We all have seen this groups of hoodlums, low lives, parasites, that are in neighborhoods terrorism us by either manipulating the neighbors to do some type of street theater or some kind of driving in or out of their garages when either you are coming home of leaving, also they make the children of your neighborhood to do some kind of street theater or stalking, doing it in a very obvious way for you to notice, like any psychopath dumb ass would do!  well this is how I see it it's happening by my own experience in my targeting.

Organized crime have one purpose when they invade a neighborhood, besides the one of recruit neighbors and make them participate into your targeting.

One main reason is the recruitment of children

A child that it’s poison with this crime becomes a predator

A child predator becomes a sexual predator, pedophile, psychopath

When this groups invade your neighborhood, they began monitoring the whole neighborhood

They can see in their computers in a map view, who comes and goes within your block or within the whole complex

They start monitoring the children of your neighborhood, and start selecting who can be a prospect to be a psychopath and the  ones that can be taken as experiments of torture, ( done by the same children)

These groups of stalkers  infiltrates in camps or organizations were youth centers are located to began scanning and find their prospects.

The individuals that do this searching are actual pedophiles.

Once they have chosen a few, they began indoctrinating.

These are the same children that have done at some point a street theater or stalking to you.

As time pass, this children are assign to the child victim, with the child victim the child predator began monitoring, stalking, and getting into the child victim’s live, (I’m talking about a teen predator)

The teen predator then began the stalking of the child victim creating a fixation in the victim child, creating the psychopath within this teen predator.

The following it’s not hard to see it, since the teen predator began stalking through the technology monitoring the child victim, began assaulting with the weapons , and also the defamation of character done by the teen predator at school  of the victim, and of course it’s not just one stalker but many children predators, the teen predator began manipulating others at school, the teen predator became manipulating children to do predatory tactics  to the victim child, and we all can see how the bulling at schools have grown and the teen suicide have arise in a very scary way and because of the systematic harassment that the victims have gone through before they committed suicide, says a lot of what’s going on today at our schools

Now imaging this not with one teen predator but a whole army of children predators.

And this is done by the groups of criminals that invade a neighborhood  were the Ti move in.

The pedophiles from these groups are poisoning our young in front of everybody.

Now you can see how they’ve been multiplying within the same neighborhood

I also see that this teens whenever they can, they leave home to continue, adopting this crime as way of living, becoming this psychopath sexual predator.

I have seen them driving in group carpooling.

The whole idea of the psychopath cannibal is that adopt this crime as a way of living, an actual psychopath develop a “grudge” in a victim, the wanna be that it’s the one approach and become one, develop a” fixation” that it’s not the same, a “grudge” can last a whole life, a fixation last a few months.

These are fake psychopaths, wanna bees are losers.

They try to imitate a psychopath, but they are not.

These criminals are doom to be exterminated.

Remember : there’s no cure for a sexual predator or pedophile

This means they are burned.

What to do with these cannibals??

Or to break things in the house like making electronics go berserk, the lights go on and off, messing with your cable tv, or internet and just about any electric device in your household.

The monitoring of your brain, where you get the “voice to skull’, experimentation to read the mind, done on the victim 24/7 brain surveillance, during the night, the victim is awaken, can’t fall sleep and in the process, the interrogations done by a voice, to find out everything about your life since you were born, trying to find dirt, to create trauma, the methods used are very primitive, since the victim is hypnotized and basically you can hear the “cut and paste” that this criminals put in your brain in order to program you, with words or expressions that you have said during that day, to use it as a "command" to manipulate  certain things, they pretend to introduce commands, that when you hear them you act out, that basically most of the victims know how this technology are force in our minds in order to manipulate and get what they want, but in the process, if you know who you are, there’s no way they can change anything in you, all  they can do, is  sensitize you with words, or commands, but if you knowwhat exactly they want to do, this tactics go straight to the toilet in your mind, you can destroy just about anything they try to do to you. 

They use the Neuro-feedback, with your brain, a way to introduce what they want to paste in your mind, the neuro-feedback runs in your mind 24/7, little by little but especially when you go to sleep, that’s when they assault your mind and body.

They also during the hypnotic state during the brain wash, they have this baboons, that talk and try to set you up with situations where there’s children, to see your reaction and make you feel guilty, but the whole set-up fail, because they want you to take the bait in order to do their “programming sensitizing” to manipulate you and cause trauma.  It’s a whole pandemonium of experimentation to control somebody’s mind and in order to do it, is creating trauma guilt, to force and control the mind.

All this abuse,  24/7 and been a victim since 1987.

They can control my body fluids, can make me go to the bathroom to do #1 or #2, in moments that I’m busy, or I’m talking by phone, I also have seen youtube videos where some of the politicians are “caught” farting in public when given speech, and I can tell they’ve been “zap”.

They even can control the speech, I have talked to my family and I said things in “reverse’ or backwords”

Like if I sneeze, my daughter would tell me “bless you” and I would answer “you are welcome” instead of thank you.  I have said “I thought the price was lower” instead of saying “higher”.  I have called my daughter “eric” when her name is Heather’,  but I knew I was saying her name but it came out a different name with a different sound of voice, that I didn’t recognized. So I realized what’s happening.

And some mornings I have difficult to speak, words don’t come out, and I know it’s because of the mind programming.

Also they can control the motor skills of my body, can make my leg jolt, like muscular spasm, or my eye twitch, of my arm jump, can make my leg paralyzed, have mess with my sight, I went from good sight from  the distance to bad sight the next day, also they do things like manipulating dreams that are fake, or put holograms with nightmare state like, create a ghost that haunts you in your house, they can put fear in your mind, if you can control the fear in a way that you acknowledge its been created then you can defeat them.  They can see ‘through my eyes” what I’m doing, and that experience almost every single victim knows this, absolutely no privacy, and this crime can’t go unpunished , taking somebody’s privacy like nothing it’s happening it’s a horror for anybody that it’s violated in this way, no respect for human life?? That have to be punish in any way possible, taking somebody’s privacy and violate pushing people to do it for evil? It’s wrong, even making children to participate??? its wrong, we are going backwards with this society, the primitive breed has to go, the cannibal psychopath has to go.

