Dear Commenter:
We are writing to advise you on our ongoing work and plans for the next meeting of the Presidential Commission for the Study of Bioethical Issues. We appreciate the time that you have taken to engage with us.
We would like to clarify for your information that the Commission is not investigating or reviewing any concerns or complaints concerning claims about targeted individuals. This includes claims concerning: MK-ULTRA; COINTELPRO; electromagnetic torture or attacks; organized stalking; remove influencing; microwave harassment; covert harassment and surveillance; human tracking; psychotronic or psychotropic weapons and radio frequency or military weapons or other claims.
As such the Commission will not hear further testimony on these subjects. Many of these issues have been investigated in the past. The Commission is not a law enforcement, regulatory or legislative body. It does not control any federal monies. In addition, the Commission has no involvement with the public or private grants and has no power to open or undertake criminal cases.
As advisors to the President, we will ensure that all of your concerns, information and testimony are provided to the White House. We sincerely appreciate your interest in the work of the Commission and the time you have taken to share your personal history with us.

STOP ORGANISED STALKING - ANOTHER TERRIBLE FORM OF TORTURE AND DEGRADATION
IN COUNTRIES ALL OVER THE WORLD. PEOPLE ARE BEING GANG STALKED (STALKING BY ORGANIZED GANGS OF PEOPLE) AND COVERTLY TARGETED WITH ELECTRONIC AND SURVEILLANCE WEAPONS:-
What is it?
Gang Stalking is a well-organized form of covert harassment used against an individual. It is done by large groups of people who systematically & repeatedly harass individuals. The people who participate are usually under the impression that they need to keep an eye on a targeted person or drive them out of town for wrongdoings. It often encompasses the use of Directed Energy Weapons (DEW) such as Microwave harassment. This can be a for-hire organized harassment service. These groups operate throughout the world – especially North America & Europe, & exhibit cult-like characteristics. They usually have local numbers ranging in the hundreds. This has also been called Cause Stalking, Gang Stalking, Community-based Harassment, Organized Vigilante Stalking, Vengeance Stalking, Terrorist Stalking, Revenge Stalking, Covert Action, State-Sponsored Harassment, Microwave Harassment, Microwave Mind-Control.
Gang Vigilante Stalking is a form of terrorism/mind-control used against an individual, in a malicious attempt to reduce the quality of a person's life so they will have a nervous breakdown, become incarcerated/institutionalized, experience constant mental, emotional or physical pain, become homeless, &/or commit suicide. It is done using well-orchestrated accusations, lies, rumors, bogus investigations, setups, framings, intimidation, overt or covert threats, vandalism, thefts, sabotage, torture, humiliation, emotional terror, DEWs, & general harassment. It is a ganging up by members of the community who follow an organizer & participate in a systematic, & ritualistic persecution of an individual. Organized Stalking is a destructive criminal program built on deception that exists to serve the intentions of a few who are aware of its true agenda.
Gang Stalking (also called "group stalking" "organised stalking") is a total assault paradigm. It is carried out by criminal secret societies. The OS paradigm includes (but is not limited to):
- many of the attacks are synchronized to happen precisely as the target does something, e.g. leave his/her residence, goes to the shops etc.
- "street theater": staged skits designed to frighten and upset the target
- the same harassment happens every day, day after day, year after year
- a large group of stalkers, each of whom does a portion of the stalking-attacks
- 24 hour surveillance, every day. Among other things, the stalkers, working in shifts, sit in their vehicles parked around the target's residence.
- "slander campaign": the foundation of OS. The stalkers go to everyone the target interacts with (family members, coworkers, neighbors, etc) and spread lies: that the target is a homosexual or a criminal of some type. This is an effective tactic because most people can't even imagine that a stranger would lie to them.
- the stalkers present themselves as members of a "civic organization" which works with law enforcement and monitors terrorists or other criminals. The stalkers may use fake badges or fake "official files" to convince people that the target is a criminal.
- "noise campaign": very frequent sounds (sirens, car alarms, beeping sounds, loud engine accelerations, loud booming sounds [from vehicles], etc) which follow the target everywhere.
- the stalkers target homosexuals (or people thought to be), members of "left-wing" (e.g. peace, civil rights, environmental) organizations, whistleblowers, people who live "alternative lifestyles", and anyone else the stalkers see as not conforming with their version of "normality."
- persistence: the stalkers follow the target as he/she moves to other cities or states.
- the stalkers use lies, money, and intimidation to get nongroup members to attack the target.
