I think my offenders blame me the victim while they possibly use my identity and my family members identitys along with other peoples identitys just to keep from being caught while they murder me. They mind control me and many others through the internet on their computors with a typed in microchip code. My internet has been hacked in the past 2 years they managed to get my password for my netgear wireless router by reading my thoughts through a microchip in my brain when they typed in a microchip code on their computors or cell phones. I figured out that I was a victim of a microchip implant without my permission and sonic ear hearing device for elderly. One time someone told me that I had nice boobies when I was taking a shower that was when I knew I was being watched on camera in my own bathroom through a microchip in me. My computer was hacked and froze up one day while I was on the computer so rebooted the computor and was able to get the Ip address of the hacker through my netgear login page on my computor that was when I found out that they was logging in to my wireless netgear router with my password hambone12 which I did not give to my neighbors who hacked my netgear router. I also know that my family members and friends did not give them that password for my netgear router because I never gave the password out to anyone and I made that password hambone12 up myself and the only way my neighbors could have got that password to use my wireless netgear router without my permission was to read my thoughts through a typed in microchip code on their computors or cell phones that is another reason why I know that I am a microchip victim. So I had my friend change the password on my wireless netgear router because I knew that my thoughts was being read. Then later I decided to sign up with att universe to get a newer modem which is harder for them to hack without a ip address. I decided to have the att tech put the network ip address into my laptop computor because I know that the people that mind control me can read my thoughts through a microchip code on a computer or cell phone. I think they have tried to blame my family members who was never involved along with other peoples family members of other victims out there. I think they can hear my conversations throughout the day from the sonic ear that they have put on mein the past. I think they make it look like the victim or the victims family members did the crime when they didn't do the crime while they call me and other people fake dead,non-living people on their computors through microchip code that they have typed in on their computors and cell phones just make it look like they are playing a game called physco cybernetics on the victims that have been microchiped while they mind control, torture, and give us health problems through physco cybernetics or other cybernetic programs. Then when the person is dead they try to cover up the murder by making it look like the microchipped victim died from health problems that they had caused them through physco cybernetics or some other cybernetic programs on their computors and cell phones. I think that they have been using the microchip victims dna that they have stolen through a microchip code on their computors and cell phones and that they use that dna to clone people out through the cybernetics they use on a person that has been microchipped. I think that after they murder the person that they will try to claim to be the person they murdered by getting a fake id and social security card under the murdered persons name and will go to the bank of the victims and withdraw any money that is left along with insurance policys that the person left behind when they died. They are able to do this because they read the thoughts of the victim through a microchip code on their computors when the victim was alive. That is how they steal the private information of the victim and use it in the end after they murder the person. So the cycle goes on because nobody can get help to stop electronic weapons from being used against me and others all over the world. I believe the people who murder me and others by giving us health problems through electronic weapons and microchips need to be stopped. Did you know? that they can make me and other microchip victims talk when we are not even talking through computor with a typed in microchip code of the microchip victim just to make the microchip victims look like the crazy people while they kill us off with health problems through the microchip and whatever other kind of electronic weapons they use against us. Please help me in the fight to stop electronic torture that is done to me along with many other woman,men and children. People have been being murdered one by one by people out there just because they get paid the money by other people to do so. Most of these murders get covered up when the victim of a microchip and electronic weapons has died because the microchip is so tiny it is nearly invisible even on a mri and ex-ray photo unless the photo is blown up no one would know it was in the victims body before they died and after unless there was some other evidence left behind. I think that alot of the murders that take place through a microchip and electronic weapons are covered up by the doctors because the victim is misdiagnosed as having a mental problem most of the time. So when me and other victims seek help from these places such as the hospitals,doctors,mri,ex-ray, Police,Fbi,City Mayor, President of the United States we get no help because we have all been misdiagnosed with a mental problem because of electronic weapons and microchips that are being used against us to kill. DO YOU WANNA KNOW WHAT IS SAD THE DOCTORS,EX-RAY,MRI DEPTS,POLICE,FBI,CIA,NSA,CITY MAYOR, PRESIDENT OF THE UNITED STATES ARE ALL CORRUPT. What is it?