The technology has advance, and it’s amazing in a way, but the methods used to get that advance are totally primitive, they used the psychopath cannibal to torture the victim, in order to break the person’s mind, push the victim in a state of desperation, like commit suicide state like.

The way how the technology does to get results is inhumane.

And to me, that’s primitive methods, and that’s why the recruitment of the cannibal sexual predator, was crucial, in order to get results, a predator was created.

I think the technology where is now, won’t need to do that anymore, and I know pretty soon, they’ll get rid of the psychopath cannibal. Their fate is sealed.

These are only a few things that these criminals do to the victims.

The Patriot Act law and a stipulation to monitor, surveillance,  “the lone wolf terrorist”, without a court order that’s the corruption that it’s happening all over the USA, targeting innocent civilians with the Finger, saying that we are terrorists, which it’s a bunch of bullshit, I just can’t believe this crime is happening in front of everybody and nobody is doing anything to stop this atrocities, the system used to “convince and manipulate“ are base on a Psychopath/Sociopath way of committing a crime, for the experts, what its happening it’s nothing new in the world of psychopaths, all of the tactics are psychopathic tactics, and obviously, it might be some sociopath that started all of this pandemonion with a grudge to a victim manipulating a lot of people, the success of this sociopath brought the idea of group stalking, and the rest is history.

Overview of The Problem

Wind turbines such as those currently being constructed in rural areas generate high levels of infrasound noise. This is very low frequency noise (sound waves of less than 20 cycles per second) that you cannot hear. Even though you cannot hear the sound, it is easily detected by the ear at the levels that are produced and can have effects on the body that profoundly disturb some individuals.

The situation is somewhat similar to ultraviolet (UV) light and the eye. We cannot see ultraviolet light but we all understand that it can affect us profoundly, causing sunburn, photokeratitis (also known as snow blindness or welder’s flash) and cataracts. For UV light, there are simple ways that the damaging effects can be avoided using sunscreens and eye protection.

For infrasound exposure in your home, there is currently no way to protect yourself.  Although double glazing and door seals will reduce the levels of the sounds you can hear, they have little influence on the infrasound level in the home. Infrasound is a slowly-changing pressure wave, that can only be blocked by completely sealing the house, making it airtight. In practice this cannot be performed due to building codes and the risk of suffocation.

The effects of wind turbine infrasound build up slowly on people. For most, there are no effects while in the vicinity of wind turbines for short periods (such as the workday) and when higher levels of other sounds (i.e. sound you can hear) are present.

The problem arises when people try and sleep in their homes in the presence of wind turbine noise. [Editor's note:  Dr. Nina Pierpont's research demonstrates that Wind Turbine Syndrome, for many people, is not limited to their night-time sleep.] The audible sounds are reduced by the house structure, so the room may be fairly quiet, but the sound becomes dominated by the infrasound that the person cannot hear.  The infrasound is detected by the ear and has subtle influences on the body that we are only just beginning to understand. It can cause dysequilibrium (like sea-sickness, but not induced by movement), tinnitus, a sensation of fullness in the ear and worst of all, disturb sleep, probably by stimulation of subconscious neural pathways to the brain. [Editor's note:  Dr. Pierpont's research demonstrates a considerably larger constellation of symptoms.]

People undergo repeated arousals from sleep (brief partial awakenings that are not remembered) and repeated awakenings when sleeping in such an environment that leave the individual stressed and unrefreshed.

Sleep disturbance over a prolonged period is known to be extremely hazardous to health, causing mental changes, high blood pressure, diabetes and increased mortality.  [Editor's note:  Dr. Pierpont's research suggests there is more  going on here than simply "sleep arousal"; it is a panic response, which she suggests is connected to a vestibular organ response to low-frequency noise/infrasound.]

In many cases, these health effects have been significant enough to force people to abandon their homes. In a few cases the homes have been “bought out” by the wind turbine companies (and the owners typically “silenced” by non-disclosure agreements, otherwise known as “gag” orders), but in others the home is abandoned and is difficult to sell to another family. Properties located in the vicinity of wind turbines are becoming increasingly difficult to sell.

Recent epidemiological studies suggest that significant disturbances of sleep and mental health occur for people living in homes up to 5 kilometers away from the wind turbines. This is because infrasound is capable of traveling greater distances than the sound you normally hear (which is why elephants and whales use it to communicate).

The wind turbine companies and most politicians are turning a deaf ear to this problem, and continue to promulgate false and debunked arguments that no problem exists. In this collection of pages, below, we consider in detail some of these issues in which we have scientific expertise.

Conclusion

According to the American Wind Energy Association (12/8/2010),

“The wind industry takes health concerns seriously. Any concern that wind turbines may impact someone negatively should be explored.”

These statements appear difficult to reconcile with the absence of any consideration of the effects of infrasound from wind turbines on humans, and with the exclusion of infrasound components from wind turbine noise by the use of A-weighted sound measurements.

