have to express its views about these matters?First, an Advance Notice of Proposed Rulemaking (ANPRM) has been published in the Federal Register that describes the changes under consideration and invites public comments. The public will have 60 days to provide comments. During this comment period, the government will also provide a forum for stakeholders and interested members of the public to voice their opinions about these matters. All comments collected during this process will be vital to the process of producing a final draft of the revisions under consideration in the Common Rule.What is an "Advance Notice of Proposed Rulemaking (ANPRM)"?Before the federal government implements new regulations, it must typically issue a “Notice of Proposed Rulemaking” (NPRM). The purpose of such a notice is two-fold: (1) to inform the public of the specifics of the proposed regulations and (2) to provide the public with the opportunity to react to and comment on the proposed regulations. The public is offered an opportunity to comment, and its views are taken into account in developing and implementing the final regulations.An Advance Notice of Proposed Rulemaking (ANPRM) may precede the issuance of an NPRM if the government needs public input on various issues before proposing a rule. This ANPRM— Human Subjects Research Protections: Enhancing Protections for Research Subjects and Reducing Burden, Delay, and Ambiguity for Investigators —presents and seeks comment on specific issues regarding possible changes to the Common Rule; it also raises questions about matters that may not appear as changes in the rule itself but are closely related to its implementation.The aim of this process—of issuing and gathering comments on first an ANPRM and then an NPRM—is to ensure a broad-based input from the multiple groups and organizations with an interest in the ethics and regulation of human subject research.After the government collects comments on the ANPRN, what will happen next?Public comments will be used in the process of developing specific proposed revisions to the Common Rule. These draft revisions will be publicized in a Notice of Proposed Rule Making and the public will have an additional opportunity to comment before any changes to the Common Rule are finalized. "

This week has been eventful. I've recorded a strange low hovering light in the sky. When I reviewed it. It looks like im moving the camera alot but its actually three different lights moving faster then my eyes can perceive. I get dizzy a.d light headed everytime I looked at it. I also think I picked up the voices. With a low frequency recorderbut I gotta get my computer back to find out. ( theve crashed my laptop and phone. Many computer monitors and TV tubes, when displaying pulsed images, emit pulsed electromagnetic fields of sufficient amplitudes to cause such excitation. It is therefore possible to manipulate the nervous system of a subject by pulsing images displayed on a nearby computer monitor or TV set. For the latter, the image pulsing may be imbedded in the program material, or it may be overlaid by modulating a video stream, either as an RF signal or as a video signal. US PATENT --4,717,343 --METHOD OF CHANGING A PERSON'S BEHAVIOR--A method of conditioning a person's unconscious mind in order to effect a desired change in the person's behavior which does not require the services of a trained therapist. Instead the person to be treated views a program of video pictures appearing on a screen. The program as viewed by the person's unconscious mind acts to condition the person's thought patterns in a manner which alters that person's behavior in a positive way.

US PATENT 5,270,800 --SUBLIMINAL MESSAGE GENERATOR--A combined subliminal and supraliminal message generator for use with a television receiver permits complete control of subliminal messages and their manner of presentation. A video synchronization detector enables a video display generator to generate a video message signal corresponding to a received alphanumeric text message in synchronism with a received television signal. A video mixer selects either the received video signal or the video message signal for output. The messages produced by the video message generator are user selectable via a keyboard input. A message memory stores a plurality of alphanumeric text messages specified by user commands for use as subliminal messages. This message memory preferably includes a read only memory storing predetermined sets of alphanumeric text messages directed to differing topics. The sets of predetermined alphanumeric text messages preferably include several positive affirmations directed to the left brain and an equal number of positive affirmations directed to the right brain that are alternately presented subliminally. The left brain messages are presented in a linear text mode, while the right brain messages are presented in a three dimensional perspective mode. The user can control the length and spacing of the subliminal presentations to accommodate differing conscious thresholds. Alternative embodiments include a combined cable television converter and subliminal message generator, a combine television receiver and subliminal message generator and a computer capable of presenting subliminal messages.

US PATENT 4,877,027--HEARING SYSTEM --Sound is induced in the head of a person by radiating the head with microwaves in the range of 100 megahertz to 10,000 megahertz that are modulated with a particular waveform. The waveform consists of frequency modulated bursts. Each burst is made up of ten to twenty uniformly spaced pulses grouped tightly together. The burst width is between 500 nanoseconds and 100 microseconds. The pulse width is in the range of 10 nanoseconds to 1 microsecond. The bursts are frequency modulated by the audio input to create the sensation of hearing in the person whose head is irradiated.