Gang Stalking is a well-organized form of covert harassment used against an individual. It is done by large groups of people who systematically & repeatedly harass individuals. The people who participate are usually under the impression that they need to keep an eye on a targeted person or drive them out of town for wrongdoings. It often encompasses the use of Directed Energy Weapons (DEW) such as Microwave harassment. This can be a for-hire organized harassment service. These groups operate throughout the world – especially North America & Europe, & exhibit cult-like characteristics. They usually have local numbers ranging in the hundreds. This has also been called Cause Stalking, Gang Stalking, Community-based Harassment, Organized Vigilante Stalking, Vengeance Stalking, Terrorist Stalking, Revenge Stalking, Covert Action, State-Sponsored Harassment, Microwave Harassment, Microwave Mind-Control.
Gang Vigilante Stalking is a form of terrorism/mind-control used against an individual, in a malicious attempt to reduce the quality of a person's life so they will have a nervous breakdown, become incarcerated/institutionalized, experience constant mental, emotional or physical pain, become homeless, &/or commit suicide. It is done using well-orchestrated accusations, lies, rumors, bogus investigations, setups, framings, intimidation, overt or covert threats, vandalism, thefts, sabotage, torture, humiliation, emotional terror, DEWs, & general harassment. It is a ganging up by members of the community who follow an organizer & participate in a systematic, & ritualistic persecution of an individual. Organized Stalking is a destructive criminal program built on deception that exists to serve the intentions of a few who are aware of its true agenda.
Gang Stalking (also called "group stalking" "organised stalking") is a total assault paradigm. It is carried out by criminal secret societies. The OS paradigm includes (but is not limited to):
- many of the attacks are synchronized to happen precisely as the target does something, e.g. leave his/her residence, goes to the shops etc.
- "street theater": staged skits designed to frighten and upset the target
- the same harassment happens every day, day after day, year after year
- a large group of stalkers, each of whom does a portion of the stalking-attacks
- 24 hour surveillance, every day. Among other things, the stalkers, working in shifts, sit in their vehicles parked around the target's residence.
- "slander campaign": the foundation of OS. The stalkers go to everyone the target interacts with (family members, coworkers, neighbors, etc) and spread lies: that the target is a homosexual or a criminal of some type. This is an effective tactic because most people can't even imagine that a stranger would lie to them.
- the stalkers present themselves as members of a "civic organization" which works with law enforcement and monitors terrorists or other criminals. The stalkers may use fake badges or fake "official files" to convince people that the target is a criminal.
- "noise campaign": very frequent sounds (sirens, car alarms, beeping sounds, loud engine accelerations, loud booming sounds [from vehicles], etc) which follow the target everywhere.
- the stalkers target homosexuals (or people thought to be), members of "left-wing" (e.g. peace, civil rights, environmental) organizations, whistleblowers, people who live "alternative lifestyles", and anyone else the stalkers see as not conforming with their version of "normality."
- persistence: the stalkers follow the target as he/she moves to other cities or states.
- the stalkers use lies, money, and intimidation to get nongroup members to attack the target.
- the stalkers commit crimes and blame them on the target
- targets are harassed while driving, and vehicles are sabotaged - pets are killed - physical assault
- derogatory name calling - mail is stolen or damaged - harassing emails and phone calls
- residences and vehicles are vandalized - law enforcement and firefighter participation
Some Important Points:
- The primary targets of all these tactics are the group members, not the target. The group members are the ones who are programmed. Group leaders define reality for their members, so it doesn't matter if tactics do not work on a target.
- Group members are sensitized to all the tactics they employ.
- Stalking various targets is only part of the activity of these groups. Members are trained to perform a variety of activities without question. They do not know the objectives of their leaders.
Those targeted for harassment will have no problem concluding that someone is after them, but most never know who it is.