在自然界里，声波的频率范围十分宽广，而人的耳朵却只能听到频率在20~20000Hz之间的声波，频率高于20000Hz的声波称为超声波，频率低于20Hz的声波称为次声波，超声波和次声波都是人耳听不到。超声波在临床中已广泛应用，而次声波的应用较少。为了探讨次声波的作用，我们从以下几个方面进行阐述。

一、次声波的产生

产生次声波的原因是多种多样的，大体可归纳为两个方面：一是由自然现象而产生，如蝴蝶飞舞时，由于其翅膀振动很慢，它发出的就是次声波，人在挥手时也会产生次声波，不过其强度较小。许多自然现象都能发出次声波，如雷电、龙卷风、台风、海啸地震、磁暴、火山瀑发、陨石落地等，就连流星以及极光等也可发出次声波。我们每个人的心脏，除了大家熟悉的脉动之外，也可发出频率为1.2Hz左右的次声波；人的肺也同样如此，它在呼吸的同时，也会发出频率在0.25~0.3Hz次声波。二是人为因素，如核爆炸、火箭发射、超音速飞机的飞行、人工爆破、机器的运转、桥梁的振动、奔驰的汽车等都会产生相当强的次声波。在我们的日常生活和工业生产过程中，也会产生次声波，如鼓风机吸入或压送空气不均匀时、炼钢炉的火焰形成涡流时也可能产生次声，然而，在敞开的自然界中，很难产生高强度的次声波，即使产生了次声波，也不易聚集。

二、次声波的特点

次声波虽然人耳听不到，但它的传播仍然遵循声波传播的一般规律，即频率越高，其能量衰减越快，传播的距离也就越短，而频率越低，能量衰减越慢，传播的距离也就越长。

次声波的频率低，波长长。研究发现次声波在大气中传播几千千米，其被吸收的衰减也仅有万分之几分贝。因此，次声波可以在空气、地表等物质中传播得很远，一般的障碍物是挡不住的。在有些情况下，即使是巨大的山峦也无法阻挡它前进的脚步，它也经常一绕而过。

由于次声波的频率很低，还有许多自己独特的性质，如其穿透能力极强，可以穿透建筑物、掩体、坦克等障碍物。比如：对于频率为5000Hz的声波，用一张纸即可将其隔挡，而频率为5Hz的次声波则可以穿透十几米厚的混凝土。

三、次声波的作用机理

次声波对生物体的基本作用原理是生物共振。人体内可看作是一系列多支点、多重心的弹簧模型，其各个器官固有频率多在次声频率范围内，如躯体7~13Hz、头部8~12Hz、胸腔4~6Hz、心脏5Hz、腹腔6~9Hz、盆腔6Hz、脊柱10~12Hz，如果各部分间的弹力处于平衡状态，则机体处于正常水平。当机体处于次声声压场，若其声强达到一定程度就有可能打破这种平衡，使机体和弹性壁进入振动状态，继而传导给内部组织器官，如果某一部件的自身频率接近或符合激发作用的振动频率，它将扩大振幅并继续振动，此即生物共振反应，其产生的效应广泛而复杂，涉及系统、器官、组织、细胞以至分子水平。在次声对机体的作用机制中，细胞结构和功能的原发性损伤占有重要地位。机体受次声波损害后，采用自由基清除剂可减轻损伤，推测次声作用还可能与自由基的形成有关，有待进一步研究证实。

四、次声波的危害

次声波有它的危害，次声波与人的某个器官的固有频率相同时，会引起共振。如1~3Hz次声波可以使人产生恐惧心理，地震前有些动物烦躁不安，就是由于这个频带的次声波造成的；3~6Hz的次声波能使人神经失常，失去理智，因此，次声波对人的心脏、听力、视觉、语言会产生影响，强大的次声波还会导致人死亡。当次声波的频率与人脑的固有频率（8Hz~12Hz）接近时，会引起共振，刺激人的大脑，对人的心理及意识产生一定的影响，轻者感觉不适，注意力不集中，记忆力下降，思路不畅，情绪上恐惧不安，坐卧不宁，还会引进耳鸣、头痛、失眠、恶心、呕吐、晕眩；严重时使人神经错乱，颠狂不止，丧失思维能力，甚至休克昏厥。

五、用途广泛的次声波

根据次声波对人体神经系统和器官的危害，可制成次声武器。次声武器分为“神经型”次声武器和“器官型”次声武器等类型，比如用螺旋桨加共振管制成的次声武器，可以使敌人昏迷，丧失战斗力；还有人设想制造多层气浪弹，使它按一定时间间隔爆炸，产生一串高强度次声波来杀伤敌人，高强度次声波威力很大，由于它能穿透数米厚的混凝土，一般建筑物、飞机、坦克、装甲车等都不能避开它的袭击，就连潜艇也不能幸免。当然要在大范围内产生高强度次声波不是件容易的事，还有许多难题有待于解决。

利用次声的独特性质也可造福于人类，因为次声波传播距离远，能量衰减小、速度快，穿透能力强，所以可以利用它及时探测各种有害的自然现象的发生。可以帮助医生诊断病情，医生用特殊的次声波接收器“收听”人体器官发出的次声波，可以帮助确诊疾病的位置。地质工作者在地面上有计划地定点瀑破，让它发出的次声波穿透地层，从而获得地下

构造的信息，探测深处的矿藏，还可用它来测定同温层中冷热空气团的分布。军事上，人们建立次声监测站，可有效地监视弹、卫星发射情况以及核武器实验情况。

六、次声波在医学中的应用

近几十年来次声波对生物体特别是对人体的作用效应越来越受到医学界和生命科学领域的重视。

当前次声波研究主要集中在它对机体的负面影响和有害效应上，这种效应与其参数（频率、声压、强度等）有关。但次声还对机体有一定的有利作用，如学者发现，在较弱的次声作用下，可伴有机体抗氧化系统酶活行性增强，代偿反应增高；用类似人脑a节律（8~13Hz）的适度人工次声作用于人体，在不使人体正常节律失谐的限度内，可以使人精神饱满。

次声波在疾病诊疗方面有很大的开发潜力，研究低声压级、小剂量的次声对机体的作用将为进一步探讨和利用次声的有益作用维护身体健康，治疗某些疾病开辟新的途径。目前已有这方面的尝试和实践，并取得一定进展，如次声按摩治疗近视；次声诊断骨质疏松，次声频段的心音变化可以反映心脏某些病变；颈动脉的振动信息有助于颈动脉机能不全综合征的诊断等；近年的研究发现经络具有良好的传导次声性能，可以试探性的进行“次声针灸”；另有望通过次声诊断，把握和分析次声提供的有关人体内的重要信息，更好的诊断病变，达到中医辨证和西医辨症和统一，从而在中西医结合方面取得进展；还可通过检出致病频率，再向人体输入相关治疗信号，运用生物共振原理，使致病频率恢复正常，人体处于正常机能和健康状态；可以为肿瘤等和治疗开辟新的途径。