- the stalkers commit crimes and blame them on the target
- targets are harassed while driving, and vehicles are sabotaged - pets are killed - physical assault
- derogatory name calling - mail is stolen or damaged - harassing emails and phone calls
- residences and vehicles are vandalized - law enforcement and firefighter participation
Some Important Points:
- The primary targets of all these tactics are the group members, not the target. The group members are the ones who are programmed. Group leaders define reality for their members, so it doesn't matter if tactics do not work on a target.
- Group members are sensitized to all the tactics they employ.
- Stalking various targets is only part of the activity of these groups. Members are trained to perform a variety of activities without question. They do not know the objectives of their leaders.
Those targeted for harassment will have no problem concluding that someone is after them, but most never know who it is.
What other tactics are used?
Face-to-face tactics:
- Following a target on foot wherever he goes
- Standing around a target while he is paying for a purchase in a store.
- Swarming the target – i.e. totally surrounding a target so he cannot move.
- Physically intimidating a target by standing very close -
- When a target sits anywhere in public, group members will attempt to sit behind him in order to create noise, by whatever means, including tapping their feet on the target's chair.
- Walking by a target and doing strange things to attract his attention, such as:
- Blinking their eyes - Reading the time from an imaginary watch on their wrist - Making faces
Noise Campaigns:
- Generating noise around the clock.
- Interfering with sleep patterns (i.e. through excessive noise). Trying to wake up the target at night as many times as they can.
- Noise campaigns include:
- People yelling and screaming outside the person’s residence.
- Numerous different vehicles, squealing their tires, honking their horns and hanging around a certain area.
- Apartment noise campaigns will include:
- Tapping on the walls in the middle of the night - Taps running - Hammering
- Noises coming from the upper and/or lower apartments, and possibly the apartments on both sides
- Ideally, noises are timed to activities of the target, such as:
- When a target goes outside - When a target flushes the toilet
- When a target turns on a water faucet - When a target walks near a window.
Vehicle-related tactics:
- Numerous different vehicles hanging around a certain area.
- Traveling in convoys with highbeams on - Drivers in convoys waving at one another.
- Attempting to intercept the target’s vehicle at intersections.
- Trying to force the target’s vehicle off the road.
- Vandalizing the target's vehicle, including:
- Slashing tires - Scratching paint - Stealing license plates
- Draining the oil or antifreeze over a period of time in the hopes of destroying the engine.
- They do not usually cut brake lines or commit other acts of sabotage which would leave evidence.

11. I have been relentlessly subjected to Organised Stalking/Mobbing. This consists of an intense and highly organized persecution of an individual with the purpose of harass her/him constantly and boycott all the activities, professional and of leisure that the person develops, in order to isolate to take control of the victims life, manipulate the victims mind and ultimately conduct him/her to a helpless situation. This conduct carried out by a group of apparently "normal" citizens is a barbaric form of torture. People are purposely engaged to aggravate me, and to impede and violate my physical and psychological spaces, privacy and freedom. This is extremely psychologically and physically oppressive and suffocating. This happens everywhere I go, anytime, no matter what I do. My whole neighbourhood has been infiltrated. Often these people are neurologically controlled like ‘neuro-puppets’ to maximise the aggravation through the linking of their actions and movements to mine. Other times they are misguided and/or misinformed ‘Jones-Town’ type idiots/victims. This is being done to me everywhere I go – including in Russia and Turkey.
THE PSYCHOLOGICAL TOLL OF THIS HUMAN RIGHTS VIOLATION IS ALSO HUGE. IMAGINE BEING UNDER CONSTANT SURVEILLANCE AND TORTURED WHEREVER YOU GO. SABOTAGE OF REPUTATION AND BELONGINGS AT HOME, WORK AND AUTOMOBILE WHILE A TARGETED PERSON IS AWAY. FAMILY LIFE IS DESTROYED. WORK PERFORMANCE IS AFFECTED. JOBS AND LIVELIHOOD ARE LOST. SOME HAVE COMMITTED SUICIDE.
WHENEVER THESE CRIMES ARE REPORTED TO LOCAL OR FEDERAL POLICE, THE VICTIM IS LABELED MENTALLY ILL. THEREFORE, THE PERPETRATORS CONTINUE FREELY WITH THEIR TORTURE CAMPAIGN ON MANY, MANY OTHERS.