US PATENT 6,011,991--COMMUNICATION SYSTEM AND METHOD INCLUDING BRAIN WAVE ANALYSIS AND/OR USE OF BRAIN ACTIVITY--A system and method for enabling human beings to communicate by way of their monitored brain activity. The brain activity of an individual is monitored and transmitted to a remote location (e.g. by satellite). At the remote location, the monitored brain activity is compared with pre-recorded normalized brain activity curves, waveforms, or patterns to determine if a match or substantial match is found. If such a match is found, then the computer at the remote location determines that the individual was attempting to communicate the word, phrase, or thought corresponding to the matched stored normalized signal.

US PATENT 4,858,612 - HEARING DEVICE --A method and apparatus for simulation of hearing in mammals by introduction of a plurality of microwaves into the region of the auditory cortex is shown and described. A microphone is used to transform sound signals into electrical signals which are in turn analyzed and processed to provide controls for generating a plurality of microwave signals at different frequencies. The multifrequency microwaves are then applied to the brain in the region of the auditory cortex. By this method sounds are perceived by the mammal which are representative of the original sound received by the microphone.

US PATENT 3,951,134 - APPARATUS AND METHOD FOR REMOTELY MONITORING AND ALTERING BRAIN WAVES--Apparatus for and method of sensing brain waves at a position remote from a subject whereby electromagnetic signals of different frequencies are simultaneously transmitted to the brain of the subject in which the signals interfere with one another to yield a waveform which is modulated by the subject's brain waves. The interference waveform which is representative of the brain wave activity is re-transmitted by the brain to a receiver where it is demodulated and amplified. The demodulated waveform is then displayed for visual viewing and routed to a computer for further processing and analysis. The demodulated waveform also can be used to produce a compensating signal which is transmitted back to the brain to effect a desired change in electrical activity therein.

US PATENT 5,159,703 - SILENT SUBLIMINAL PRESENTATION SYSTEM --A silent communications system in which nonaural carriers, in the very low or very high audio frequency range or in the adjacent ultrasonic frequency spectrum, are amplitude or frequency modulated with the desired intelligence and propagated acoustically or vibrationally, for inducement into the brain, typically through the use of loudspeakers, earphones or piezoelectric transducers.

US PATENT 5,507,291- METHOD AND AN ASSOCIATED APPARATUS FOR REMOTELY DETERMINING INFORMATION AS TO A PERSON'S EMOTIONAL STATE--In a method for remotely determining information relating to a person's emotional state, an waveform energy having a predetermined frequency and a predetermined intensity is generated and wirelessly transmitted towards a remotely located subject. Waveform energy emitted from the subject is detected and automatically analyzed to derive information relating to the individual's emotional state. Physiological or physical parameters of blood pressure, pulse rate, pupil size, respiration rate and perspiration level are measured and compared with reference values to provide information utilizable in evaluating interviewee's responses or possibly criminal intent in security sensitive areas.

US PATENT FOR BARCODE TATTOO - US PATENT 5,878,155 --Method for verifying human identity during electronic sale transactions. A method is presented for facilitating sales transactions by electronic media. A bar code or a design is tattooed on an individual. Before the sales transaction can be consummated, the tattoo is scanned with a scanner (such as the symbol ls4278). Characteristics about the scanned tattoo are compared to characteristics about other tattoos stored on a computer database in order to verify the identity of the buyer. Once verified, the seller may be authorized to debit the buyer's electronic bank account in order to consummate the transaction. The seller's electronic bank account may be similarly updated.

US PATENT 5,539,705 - ULTRASONIC SPEECH TRANSLATOR AND COMMUNICATIONS SYSTEM--A wireless communication system undetectable by radio frequency methods for converting audio signals, including human voice, to electronic signals in the ultrasonic frequency range, transmitting the ultrasonic signal by way of acoustical pressure waves across a carrier medium, including gases, liquids, or solids, and reconverting the ultrasonic acoustical pressure waves back to the original audio signal. The ultrasonic speech translator and communication system (20) includes an ultrasonic transmitting device (100) and an ultrasonic receiving device (200). The ultrasonic transmitting device (100) accepts as input (115) an audio signal such as human voice input from a microphone (114) or tape deck.