七、次声波在临床麻醉中的作用

有研究发现：一定参数的次声除直接引起中枢神经系统共振效应，还通过刺激身体本体和内脏感受器，将次声的刺激传递到中枢神经系统，进而引起中枢神经系统一系列功能和形态的变化。8Hz和16Hz，声压分别为90dB和130dB的次声作用兔20min，结果发现兔脑电慢波出现增多，16Hz两组差异有显著性，16Hz中130dB组又较90dB慢波多，提示试验兔脑电活动处于抑制状态（睡眠），抑制状态与次声作用参数有关。

大家都知道气功应用于临床治疗多种疾病，目前对气功的外气效应和气功态生理变化进行机理的探讨结果认为外气具有次声特性。

人体作为次声波接受者，产生生物学效应。次声波振动使神经元膜的电学特性发生改变，接着引起神经循环回路神经冲动传递次数发生改变，进而改变了从丘脑到大脑皮层循环回路神经活动的频率，可产生催眠作用。次声信息治疗仪应用于临床，治疗多种疾病已

被人们所接受，而在临床麻醉中的应用属首创。在临床麻醉中我们将次声信息治疗仪置于患者枕部，术中进行持续刺激从脑电、心率变异性、镇静程度体内应激反映指标和止痛物质等方面进行了探讨次声在硬膜外麻醉中的催眠作用和次声在甲状腺次全切除术中的镇痛效应，为临床的推广应用提供了可靠的理论依据。

采用HXD-Ⅰ型多功能监护仪是监测脑电双频指数、心电（心率变异指数）、无创血压、血氧饱和度、瞬时心率、脉率等。同时采集静脉血测定血K⁺、Na⁺、Cl^-、H⁺，血中β-内啡呔、皮质醇、醛固酮、血管紧张素Ⅱ采用放免法测定，5-HT采用生化法测定。术中进行镇静评分。

研究发现：次声波有助于消除硬膜外麻醉患者的紧张情绪，尽管处于清醒状态，患者对围麻醉期的镇静水平均表示满意。杜非合剂可使交感神经和迷走神经的活性降低。故次声信息治疗仪发出的次声波作用于中枢产生的镇静效应，比药物镇静更安全可靠。术中的应激反应降低，可减少手术刺激所致的不良反应。次声波对甲状腺次全切除术中镇痛效应的研究发现，HRV、5-HT、β-内啡呔等指标明显比对照组低，说明次声波亦具有一定的镇痛作用。

因此我们认为次声治疗仪置于患者枕部持续刺激10min以上产生的次声即具有一定镇静催眠和镇痛效应。用于硬膜外麻醉或行甲状腺次全切除术的颈丛阻滞等部位麻醉时，作为术中的辅助治疗能产生良好的镇静催眠和镇痛作用，且具有与杜非合剂相同的安全性。

目前，次声波的研究和应用还只是刚刚开始，人们研究和利用次声波的热情方兴未艾，次声波将会给人类带来更多、更好的福音。

附：实验研究 

实验一、次声在硬膜外麻醉中的催眠作用

选取拟在低位硬膜外阻滞下行下腹部或下肢手术的患者21例，女19例，男2例，年龄19~65岁，体重为44~85kg，身高为149~173cm，ASA分级为Ⅰ~Ⅱ级。随机分为两组，Ⅰ组10例（对照组）：硬膜外穿刺成功，麻醉平面固定后，立即静脉滴注杜冷丁0.8mg/kg和异丙嗪0.4mg/kg（杜非合剂）；Ⅱ组11例（试验组）：硬膜外穿刺成功，麻醉平面固定后，立即将次声仪置于患者枕部持续刺激。

连接好HXD-Ⅰ型多参数生命监测仪之后 ，开机进入监测界面。让患者闭目，全身放松，待其平静后的脑电和心电等的平稳值作为入室值。记录入室（T₁）、置次声仪或给杜非合剂后10min（T₂）、手术开始10min（T₃）及60min（T₄）时的BIS、SEF、HR、SBP、DBP、MAP、SpO₂、HRV。由专人根据OAA/S评分表于上述4个时值点评定病人的镇静程度。并在以上四个时点采集静脉血样本，测定静脉血乳酸、血K⁺、Na⁺、Cl^-、H⁺、β-内啡呔、皮质醇、醛固酮、血管紧张素Ⅱ、5-HT。实验结果应用计算机SPSS10.0软件包进行统计学处理。

实验二、次声在甲状腺次全切除术中的镇痛效应

拟行甲状腺次全切除术的患者24例，年龄25~65岁，体重为45~100kg，身高为152~176cm，ASA分级为Ⅰ~Ⅱ级。随机分为两组，Ⅰ组11例（对照组）：采用双侧颈丛阻滞进行术中镇痛，立即静脉滴注杜冷丁0.8mg/kg和异丙嗪0.4mg/kg（杜非合剂）；Ⅱ组13例（试验组）：将次声仪置于患者枕部持续刺激，于放置次声仪后20min后静脉注射杜非合剂。

Imagine you could slip inside someone else’s head to learn how they determine right or wrong, or what they like or dislike. Then imagine you could derail that train of thought and set it on a different track. Imagine no more.

MIT... scientists in Rebecca Saxe’s “Saxelab”—officially the Social Cognitivie Neuroscience Laboratory—already had techniques to identify the source of judgments and intentions in the brain. Now they have the power, via magnetic interference, to alter those ideas. Saxe’s earlier studies show a particular section of the brain is highly active when a person thinks about someone’s intentions, thoughts and beliefs. By disrupting activity there—with a magnetic zap applied through a device attached to the scalp—you can alter the process of judgment. Rather then intuition or personal bias, the judger must now rely more on facts and outcomes.