Draft letter to the P.M of Canada
Dear Mr. Prime Minister
There are a vast number of targeted individuals and victims of electronic, covert harassment and gas lighting in our communities and would like to address this subject of bullying on another level. I have been taking the advice of a psychiatrist and taking my medication as prescribed. From personal experience this torture is real, I have been singled out by three different individuals from my past who have hacked my brain invaded my privacy and put my personal thoughts on the air and have picked me apart for a year and three and a half months. I have never done anything to deserve this sort of torture, I've condemned them regularly and done my best to carry on with my life as a regular person after losing my job in June of last year. I now have hyperacusis and am using construction earmuffs to block out the noise full time as I truly believe these voices are not coming from my head. I would never harm another human being no matter how much aggravation they put me through and I wouldn't even see the purpose in confronting them in reality unless it was so that I could take them to court. I'm one of the many left without physical proof and if I were to call the police and ask to have them investigated I'm sure they would laugh in my face.
Please consider helping us find a solution to situations like these, my health and the health of many is on the line.

I'm soooo greatful to still have family after all this. My whole past has been stirred around and ruined I tried my darndest to put together a photo album of things that they couldn't mess up I just want to look back and think of something happy of course it was mostly things i did on my own not with anyone else and family.All those years I ventured out as a teen the little I had was destroyed as it was let alone them digging through it all over again making matters worse. В организации существовали специальные разведгруппы, которые занимались сбором информации по научным школам всего мира в сфере психотронных исследований. Именно в недрах «Аненербе» началась масштабная программа по созданию оружия, способного психологически воздействовать на большие массы людей. Подопытных для проведения разносторонних экспериментов поставляли из лагерей смерти. После нападения на Советский Союз в 1941 году испытательные лаборатории для экспериментов в этой сфере были перенесены прямо в концентрационные лагеря, поближе к «материалу». Массовые опыты над людьми дали толчок разработке психотропного оружия.
Свидетельством этих экспериментов стали сохранившееся видеоматериалы, где запечатлены люди в арестантских робах, которые с совершенно отреченными лицами едят траву, неосознанно двигаются. Несомненно, все эти эксперименты были запредельно жестокими, чего только стоит тот факт, что по распоряжению СС все подопытные после изучения подлежали немедленной ликвидации. После поражения Германии в войне основную массу секретных материалов немцы успели уничтожить, но все же кое-какие разработки удалось заполучить (в основном американским спецслужбам). В 1947 году в ходе операции «Скрепка» союзники вывезли из Германии 600 ученых, специализировавшихся в данной области. До сих пор неизвестно, насколько продвинулись немцы в создании психотропного оружия, но их наработки дали начало секретной программе американского ЦРУ, призванной искать и изучать средства манипулирования сознанием, «МК-Ультра».
Активные разработки в области вооружений, основанных на нестандартных физических принципах, вели СССР и США. В этой области долго лидировал именно Советский Союз, что косвенно подтверждается отчетами разведывательного управления США, в которых высказывались опасения, что советские исследования в области психотропного оружия могут стать серьезной угрозой для Запада. Действительно, этой проблемой в Союзе занимались очень серьезные ученые. Исследования проводились в Пущинском научном центре, в Институте теоретической и экспериментальной биофизики Академии наук СССР. И продолжались минимум до 1992 года – тогда состоялся массовый набор выпускников московских медицинских вузов в ряды КГБ, которые закончили институты по специальностям «психоанализ», «психология», «психиатрия».
Самая известная в Советском Союзе программа по созданию психотропного оружия получила название «Радиосон». Разработками аппаратуры для проекта занималось специально созданное совместное подразделение Минздрава и КГБ. Лаборатория получила достаточно игривое название – ПИОН, которое расшифровывалось, как «психологические исследования особого назначения». За основу брали несколько способов влияния на человеческую психику: распыление галлюциногенов, распространение психотропных веществ в тылу или применение мощного излучателя. В итоге был сконструирован излучатель, внешне напоминающий радиопередатчик, оснащенный антенной.
Испытания этой аппаратуры проводились в 1957 году на военном полигоне под Новосибирском. В ходе испытаний подразделение, состоявшее из 145 человек, уснуло в полном составе. После этих опытов вся информация по психотропному оружию была признана секретной. Кроме того, через год вышел совместный приказ МВД и Минздрава, согласно которому всех, кто рассказывает о мозговом воздействии или психотропном оружии, необходимо изолировать в спецучреждениях с принудительным лечением.