What other tactics are used?
Face-to-face tactics:
- Following a target on foot wherever he goes
- Standing around a target while he is paying for a purchase in a store.
- Swarming the target – i.e. totally surrounding a target so he cannot move.
- Physically intimidating a target by standing very close -
- When a target sits anywhere in public, group members will attempt to sit behind him in order to create noise, by whatever means, including tapping their feet on the target's chair.
- Walking by a target and doing strange things to attract his attention, such as:
- Blinking their eyes - Reading the time from an imaginary watch on their wrist - Making faces
Noise Campaigns:
- Generating noise around the clock.
- Interfering with sleep patterns (i.e. through excessive noise). Trying to wake up the target at night as many times as they can.
- Noise campaigns include:
- People yelling and screaming outside the person’s residence.
- Numerous different vehicles, squealing their tires, honking their horns and hanging around a certain area.
- Apartment noise campaigns will include:
- Tapping on the walls in the middle of the night - Taps running - Hammering
- Noises coming from the upper and/or lower apartments, and possibly the apartments on both sides
- Ideally, noises are timed to activities of the target, such as:
- When a target goes outside - When a target flushes the toilet
- When a target turns on a water faucet - When a target walks near a window.
Vehicle-related tactics:
- Numerous different vehicles hanging around a certain area.
- Traveling in convoys with highbeams on - Drivers in convoys waving at one another.
- Attempting to intercept the target’s vehicle at intersections.
- Trying to force the target’s vehicle off the road.
- Vandalizing the target's vehicle, including:
- Slashing tires - Scratching paint - Stealing license plates
- Draining the oil or antifreeze over a period of time in the hopes of destroying the engine.
- They do not usually cut brake lines or commit other acts of sabotage which would leave evidence.

11. I have been relentlessly subjected to Organised Stalking/Mobbing. This consists of an intense and highly organized persecution of an individual with the purpose of harass her/him constantly and boycott all the activities, professional and of leisure that the person develops, in order to isolate to take control of the victims life, manipulate the victims mind and ultimately conduct him/her to a helpless situation. THE PSYCHOLOGICAL TOLL OF THIS HUMAN RIGHTS VIOLATION IS ALSO HUGE. IMAGINE BEING UNDER CONSTANT SURVEILLANCE AND TORTURED WHEREVER YOU GO. Human Research Subject Protections
for National Security Experiments
This paper addresses the legal and underlying historical factors that have led to the current status of US law on human research subject protections for national security experiments. A framework of national security law and presidential powers is used and provides a new perspective. Human research subject protections for secret experiments represents a small part of experimentation law although it has a well-established grounding in constitutional and international law. The secret CIA experiments to develop mind control weapons in the 1950s-1970s led to congressionally-imposed federal regulations and presidential executive orders so that illegal experiments on unwitting human subjects would never happen again. Military radiation experiments for the development of the atomic bomb led to executive memorandums ordering federal and intelligence agencies to implement regulations to prevent illegal and unethical secret experiments conducted without the consent of the human research subject. By examining the judicial, executive and legislative response to the two major scandals, strategies and proposals for preventing future illegal experiments for national security are more likely to succeed. So far, experimentation law has not included an analysis using current theories of national security law and presidential powers.
This paper specifically addresses why federal legislation has never been enacted and why the current executive memorandums and executive orders do not protect human subjects of national security experiments. Proposed remedies include enacting a federal statue to provide an effective legal protections for human research subjects of national security experiments. Some presidential scholars have recently studied executive orders and the historical and legal basis of presidential powers.1 The history of executive orders for human experimentation can be applied to the study of presidential powers. Because human experimentation for national security experiments is an intelligence matter, the history and framework of national security law also provides an explanation for the long record of failed human subject protections.