Dubbed the neuroscience of empathy, the specter of mind control may give pause. But for Saxe, 31, it’s a benign attitude adjustment, a tool that could potentially be used to intuit motivation, lessen negative behaviors and perhaps, ultimately, defuse global conflict.

Saxe’s lab is now working to see whether insights into how the brain reacts to cues from others can help unlock mysteries about autism. By studying the atypical, such as the reactions of blind children, she hopes to learn how facial expression affects judgments. By learning about the brain region that allows juries to reach verdicts—and “what oversimplifications and flaws there are in the process”—Saxe believes her work could eventually help the justice system assess guilt more accurately.

“You can change attitudes, if you figure out a strategy to understand how empathy breaks down,” Saxe says. “It’s a way to answer why is it so hard to know what someone wants or believes, and why is it so hard to change that.”

Segue una breve descrizione del caso:

In seguito alla seprazione coniugale molto complessa, la Dr.ssa Polak, cittadina italiana, aveva chiesto dal comune della residenza, Montecatini Terme, di assegnarle un alloggio popolare semidistrutto ed inabitabile, abbandonato, promettendo di ristrutturarlo a proprie spese.

Con l'ordinanza n. 587 del 12/04/1990 il comune assegnava l'alloggio richiesto alla dottoressa (all1), con la condizione di impegno per la dottressa di ristrutturare l'immobile e sconoto del canone dell'affitto dalle spese di ristrutturazione; nel mese maggio 1990 alla dottoressa sono stati consegnati le chiavi dell'allogio (all.2 - ordinanza della consegna delle chiavi).
La dottoressa aveva regolarmente preso contatti con il geometra del comune e aveva effettuato i lavori nell'immobile, rendendolo abitabile (all.3 e 4, in arrivo altri documenti di prova).

Dopo avere reso l'immobile abitabile, la dr.ssa Polak si era trasferita nello stesso ed era in attesa per la convocazione per la stipula del contratto di locazione previsto dall'ordinanza di assegnazione dell'immobile e/o del contratto di compravendita dell'immobile, promessa verbalmente. L'amministrazione comunale diceva alla dottoressa di non preoccuparsi e di aspettare di essere convocata per la firma (ci sono testimoni del fatto), però fino ad oggi l'invito promesso non è arrivato. Da parte del comune tale conportamento rappresenta il reato di omissione di atti d'ufficio (art. 328 c.p.).

Appena la dottressa ha definitivamente ultimato i lavori e ha reso l'immobile abitabile, bello, comodo e attraente, l'amministrazione comunale ha cominicato a chiedere dalla dottoressa di restituire l'immobile, rifiutandosi di fare i conti previsti dal punto 6 dell'ordinanza di assegnazione dell'immobile e rifiutandosi di pagare la differenza tra le somme del denaro speso dalla dottoressa e il canone d'affitto da scontare, calcolato in corrispondenza con la legge per le case classificate PEEP (L. 392/78 e succ. modifiche). L'ordinanza di assegnazione dell'immobile prevede esplicitamente tale pagamento dal punto 6 (si precisa che il punto 7 è inapplicabile, in quanto il comune ha omesso di stipulare il contratto, compiendo il reato di omissione di atti d'ufficio).

Il comune ha dato la delega all'avvocato Rossana Parlanti di procedere in danno alla dr.ssa Polak, richiedendo indietro l'immobile senza pagare le somme spese dalla dottoressa e senza fare i conti dovuti. L'avvocato ha compiuto il reato di falso ideologico doloso negli atti giudiziari, affermando che la dottoressa Polak sarebbe un'occupante abusiva dell'immobile, e quindi una criminale, che la dottoressa non si sarebbe mai messa in contatto con l'ufficio urbanistico del comune, e le altre falsità visionabili negli atti allegati (all. 6 e 7 - atto di citazione in giudizio e una memoria a firma dell'avvocata).

La dr.ssa Polak aveva doverosamente presentato al giudice e al pubblico ministero il fatto di reato di falso ideologico da parte dell'avvocato e dell'amministrazione comunale, presentando tutte le prove, PERò FINO AD OGGI NON è STATO APERTO ALCUN PROCEDIMENTO PENALE CONTRO L'AVVOCATO E CONTRO I RAPPRESENTANTI DELL'AMMINISTRAZIONE COMUNALE in seguito alla notizia addibita con le prove dei reati compiuti, tra l'altro lesivi dell'onore della dottoressa.

Az utóbbi években, az emberiség elleni bűntettek száma annyira nőtt, hogy nyíltan beszélhetünk a polgári lakosság elleni agresszióról.

Ez egy olyan technológiával elkövetett agresszió, amely a távolból működik, a háttérben, túl a határokon, és a gyanútlan és védtelen civilek ellen használják.

Az áldozatok részéről egy folyamatos kérelem van a legmagasabb állami tisztségviselők, az emberi jogokat védő szervezetek, a nemzetközi vezetők és a sajtó felé, melyben kérik, hogy jelentsék fel ezeket a bűncselekményeket. Általában nem kapnak választ, az erről a technológiáról, széles körben elterjedt tudatlanság miatt,.
A pszichiátriai intézmények diagnózisa szerint, az áldozatok hallucinációban szenvednek. Ezenkívül, a helyi rendőrségen benyújtott panaszokat gyakran úgy tekintik mint lelki problémák, vagy egyszerűen csendbe búrkolóznak.

És mindez annak ellenére, hogy 1995 október 8-án, az Egyesült Államok elnöke beismerő nyilatkozatott tett a témával kapcsolatban, és annak ellenére, hogy több ismert katonai és szakkönyv megjelent, melyek az interneten és a könyvtárakban terjednek, a nyugati országok és különösen Olaszország kormányának a politikai párjai különösebb kommentárja nélkül. Emlékezzünk vissza, hogy Olaszországban mintegy 120 amerikai katonai bázis állomásozik, amelyek közül néhány több ezer felfegyverezett férfiból és nőből áll.