В дальнейшем советские исследования сильно затормозились в результате развала страны. Вполне вероятно, что подобные разработки возобновились и в России, во всяком случае, в официальном докладе министра обороны в 2012 году сообщалось: перед военным ведомством стоят задачи по созданию оружия на новых физических принципах. В частности, началась разработка оружия, основанного на принципах квантовой физики, вполне вероятно, что речь шла о создании психотропного оружия. Так что этот новый вид оружия может стать частью программы по модернизации Российской армии на 2011–2020 годы.

В США темпы исследований никогда не снижали; в рамках программ «Артишок», «Синяя птица», «МК-Ультра» и «МК-Поиск» велись многочисленные эксперименты по насильственному контролю сознания посредством гипноза, наркотиков, вживления в мозг внешних электродов, специальных тренингов и так далее. В исследованиях принимали участия такие серьезные научные центры, как Гарвард, Йель, Университет Лос-Анджелеса, Тулейн.
В 2009 году из Пентагона произошла утечка информации, в результате которой стало известно, что это военное ведомство активно стимулирует разработки новых видов вооружения, в том числе психотропного. Среди представленного в перечне оружия – тепловые лучи, излучатели звуковых волн. Вероятнее всего, разработками психотропного оружия в Америке занимается специально созданный в Пентагоне отдел – Объединенное управление по несмертельному оружию, которое было учреждено в 1996 году. На создание нестандартных видов оружия, закупку и разработку нелетального оружия ежегодно тратят до полумиллиарда долларов. Заметим, что управление неоднократно поддавалось острой критике за то, что тратило огромные средства на проекты, которые так и не были реализованы, из 50 проектов, разработками которых занималось управление, ни один не был доведен до серийного образца.
Однако подвижки в этой области у американцев есть, правда, по сути, созданы только отдаленные прототипы психотропного оружия, о котором мечтают военные. Первым результатом этой работы, который можно пощупать, стала установка LRAD (Long Range Acoustic Device, акустическое устройство дальнего действия), первый опытный образец которой был построен в 2000 году. Первоначально эти установки разрабатывались для предотвращения несанкционированного доступа посторонних лиц на объекты особой государственной важности, такие как военные базы, резиденции, ядерные станции. После появилась идея снабдить ими все крупные суда, чтобы вооружить корабли для защиты от нападения террористов. LRAD поражает противника мощным рокотом до 150 децибел. Для сравнения: шум двигателей реактивного самолета составляет около 120 децибел, а звук выше 130 децибел вполне способен повредить слуховой аппарат человека. В ноябре 2005 года круизный лайнер Seabourn Spirit с помощью этой установки отразил атаку морских пиратов в районе Сомали.
Прототипом LRAD послужила разработанная чуть ранее концерном American Technology Corporation серия акустического оружия: мобильные установки мощностью 130 децибел, размещаемые на бронетранспортерах или джипах, и 120-децибельносильные ручные установки, похожие на мегафон. Производились попытки использовать звук в качестве оружия индивидуальной защиты: был сконструирован звуковой пистолет Sonic Devestator. Правда, он имел два существенных недостатка: большие размеры и довольно неудачная конструкция, из-за недоработки которой после каждого выстрела глох сам стрелок. Создавалась LRAD также для установки на вертолет, радиус стрельбы такого аппарата достигал нескольких километров.
Подобным оружием интересовались и в других странах: в Европе, Китае, Индии и Бразилии. В Израиле разработали систему «Цаака», которая была применена для разгона демонстрации в Иерусалиме, также существовали планы использовать ее для выдворения поселенцев из сектора Газа.
В 2005 году в США создали еще одну разновидность психотропного оружия – микроволновую пушку ADS (Active Denial System). За основу взяли принцип СВЧ-печки, разогревающей пищу электромагнитным полем высокой частоты. Излучение военной микроволновки сделали очень мощным, направленным в виде широкого луча, с эффективной дальностью действия около километра. В апреле 2001 года на авиабазе «Киртленд» (Нью-Мексико) провели испытания этого оружия. С расстояния в несколько сот метров пучок электромагнитных волн направили на грузовик, электроника которого тут же вышла из строя. Через полгода там же несколько добровольцев согласились участвовать в испытании Active Denial System. Эффективность этого оружия оказалась впечатляющим: в клетках кожи под воздействием высокочастотного поля (96 ГГц) начинала вскипать вода, ткани нагревались до 45–50 градусов, люди почувствовали нестерпимую боль, в голове крутилась только одна мысль – бежать.