First, experts on secret experiments and the law dating back to World War II discuss the major issues including: the cold war CIA experiments that were knowingly conducted outside the bounds of the law; the scientific-military culture of secrecy; the excessive control of all scientific information connected to weapons; and the propaganda and scientific deception surrounding the unethical and illegal radiation experiments. The importance of the cold war culture is that experts are now reporting a great increase of secrecy, new weapons, scientific propaganda and deception, and government actions above the law; all to protect national security.
The fifty year clash between the acknowledged validity of human subject legal protections and the perceived needs of national security is described by many experimentation law experts and they report utilitarian national security interests continue to trump human subject protections. As will be shown, this is carried out by means of: condoning illegal experiments at the very top levels of government; by the executive branch in failing to implement effective protections for human research subjects; by the historically-based acquiescence of Congress to presidential initiative in national security issues and thereby failing to pass effective legislation to protect human research subjects; by the acceptance at top levels of the government of a culture of scientific propaganda and deception including government cover stories; and the classifying of illegal government actions, ordered and implemented by top levels of the government for national security purposes. This pattern was in place for CIA mind control experiments, for radiation experiments and continues today, experts report.
This paper will address the judicial, legislative and executive response to human subject protections and the finding that the system of law works as well as in similar intelligence matters. As will be shown, the legal approach to solving this issue is dependent on a political question; the continuing cold war culture that allows the government to work outside of the law and to go unpunished.
The first section identifies and defines the problem of human subjects protections for national security experiments. The next section presents a history of experimentation law beginning with the Nuremberg Code and the well-grounded basis for human subject protections in international and constitutional law. Next, the judicial branch response to illegal human experiments is followed with sections on the failed attempts of the executive and legislative branches of government to address human subjects protections as seen in several 1990-2005 government reports on experimentation. This letter is to ask for your help for the many victims who are being attacked with Psychotronic (or Mind Control, Electronic, Directed Energy, Neurological, Non-lethal) Weapons.
As long ago as 1994 in Montreux, Switzerland the International Committee of the Red Cross - ICRC raised the issue of Psychotronic or Directed-Energy weapons, also at the Geneva Forum in 2002, and also in 2009 at the 5th European Symposium on Non-Lethal Weapons and at the European Conference.
In January 1999, the European Parliament passed a resolution where it calls “ for an international convention introducing a global ban on all development and deployment of weapons which might enable any form of manipulation of human beings. It is our conviction that this ban can not be implemented without the global pressure of the informed general public on the governments. Our major objective is to get across to the general public the real threat which these weapons represent for human rights and democracy and to apply pressure on the governments and parliaments around the world to enact legislature which would prohibit the use of these devices to both government and private organisations as well as individuals.” (Plenary sessions/Europarliament, 1999)
In October 2001, Congressman Dennis J. Kucinich introduced a bill to the House of Representatives which, it was hoped would be extremely important in the fight to expose and stop psycho-electronic mind control experimentation on involuntary, non-consensual citizens. The Bill was referred to the Committee on Science, and in addition to the Committee on Armed Services and International Relations. In the original bill a ban was sought on ‘exotic weapons’ including electronic, psychotronic or information weapons, chemtrails, particle beams, plasmas, electromagnetic radiation, extremely low frequency (ELF) or ultra low frequency (ULF) energy radiation, or mind control technologies. Despite the inclusion of a prohibition of the basing of weapons in space, and the use of weapons to destroy objects or damage objects in space, there is no mention in the revised bill of any of the aforementioned mind-invasive weaponry, nor of the use of satellite or radar or other energy based technology for deploying or developing technology designed for deployment against the minds of human beings. (Space Preservation Act, 2002)

Some of our ELECTRONIC TORTURE, ABUSE AND EXPERIMENTATION CASES detail the most extreme and totalitarian violations of human rights in human history, including the most horrendous psychological tortures, rapes, sexual abuse, physical assaults, surgical mutilations, ‘mind control’, and other mental and physical mutilations.