Sok évig eltarthat, mielőtt a "néma holokauszt" ismert lesz a nagyközönség előtt. És az áldozatok részéről, ez az összehasonlítás a holokauszttal teljesen igaz.
A feljelentett bűncselekmények nagyságrendje és a terhek súlyossága indokolja a sürgős nemzetközi vizsgálatot.

Tekintettel a áldozatok nagy számára globális szinten, amely egy világméretű, az interneten keresztül koordinált mozgalmat inditott el, az áldozatok közül csak a legbuzgóbb és a legtudatosabbak jelentik fel ezt bűncselekményt, mivel a tényleges áldozatok száma sokkal jelentősebb, mint ez az aktivista csoport.

2007 januárjában, Sharon Weinberger újságíró a "Washington Post"-ban közzé tett cikke címe: "Mind Games" az amerikai áldozatokról és a militáns szervezet "Freedom From Covert Harassment and surveillance " (Felügyelet- és Titkos Zaklatásmentes élethez való jog) .

Közben egyre több új áldozat jelentkezik a világ négy sarkából. Azt követelik, hogy ezek a bűncselekmények kerüljenek nyilvánosságra, ragaszkodva ahhoz, hogy nemzetközi vizsgálat induljon erről a problémáról. És hogy kampány induljon a kínzás és az idegbénitó- és a közvetlen energiájú fegyverekkel való visszaélés miatt (DEW: DIRECTED ENERGY WEAPONS).