Информации о создании психотропного оружия настолько мало, что любые случаи массового психоза обрастают слухами, и военных подозревают в использовании именно этого вида оружия. Так, после чудовищного массового самоубийства 914 человек в поселке Джонстаун в джунглях Гайаны американские журналисты утверждали, что покончившие собой в 1978 году члены секты «Храм народов» стали жертвами секретной программы ЦРУ, разрабатывающей психотропное оружие. Главным доказательством стало то, что основатель религиозной организации «Храм народов» Джим Джонс, который отдал приказ совершить массовое самоубийство, являлся агентом ФБР, участвовавшим в эксперименте по контролю сознания.
Некоторые эксперты утверждают, что кроме экспериментальных программ, иногда можно найти и сведения о его боевом применении. В 2005 году в Чечне российских военных также подозревали в применении психотропного оружия. Поводом стало странное заболевание неизвестной этиологии, которое сопровождалось удушьем, обмороками, истерией и паническим страхом. Первые случаи таинственной болезни были зафиксированы в Шелковском районе, позже схожие симптомы заметили у детей в пригороде Грозного. Всего отмечено около сотни случаев неизвестного заболевания, абсолютное большинство пострадавших – девочки подросткового возраста и молодые женщины. Тогда же стремительно распространялась информация, что эти тяжелые симптомы являются следствием воздействия неизвестной разновидности психотропного оружия, которое испытывают на мирном населении республики. Позже выяснилось, что это псевдоастматический синдром – распространенное явление у людей, страдающих депрессией или переживших тяжелую психическую травму. Подобные расстройства не раз наблюдались среди населения районов, переживших природные или спровоцированные человеком катастрофы: в армянских городах Спитаке и Ленинакане, разрушенных страшным землетрясением 1988 года, в США после терактов 11 сентября. Чаще всего от этого заболевания страдают женщины, отличающиеся большей психической лабильностью.
Однако эксперты считают, что никакого применения в Чечне психотропного оружия не было. В то время в республику приезжали международные комиссии и общественные организации, которые пришли к однозначному выводу, что это действительно был псевдоастматический синдром, вызванный затяжной войной в республике.

USE YOUR OWN BRAIN, SAY “NO” TO ABUSES! PETITION TO EU PARLIAMENT TO BAN “MANIPULATION OF HUMAN BEINGS” TECHNOLOGIES
What we are is to a great extent defined by our brain. From the simplest movements and regulations of the bodily processes, to such complex representations as memory, feelings, emotions, speech, cognition, will – each and every one of us is what our brain makes us. Now imagine a world where our brains can be manipulated. Who or what would we be?
I am calling on EU citizens in particular and on all people worldwide to support my petition to the European Parliament. This is a request to investigate through a parliamentary committee civilian implications of development, use and especially abuse of the so-called “new principles”, “manipulation of human beings” technologies, and adjacent technologies based on the electromagnetic properties of the human brain and body.
Why?
Allegedly thousands of ordinary people worldwide, mostly in the US and the EU have been desperately complaining, unheard. In May 2011 over 300 people subscribed to witness with the US Bioethics Commission, to no effect. Probably many more voices are needed!!! The claims are drowned in deliberate campaigns of discreditation and ridicule. People raising the issues are abused. While there are no rights or privacy. While law, morals and ethics do not work. While appeals for investigation for years meet silence and silencing.
While anyone and anybody can potentially be affected.
As a former EU employee of an office under the authority of one of the highest-ranking EU, security policy, officials, I have sent the petition to the EU Parliament since I have gained an extensive personal experience of all the atrocities and inhumanness of abuse of such technologies in, before and after the office. I was just an ordinary person whose life was intruded into, unawares, without any scruples. There are hardly articles in the EU Charter of Fundamental Human Rights, which were not outrageously trampled upon.
Why the technologies?
All this is becoming reality nowadays, with an ever-increasing speed.
To exemplify, in spring 2013 the EU and the US have announced billions-worth Human brain projects, with President Obama designating brain research as the grand challenge for the XXI century.
This was the first significant effort to bring the non-classified brain research into light, while saying that all the technologies are decades ahead. But in the military context there has been a debate for decades already, which has gone totally unnoticed by the general public.
This debate was centered around the notions of ‘new principles’ technologies, brought up in the UN in 1975 and which is well traceable through the UNODA Yearbooks.
Now, 10 December 2013, coinciding with the UN Day of Human Rights the “new principles technologies” were brought up by the Russians:
"We also know that most of the world’s leading countries are actively upgrading their military arsenals and investing huge sums in developing advanced weapons systems, including in those built with new generation technologies and according to new principles." http://eng.kremlin.ru/news/6395.

