There were several congressional hearings proving that mk-ultra existed. A book was written about it.

There's a really good article (series of articles actually) written by Jan Irving about MKULTRA that everyone needs to read. It explains just how large the program actually was and why Marks' book provides only 70% of the story. Marks was the assistant to the Director, Bureau of Intelligence and Research, for the U.S. State Department so it's probably fair to say that an intelligence agent shouldn't be trusted to tell the complete story (about anything). It's the best read about MKULTRA out there.