科幻大片《阿凡达》的现实投影     BCI：可能改变未来战争面貌的“脑-机”接口技术     2009年，科幻电影《阿凡达》在全球上映。影片中，人类为获取潘多拉星球的资源，启动了阿凡达计划，用人类与纳美人的DNA混血，培养出身高近3米的“阿凡达”，以方便在潘多拉星球生存及开采矿产。受伤的退役军人杰克同意接受实验并派遣自己的阿凡达来到天堂般的潘多拉星球，杰克靠意念远程控制其替身在潘多拉星球作战。对上述故事片段，倘若从科学技术与军事变革的视角来看，影片中出现的用意念控制“战士”作战，似乎折射出了未来战争的某种图景。     其实，影片中用意念控制作战的思想，一直没有游离出美国军方的视野。从2004年开始，美国国防部DARPA就已投入巨资，在杜克大学的神经工程中心等全美6个实验室中展开了“思维控制机器人”的相关研究。尽管距离这一“终极目标”的实现尚早，但科学家已经取得了一些突破。2008年，位于北卡罗来纳州的科学家已能让一只猕猴在跑步机上直立行走，并从植入猕猴脑部的电极获取神经信号，通过互联网将这些信号连同视频一起发给日本的实验室，最终美国猕猴成功地“用意念控制”日本实验室里的机器人做出了相同的动作。英国《卫报》2010年1月31日也报道称，美国军方早就对《阿凡达》影片中出现的BCI技术展开了研究，并打算在未来打造出电影中的巨型“机械战士”，让士兵用意念远程操纵他们的“阿凡达”替身在战场上作战。     美国国防部前副部长、军控和裁军总署前主任弗莱德·查尔斯·伊克莱，更是在其新著《国家的自我毁灭》中，对未来BCI技术的军事应用前景给予了高度关注。他提到，“目前已有数百个试图将人脑同计算机相结合的独立的研究计划。刚开始，这些研究得到的资助很少，有些只是玩玩概念游戏而已。但近期对人脑与电脑相结合的研究项目——BCI技术，得到了重视，在美国和欧洲的大学里，这类项目的数量成倍地增长。”他进一步指出，“我们必须对人脑研究的发展进程加以关注。神经科学对人脑的功能——即智力、意志、情感和神秘的‘意识’功能——日益加深理解。在一些无需进入人体的新探测技术的帮助下，科学研究人员可以观察人脑的思维功能。新的探测仪器包括功能磁场声波成像仪，穿头盖骨磁震荡仪以及阳电子释放体层摄影仪等。这些仪器已经能够提供人脑在从事特定活动时有价值的数据。近年来，科学家已成功地使用纳米感应器和荧光成像仪来观察个别脑细胞的化学变化。”   DARPA资助“读脑术”研发背后     超前的探索理念+独立的评估机制+科学的管理模式=技术上的领先地位     与美国国防部前副部长伊克莱的论述相吻合，近年来，美国国防高级研究计划署（DARPA）一直在密切关注其他国家在BCI技术方面的研发动向，并努力探索相关技术的军事应用前景。作为诞生在美苏冷战对抗期间（1972年）的国防机构，DARPA多年来一直因其极富前瞻的探索理念、独具特色的运行机制，扮演着美军国防科技创新的“孵化器”，为美军孵化出了诸多尖端武器装备。具体而言，从创建之初的军事航天项目到冷战中期的“星球大战计划”，再到海湾战争之后的情报、监视及侦察手段探索，从超音速战斗机概念、军用“阿帕网”构想到陆军的“轻标枪”导弹、海军的F/A-18舰载机、F-117隐形战斗机、“战斧”巡航导弹及B-2隐形轰炸机问世……在数十年的发展历程中，DARPA先后成功启动了40多个重大项目，涉及陆、海、空、天诸军兵种，在国防科技创新的道路上留下一串深深的足迹。     事实上，作为美国政府在国防部下设的一个研发机构，DARPA的宗旨是“保持美国的技术领先地位，防止潜在对手意想不到的超越”。正是秉持这一信念，DARPA取得了上述不凡的成就，或许连美国政府当初都没有想到，这个投资不多，人员编制到今天为止也不过200余人的机构，在过去的岁月里竟会对美国的军事产生如此大的影响力。到底是什么样的运行机制或文化基因孕育了这些创新的果实呢？     就理论而言，军事需求与技术推动好似驱动武器装备发展的双轮，但在现实中，各军兵种出于自身的利益考量，往往会提出各自的军事需求，而这些需求存在两方面问题：一是各军兵种会故意夸大其重要性；二是不能顾及长远潜在需求。为了克服这些难题，DARPA创立了“独立评估需求”机制，不以满足军方的现实需求为目标，而是以探索未来国防科技的新概念为宗旨。凭借这种独立评估需求所收获的对前沿技术的高度敏感性，辅之以科学的管理模式、高效的执行机构及严格的评审机制，DARPA锁定了许多高风险、高价值、高收益的远景项目，始终将精力放在对遥远未来的探索上，正是这种独特的运行机制确保了创新果实的不断涌现。     当然，有时这种超前的探索理念也会被认为是“疯狂”的。如在20世纪90年代DARPA提出无人机作战理念时，就曾被一些人讥讽为“DARPA的幻想”。而当DARPA提出启动在高空飘浮5年甚至10年的无人机或飞艇项目时，再一次被嘲笑为“匪夷所思”。面对这些冷嘲热讽，DARPA坚持自己的发展理念，这个带有神秘色彩的特殊部门，永远驻守在国防科技创新的前沿阵地，竭力张开想象的翅膀，将自己的触角伸向遥远的未来，通过原始概念创新，引领武器装备发展，以避免他国“技术突袭”，确保美军“技术优势”。目前，DARPA对脑科技的前瞻性研究，正是秉承了上述理念的典范，也从另一个侧面给我们展示了科幻与军事的不解之缘。   科幻与军事往往只有一步之遥     胜利只向那些能预见战争特性变化的人微笑     19世纪科幻作家凡尔纳曾在《机器房子》里提出了坦克的设想，在《海底两万里》中构思了巨型潜艇“鹦鹉螺号”。被誉为日本科幻之父的押川春浪曾创作了《海底舰队》，设想了潜艇战。20世纪30年代，前苏联科幻作家阿·托尔斯泰创作了《加林工程师的双曲面体》，其中描写了一种类似激光的武器，20多年后真正的激光技术才得以问世。其实，与BCI技术相关的读脑术，长久以来也是科幻作品青睐的题材。在别利亚耶夫的《大独裁者》里，主人公施奈德发明了无线脑波控制装置，从最初的抢劫银行，到后来与世界各国军队较量，施奈德一次次凭借“读脑术”战胜了敌人。中国科幻作家王晓达的小说《波》中，空中战斗的制胜凭借的也是以电波干扰使对方飞行员产生幻觉。     美国海军少将马汉在总结19世纪之前人类海战经验后，于1890年在《海权对历史的影响（1660-1783）》一书中提出了“制海权”思想；意大利空军司令杜黑在总结20世纪初人类空战实践后，于1921年提出了“制空权”思想。与此类似，美国前国防情报局局长格雷厄姆中将，在总结1957年苏联卫星升空之后的美苏外空军备竞赛基础上，凭借战略家特有的前瞻理性，于1982年出版了《高边疆：新的国家战略》一书，正式提出了“制天权”思想。     从马汉的“制海权”、杜黑的“制空权”到格雷厄姆的“制天权”，再到如今热极一时的“制网权”，在科技进步与军事需求的双轮驱动下，军事对抗的疆域从一维战场延伸到了多维战场，从自然战场拓展到了技术战场，从有形战场进化到了无形战场。今天，具有科幻色彩的BCI技术，大多仍处于实验室探索阶段，真正投入实际应用的也仅限于为残障人员提供生活辅助，检测高危作业人员的大脑疲劳，以及在电子游戏中用于实时交互控制等方面。在军事应用方面，也仍限于提高模拟训练的效果，增强军事训练的对抗性，以及辅助对武器装备进行控制，如利用脑电和肌体协同控制以提高战斗机飞行员的快速反应能力等。更何况，BCI技术的军事应用还涉及到复杂的战争伦理问题，对此，美国学者乔纳森·莫雷诺在其著作《制脑权战争：脑科技研究与国家安全》一书中也进行了充分的探讨，显然，这将影响到BCI技术的军事应用前景和未来军事变革走向。     然而，有关技术进步与军事变革，曾被誉为“哲人与将军”的革命导师恩格斯说过一句名言：“一旦技术上的进步可以用于军事目的并且已经用于军事目的，它们便立刻几乎强制地，而且往往是违反指挥官的意志而引起作战方式的改变甚至变革。”基于恩格斯的判断，再考虑到战争伦理一直滞后于战争实践，且在军备控制方面只有“软约束力”的问题。因此，伴随着全球范围内脑科技研发的突飞猛进，以及整合纳米科技、生物科技、信息科技和认知科技的“聚合科技”（NBIC）的快速发展，不管未来世界新军事变革是否将围绕“制脑权”而展开，从美国国防高级研究计划署（DARPA）的相关资助动向来看，尽早做好未雨绸缪的准备绝非杞人忧天，因为在军事领域，正如“制空权”之父杜黑所言：“胜利只向那些能预见战争特性变化的人微笑，而不是向那些等待变化发生才去适应的人微笑。”（曾华锋 石海明）

揭秘最小收音机:仅1根纳米管可嵌入细胞

        纳米技术堪称“下一代科技领袖”最热门的候选者.最激进的倡导者宣称,纳米技术其实就是一套分子制造系统，可以通过机械方法让一个一个分子彼此相连，自动构架出各种各样的结构,最终制造出各种结构复杂的成品.然而,事实却并非如此.“纳米”这个术语已经被过度滥用，几乎任何微小物件都在用“纳米”这个名字为自己脸上贴金，甚至连机油、防晒霜、唇膏、滑雪蜡之类的商品都号称含有“纳米粒子”。即使如此，谁又能料想得到,第一批真正可以发挥作用、能够对宏世界产生明显影响的纳米器件当中，居然会有收音机呢?
        2007 年，美国加利福尼亚大学伯克利分校的物理学家亚历克斯·策特尔(Alex Zettl)及其同事发明了一种纳米管收音机,拥有一身令人称奇的好功夫:单单一根碳纳米管就可以接收广播信号,放大并转换成音频信号,发送到外接扩音器上，让人耳能够轻松识别不信?好吧,请登录www.sciam.com.cn,亲耳听听它播放的歌曲《Layla》.纳米收音机的发明者指出,这种收音机 或许能催生一系列全新的应用,比如可以完全放进耳道(ear canal)的助听器、手机和iPod 等等。策特尔宣称，纳米收音机将“轻松嵌入一个活细胞.到时候,制造一个与大脑或肌肉功能接口的装置,或者能用无线电控制在血管中游动的器件将不再是梦想 ”.