In 1999 the EU Parliament upon a presentation by a person who has worked in the UN disarmament for years voted for a Resolution which: " 30. Calls in particular for an international convention for a global ban on all research and development, whether military or civilian, which seeks to apply knowledge of the chemical, electrical, sound vibration or other functioning of the human brain to the development of weapons which might enable any form of manipulation of human beings, including a ban on any actual or possible deployment of such systems."
But up till now nothing has been done! None of the civilian applications aspects, such as fundamental human rights, legal protection, prevention of abuses and non-consensual experimentation, civilian protection, personal data protection, public health aspects, ethical implications, greater societal implications have even been put onto discussion! Thus the Petition, with the appeal for a resolution regarding the civilian aspects and for call on the EU member states to ban the technologies of manipulation of human beings.

NON-CONSENSUAL EXPERIMENTATION WITH ELECTROMAGNETIC WEAPONS
TO WHOM IT MAY CONCERN
I am writing you on the behalf of victims both in the United States and abroad. As you are aware, many revelations surrounding the National Security Agency’s extensive electronic dragnet have recently come to light through released records by the intelligence insider Mr. Edward Snowden. During the course of the LIBE Committee hearings even more first-hand testimony was heard from other former NSA insiders regarding the extent of NSA privacy invasion and lack of oversight regarding their methods of data collection. Their statements begin to come very close to an issue that those of us in the medical community in the United States and abroad have been keenly watching for several years now.
Over the last decade we have seen a sharp rise in the number of people coming forward with complaints of non-consensual experimentation with electromagnetic weapons designed to target both electronic hardware and the human central nervous system. While this was typically disregarded as mental illness in the past, the total global population voicing these identical complaints has exponentially grown to numbers that can no longer be attributed to delusional disorder, schizophrenia or any other described mental illness. You may be unaware that the safeguards against experimenting on the public without their consent in the United States are very lax and are included in legislation referred to as The Common Rule which is the Federal Policy regarding human subjects protection. It is written with several loopholes for the allowance of non-consensual experimentation, mostly by intelligence agencies. Hence, we have seen the necessity for the Bioethics Commission hearings in the United States after it was brought to light that Guatemalan prisoners were experimented on with contagions by the National Institutes of Health. During the course of the Bioethics Hearings, their directive was to determine if any other non-consensual experimentation was ongoing in the United States or abroad. At each of the four meetings there was included a public forum for the committee to address concerns by the public at large. Over one hundred individuals were in attendance at each of the four meetings voicing complaints of exposure and experimentation with electromagnetic weapons technologies. The effects of these technologies on the human body can only be described as torture.
Several years ago another National Security Agency insider, John St. Clair Akwei, described in detail the frequencies used by the NSA and other intelligence agencies to access and influence the human body and nervous system in his civil action against the NSA. His descriptions of technologies used to track, monitor and alter a subject’s perceptions, moods and motor control are similar to the complaints we are hearing today from victims alleging non-consensual experimentation and torture. Moreover, Vladimir Putin, in a speech in 2012, admitted that Russia is following suit in funding development of weapons that will attack the human central nervous system. His defense minister, Anatoly Serdyukov, described the weapons as directed energy weapons, wave energy weapons, genetic weapons and psychotronic weapons based upon new physics principles. Obviously, Russia intends to go down the same path of directed energy weapons research that the United States has long been on. The unfortunate truth regarding this type of technology is the ease with which it can be used remotely and non-consensually on the public without the recommended safeguards of an Institutional Review Board or any appreciable ethical oversight. In the United States this research is typically done clandestinely under the guise of national security concerns just as the NSA electronic data mining was done which is currently being covered in the LIBE Committee.
Over the last decade I have consulted with thousands of people in the United States complaining of exposure and experimentation with electromagnetic weapons technologies which include, but are not limited to, complaints of mood alteration, heart palpitations, involuntary body movements, severe headaches, blurred vision, burns to the skin, non-consensual micro-chipping and neurocognitive perturbation. It is my belief, based upon former and current publically released government research documents as well as victims complaints of torture, that this technology is being used in a non-consensual manner on the global public.
I would like to express my deepest gratitude to you for meeting with our representative from the International Center Against Abuse of Covert Technologies and taking the time out of your busy schedule to hear these complaints and read my letter. On behalf of the whole of humanity, I sincerely hope that these technologies will eventually be addressed in the Subcommittee on Human Rights of the European Parliament, as the use of these currently can only be described as torture and dehumanizing.