Among other things the perpetrators of these crimes can place the human subject under continuous surveillance no matter where he/she is; they can monitor the human brain, including thoughts, reactions, motor commands, auditory events and visual images; they can continuously alter consciousness, introduce voices, noises, other disturbances, commands, images and "dreams" into the brain; and they can directly abuse, torture and hit bodies - including performing advanced medical procedures - from remote locations. The technology they are using is so advanced that it allows the controller(s) to see through the eyes of the targeted individual, essentially seeing whatever the victim sees.
Many of us are being tortured and abused in these ways 24 hours a day, 7 days a week – year in year out.
These are extreme and monstrous CRIMES AGAINST HUMANITY - indescribably terrible in themselves - coupled with the ORWELLIAN secrecy and denial of any support at all that we are experiencing, makes them even more horrendous and monstrous.
We have contacted most Governments, Security/Intelligence Agencies, Religious Organisations, International Organizations, Human Rights Organizations, Universities, Scientific and other Institutions, and the International Media all over the world - over and over and over again – and have had our appeals for assistance, protection and/or publicity almost completely ignored and/or suppressed.
Some TARGETED INDIVIDUALS have been attempting to gain assistance, protection and/or publicity about these crimes since the 1990s - and even earlier - this extends as far back into the history of illegal ‘scientific and medical’ testing and experimentation as MKULTRA, COINTELPRO and the DUPLESSIS ORPHANS - and further.
We are still collecting CASE SUMMARIES from TARGETED INDIVIDUALS all over the world, and we have also advised them to send them to you - “THE SELECTED WITNESSES” - TO WITNESS, RECORD AND OPPOSE so that :-
A. We can be sure that as many people as possible know about these horrendous crimes.
B. We can be sure that these AUTHORITIES and ORGANISATIONS are either trying to uphold the rule of National, International and Human Rights Law, and that we will, sooner or later, be protected by these laws.
C. Or that we can be sure these AUTHORITIES and ORGANISATIONS are complicit and/or acquiescent to these CRIMES AGAINST HUMANITY and that National, International and Human Rights Law no longer apply - in which case our task will be to get the rule of these laws restored.
Later these records should become an information source - such as the INTERNATIONAL TRACING OFFICE set up to record the fates and whereabouts of Jews (and others?) after WW11. The information collected can then be used by the appropriate people for LEGAL, MEDICAL, WELFARE, HISTORICAL etc. records.
As well as being illegal the crimes being committed against us are contrary to the Principles and Values of all the major religions and ethical systems - so we will also be demonstrating to all of these people and AUTHORITIES AND ORGANISATIONS the huge disconnect between their professed Principles and Values and the reality. We will be showing their monstrous Doublespeak Doublethink Doubledo ignorance, stupidity and/or hypocrisy.
It is no exaggeration to say our cases are as horrendous and urgent as people fleeing Nazi or Pol Pot concentration camps – specifically Dr Mengele-type torturers and butchers.

We need your humanitarian and advocacy support urgently.
This letter is to ask for your help for the many victims who are being attacked with Psychotronic (or Mind Control, Electronic, Directed Energy, Neurological, Non-lethal) Weapons.
As long ago as 1994 in Montreux, Switzerland the International Committee of the Red Cross - ICRC raised the issue of Psychotronic or Directed-Energy weapons, also at the Geneva Forum in 2002, and also in 2009 at the 5th European Symposium on Non-Lethal Weapons and at the European Conference.