US PATENT 5,629,678 - PERSONAL TRACKING AND RECOVERY SYSTEM--Apparatus for tracking and recovering humans utilizes an implantable transceiver incorporating a power supply and actuation system allowing the unit to remain implanted and functional for years without maintenance. The implanted transmitter may be remotely actuated, or actuated by the implantee. Power for the remote-activated receiver is generated electromechanically through the movement of body muscle. The device is small enough to be implanted in a child, facilitating use as a safeguard against kidnapping, and has a transmission range which also makes it suitable for wilderness sporting activities. A novel biological monitoring feature allows the device to be used to facilitate prompt medical dispatch in the event of heart attack or similar medical emergency. A novel sensation-feedback feature allows the implantee to control and actuate the device with certainty.

US PATENT 5,760,692 - INTRA-ORAL TRACKING DEVICE-An intra-oral tracking device adapted for use in association with a tooth having a buccal surface and a lingual surface, the apparatus comprises a tooth mounting member having an inner surface and an outer surface, the inner surface including adhesive material.

US PATENT 5,868,100 - FENCELESS ANIMAL CONTROL SYSTEM USING GPS LOCATION INFORMATION--A fenceless animal confinement system comprising portable units attached to the animal and including means for receiving GPS signals and for providing stimulation to the animal. The GPS signals are processed to provide location information which is compared to the desired boundary parameters. If the animal has moved outside the desired area, the stimulation means is activated. The signal processing circuitry may be included either within the portable unit or within a separate fixed station.

US PATENT 5,905,461 - GLOBAL POSITIONING SATELLITE TRACKING DEVICE--A global positioning and tracking system for locating one of a person and item of property. The global positioning and tracking system comprises at least one tracking device for connection to the one of the person and item of property including a processing device for determining a location of the tracking device and generating a position signal and a transmitter for transmitting said position signal.

US PATENT 5,935,054 - MAGNETIC EXCITATION OF SENSORY RESONANCES--The invention pertains to influencing the nervous system of a subject by a weak externally applied magnetic field with a frequency near 1/2 Hz. In a range of amplitudes, such fields can excite the 1/2 sensory resonance, which is the physiological effect involved in "rocking the baby".

US PATENT 6,017,302 - SUBLIMINAL ACOUSTIC MANIPULATION OF NERVOUS SYSTEMS --In human subjects, sensory resonances can be excited by subliminal atmospheric acoustic pulses that are tuned to the resonance frequency. The 1/2 Hz sensory resonance affects the autonomic nervous system and may cause relaxation, drowsiness, or sexual excitement, depending on the precise acoustic frequency near 1/2 Hz used. The effects of the 2.5 Hz resonance include slowing of certain cortical processes, sleepiness, and disorientation. US PATENT 6,051,594 - METHODS AND FORMULATIONS FOR MODULATING THE HUMAN SEXUAL RESPONSE--The invention is directed to improved methods for modulating the human sexual response by orally administering a formulation of the vasodilator phentolamine to the blood circulation and thereby modulating the sexual response on demand.

US PATENT 6,052,336 - APPARATUS AND METHOD OF BROADCASTING AUDIBLE SOUND USING ULTRASONIC SOUND AS A CARRIER--An ultrasonic sound source broadcasts an ultrasonic signal which is amplitude and/or frequency modulated with an information input signal originating from an information input source. If the signals are amplitude modulated, a square root function of the information input signal is produced prior to modulation. The modulated signal, which may be amplified, is then broadcast via a projector unit, whereupon an individual or group of individuals located in the broadcast region detect the audible sound.

　　新浪科技讯北京时间5月20日消息，科学家18日表示，破解与视觉有关的大脑信号，标志着能够展示心智图像(mental images)的“读心机”向变成现实又迈进了一步。

　　英国格拉斯哥大学的研究人员向6名志愿者展示一些人的面部照片，这些照片的表情各不相同，例如高兴、恐惧和吃惊。在一系列试验中，这些图片的部分被随机遮盖住，例如只能看到眼睛或嘴巴。然后让参与者判断照片上的人物表情，与此同时，研究人员在志愿者的头皮上安装了电极，用来检测他们的脑电波。

　　科学家发现，根据看到的部位，试验参与者的脑电波发生很大变化。频率是12赫兹的“β”波携带的是与眼睛有关的信息，而频率是4赫兹的“θ (theta)”波携带的是与嘴巴有关的信息。负责这项研究的菲利普•斯基恩斯教授说：“这就如同解锁一个扰频电视频道。最初我们只能发现信号，但却看不到内容。现在我们已经能看到内容了。大脑如何解码视觉信息，让我们识别面部特征和感觉的，这个问题一直是个谜。”
