Rational: “this legislation serves as a safeguard for targeted individuals who claim to be under assault from weaponry that should be outlawed by the Space Preservation Act.”

A huge electromagnetic attack against unprotected Americans may quordle just as easily be the next 9/11. Absolutely nothing concerning which the corrupt US Department of Justice or the inept US Department of Homeland Security has issued any kind of public advisory.
They are not very specific about the truth: the use of modified microwave noncontact motion sensing technology as electromagnetic weapons. At least one foreign power has planted a large number of these microwave "bugs" everywhere in this nation. A technology that can be lethal: it can be used so to speak to inflict massive heart attacks on unaware victims. So the next 9/11 might as well be a massive electromagnetic attack against innocent people in this nation. Nothing of which the treacherous United States Department of Justice, or the dysfunctional Department of Homeland Security, is warning the public about. Nice attempt by the City of Richmond, but here the one that has to act, but does not, is the federal government.