纳米管的魅力





        纳米器件体积极小,重力和惯性效应影响甚微,而一些微弱的电场却能在纳米世界里兴风作浪.

        策特尔率领30 多名研究人员，致力于分子尺度器件的研究工作.纳米管具有不同寻常的结构,成了他们的研究重点.尽管谁先发现纳米管仍具争议,但纳米管能在科学界大出风 头,应归功于日本物理学家饭岛澄男(Sumio Iijima).1991 年,饭岛教授宣布,他在发出电弧(即放电所形成的明亮弧状闪光)的石墨电极顶端发现了一些“针状碳管”。

        这些纳米管的特性令人称奇.它们 大小相差悬殊,形状多种多样，包括单壁管、双壁管和多壁管等.其中有的直,有的弯,有的甚至首尾相接形成环，就像一个面包圈.但所有纳米管都具有一个共性，那就是拥有相当高的抗拉强度(tensile strength,材料被拉断前能承受的最大应力).

        碳纳米管注定会成为这种收音机的核心器件,它集优秀的化学特性、几何特性及电气特性于一身.只要把这个微型装置放在一组电极之间,便能同时具备上述四种功能,而无需其他部件.

        策特尔和詹森首先制定了一个总体设计方案.此方案要求在电极末端做出一根多壁碳纳米管,就好像是插在山顶上的旗杆.之所以选用多壁管,是因为它比其他碳纳米 管略大,而且更易安置在电极表面,不过后来他们也曾用单壁碳纳米管制作出一台纳米收音机.这种多壁管长约500 纳米,直径10纳米,大小与形状都同某些病毒差不多.它可以通过纳米操控技术(nanomanipulation)安置在电极上,或者通过所谓化学气相沉积法[chemical vapor deposition,从电离气体(ionized gas)中沉积出一层又一层碳原子]直接在电极上生长出来.

        电极头圆圆的,就像半个巴基球(buckyball),不远处有一个反电极(counterelectrode).在这两个电极间施加一个很小的直流电压, 便会产生一股从纳米管端头流向反电极的电子流.这个发明的想法就是,无线电广播中的电磁波会撞击纳米管,使纳米管随着电磁信号的振动而发生机械振动.既然 纳米管能与入射的无线电波共振,它就能起到天线的作用,当然这种天线的工作原理与传统收音机天线不同.





解剖最小收音机

        只用一根纳米管,便可实现部件众多的普通收音机的所有功能.由于纳米管极其微小,因而它一遇到无线电信号便会快速振动.把这根纳米天线与外围电路接通,我们 便可以操纵它完成选台、放大,将音频成分同无线电波的其他成分分离开来(解调),最终使我们能听到“海滩男孩”或乔治·弗雷德里克·汉德尔的音乐

        普通收音机的天线通过电磁效应接收信号,也就是说,电磁波在天线内产生感应电流,但天线本身始终静止不动.而在纳米收音机中,纳米管是一个极其纤细、轻巧的 带电物体,入射的电磁波足以推动它机械地来回运动.“纳米世界神奇无比,与宏观世界大不一样,”策特尔指出,“纳米器件体积极小,以致重力和惯性效应影响 甚微,反倒是残余电场对这些小玩意儿起主要作用.”纳米管的振动会改变从纳米管端头流向反电极的电流——用专业术语说就叫做场致发射电流.场致发射 (field-emission)是一种量子力学现象,也就是一个较小的外加电压可以引发一个物体(如针尖)的表面发射出一股较大的电子流.基于场致发射的工作原理,人们不仅期望纳米管能充当天线,还希望它能完成信号放大任务.入射到纳米管的微量电磁波将使纳米管振动着的自由端释放出一股较大的电子流.这股电子流将放大入射信号.

        下一步就是解调(demodulation),也就是把声音或音乐等有用信息从无线电台发射的载波中提取出来. 在调幅(amplitudemodulation,AM)无线电广播中,这种分离是靠整流滤波电路来实现的,这种电路只对载波信号的振幅有反应,对频率则 完全无视.策特尔的团队推想,纳米管收音机也可以实现这一功能:当纳米管随着载波频率发生机械振动时,它同样也会响应载波中编码的信息成分.说来也巧,整 流正好就是量子力学场致发射与生俱来的一项特质.这就意味着,从纳米管流出来的电流仅随信号中的编码成分( 即被调制的信息成分)而变,载波则被拒之于门外了.这一功能的实现不需要任何额外电路.

        简单地说,电磁信号到来时会引起纳米管的振动,纳 米管在这一过程中起着天线的作用.纳米管振动端将信号放大,同时依靠内建整流装置的场致发射特性使载波与信息成分分离.然后反电极将探测到场致发射电流的 变化,并把歌曲或新闻等广播内容传送到扬声器,由扬声器把信号转变为声波.

My sister in Calif. she's not sure she believes in God but she and her husband are going through some financial difficulty after a life of success. I dont believe in reincarnation per se at least not as some form of purification of the soul for perfection. More as an option to return to earth to help another poor soul survive this existance. It sounds kind of negative but these are extraordinary times. I think Im one of the poor souls though who needed a reincarnated "friend" to get me through. Maybe Ive lost my vision and memory of all the friends that did come through and since my memory is compromised at the govt's will I am mostly now at this point in my life saddened by that. For these feelings I guess I live for, for them to come again and sometimes I think one day it will be the last one and I may not realize it and you cant hold on to them.