In January 1999, the European Parliament passed a resolution where it calls “ for an international convention introducing a global ban on all development and deployment of weapons which might enable any form of manipulation of human beings. It is our conviction that this ban can not be implemented without the global pressure of the informed general public on the governments. Our major objective is to get across to the general public the real threat which these weapons represent for human rights and democracy and to apply pressure on the governments and parliaments around the world to enact legislature which would prohibit the use of these devices to both government and private organisations as well as individuals.” (Plenary sessions/Europarliament, 1999)
In October 2001, Congressman Dennis J. Kucinich introduced a bill to the House of Representatives which, it was hoped would be extremely important in the fight to expose and stop psycho-electronic mind control experimentation on involuntary, non-consensual citizens. The Bill was referred to the Committee on Science, and in addition to the Committee on Armed Services and International Relations. In the original bill a ban was sought on ‘exotic weapons’ including electronic, psychotronic or information weapons, chemtrails, particle beams, plasmas, electromagnetic radiation, extremely low frequency (ELF) or ultra low frequency (ULF) energy radiation, or mind control technologies. Despite the inclusion of a prohibition of the basing of weapons in space, and the use of weapons to destroy objects or damage objects in space, there is no mention in the revised bill of any of the aforementioned mind-invasive weaponry, nor of the use of satellite or radar or other energy based technology for deploying or developing technology designed for deployment against the minds of human beings. (Space Preservation Act, 2002)

Some of our ELECTRONIC TORTURE, ABUSE AND EXPERIMENTATION CASES detail the most extreme and totalitarian violations of human rights in human history, including the most horrendous psychological tortures, rapes, sexual abuse, physical assaults, surgical mutilations, ‘mind control’, and other mental and physical mutilations.
Among other things the perpetrators of these crimes can place the human subject under continuous surveillance no matter where he/she is; they can monitor the human brain, including thoughts, reactions, motor commands, auditory events and visual images; they can continuously alter consciousness, introduce voices, noises, other disturbances, commands, images and "dreams" into the brain; and they can directly abuse, torture and hit bodies - including performing advanced medical procedures - from remote locations. The technology they are using is so advanced that it allows the controller(s) to see through the eyes of the targeted individual, essentially seeing whatever the victim sees.
Many of us are being tortured and abused in these ways 24 hours a day, 7 days a week – year in year out.
These are extreme and monstrous CRIMES AGAINST HUMANITY - indescribably terrible in themselves - coupled with the ORWELLIAN secrecy and denial of any support at all that we are experiencing, makes them even more horrendous and monstrous.
We have contacted most Governments, Security/Intelligence Agencies, Religious Organisations, International Organizations, Human Rights Organizations, Universities, Scientific and other Institutions, and the International Media all over the world - over and over and over again – and have had our appeals for assistance, protection and/or publicity almost completely ignored and/or suppressed.
Some TARGETED INDIVIDUALS have been attempting to gain assistance, protection and/or publicity about these crimes since the 1990s - and even earlier - this extends as far back into the history of illegal ‘scientific and medical’ testing and experimentation as MKULTRA, COINTELPRO and the DUPLESSIS ORPHANS - and further.
We are still collecting CASE SUMMARIES from TARGETED INDIVIDUALS all over the world, and we have also advised them to send them to you - “THE SELECTED WITNESSES” - TO WITNESS, RECORD AND OPPOSE so that :-
A. We can be sure that as many people as possible know about these horrendous crimes.
B. We can be sure that these AUTHORITIES and ORGANISATIONS are either trying to uphold the rule of National, International and Human Rights Law, and that we will, sooner or later, be protected by these laws.
C. Or that we can be sure these AUTHORITIES and ORGANISATIONS are complicit and/or acquiescent to these CRIMES AGAINST HUMANITY and that National, International and Human Rights Law no longer apply - in which case our task will be to get the rule of these laws restored.
Later these records should become an information source - such as the INTERNATIONAL TRACING OFFICE set up to record the fates and whereabouts of Jews (and others?) after WW11. The information collected can then be used by the appropriate people for LEGAL, MEDICAL, WELFARE, HISTORICAL etc. records.
As well as being illegal the crimes being committed against us are contrary to the Principles and Values of all the major religions and ethical systems - so we will also be demonstrating to all of these people and AUTHORITIES AND ORGANISATIONS the huge disconnect between their professed Principles and Values and the reality. We will be showing their monstrous Doublespeak Doublethink Doubledo ignorance, stupidity and/or hypocrisy.
It is no exaggeration to say our cases are as horrendous and urgent as people fleeing Nazi or Pol Pot concentration camps – specifically Dr Mengele-type torturers and butchers.
