I have been a victim and have been researching this program for a while, and this may help explain parts of the gang-stalking that occurs with this program.  The best description comes from notes surrounding a 1992 lawsuit filed by a former NSA employee (Akwei) that was supposedly thrown out of court, and I have included / updated the number of employees in the intelligence areas of the Federal Govt based on various 2013 figures (these agencies are the ones with the most probable ability to either access or participate in various parts of this program).

Note that the intelligence communities have a lot of official employees, as well as off the books informants, front operations, and former/retired individuals who may form black-ops operations and operate as outside contractors. These numbers are relatively current as of 2013, based on various gov’t websites and news-stories about the number of furloughed employees vs the total number of gov’t employees (so these numbers most likely do not include the off-the-books informants/front operations and outside contractors).

• CIA/NSA – approximately 27,000 employees
• Dept of Justice – approximately 114,486 employees (includes the FBI with 36,000 employees, the Drug Enforcement Agency, and the US Marshalls)
• Homeland Security – approximately 231,117 employees

Many of the intelligence agents are highly trained in many areas, including surveillance using high tech equipment and tag-team stalking, breaking and entering and covering up their tracks (see the book “Secrets of the FBI” for details), some have technical skills in construction/plumbing/electrical areas, along with psychological training to facilitate manipulation of the victim and their environment, and the ability to subtly manipulate society (both in a personal way and in a job-related way) to target an individual.  They infiltrate every profession in society (including plumbers, electricians, construction contractors, locksmiths, security camera installers, audio equipment installers, pawn shops, trash collectors, lawyers, doctors, CPAs, bankers, bus drivers, etc.) to monitor society, but their influence can go beyond monitoring and become targeting.

The CIA Book of Dirty Tricks is also used to target individuals, so many will experience car sabotage, adultery sabotage, friendship sabotage, financial scams and health scams, job sabotage, fake FB friends, computer Trojan viruses, computer sabotage and IP manipulation/diversion to targeted websites/ news-stories, and other methods to frustrate and eventually bankrupt victims.

Is the Neighborhood Watch an outgrowth of this program? And how much equipment and funding does the Neighborhood Watch program receive from the Federal Gov’t?

Covert Operations of the U.S. National Security Agency

Domestic Intelligence (DOMINT) (equates to gang-stalking, sabotage and character assassination of victims)

The NSA has records on all U.S. citizens. The NSA gathers information on U.S. citizens who might be of interest to any of the over 50,000 NSA agents (HUMINT). These agents are authorized by executive order to spy on anyone. The NSA has a permanent National Security Anti-Terrorist surveillance network in place.

This surveillance network is completely disguised and hidden from the public.

Tracking individuals in the U.S. is easily and cost-effectively implemented with the NSA's electronic surveillance network. This network (DOMINT) covers the entire U.S., involves tens of thousands of NSA personnel, and tracks millions of persons simultaneously. Cost effective implementation of operations is assured by NSA computer technology designed to minimize operations costs.

NSA personnel serve in Quasi-public positions in their communities and run cover businesses and legitimate businesses that can inform the intelligence community of persons they would want to track. N.S.A. personnel in the community usually have cover identities such as social workers, lawyers and business owners.

Individual citizens occasionally targeted for surveillance by independently operating NSA personnel.

NSA personnel can control the lives of hundreds of thousands of individuals in the U.S. by using the NSA's domestic intelligence network and cover businesses. The operations independently run by them can sometimes go beyond the bounds of law. Long-term control and sabotage of tens of thousands of unwitting citizens by NSA operatives is likely to happen. NSA Domint has the ability to covertly assassinate U.S. citizens or run covert psychological control operations to cause subjects to be diagnosed with ill mental health.

6. NSA TECHNIQUES AND RESOURCES

Remote monitoring/tracking of individuals in any location, inside any building, continuously, anywhere in the country.

A system for inexpensive implementation of these operations allows for thousands of persons in every community to be spied on constantly by the NSA.

Remote RNM Devices (also know as voice-to-skull, remote neural monitoring)

NSA's RNM equipment remotely reads the evoked potentials (EEGs) of the human brain for tracking individuals, and can send messages through the nervous systems to affect their performance. RNM can electronically identify individuals and track them anywhere in the US.

This equipment is on a network and is used for domestic intelligence operations, government security and military base security, and in case of bioelectric warfare.

Spotters and Walk-Bys in Metropolitan Areas (also known as gang-stalking)

Tens of thousands of persons in each area working as spotters and neighbourhood/business place spies (sometimes unwittingly) following and checking on subjects who have been identified for covert control by NSA personnel.

Agents working out of offices can be in constant communication with spotters who are keeping track of the NSA's thousands of subjects in public. NSA agents in remote offices can instantly identify (using~ RNM) any individual spotted in public who is in contact with surveillance subject.

Chemicals and Drugs into Residential Buildings with Hidden NSA Installed and Maintained Plastic Plumbing lines. (some v2k victims get barbiturates / truth serum or sleeping gas inserted into the air vents and water supplies)

The NSA has kits for running lines into residential tap water and air ducts of subjects for the delivery of drugs (such as sleeping gas or brainwashing-aiding drugs).

This is an outgrowth of CIA pharmapsychology (psychopharmacology).

Brief Overview of Proprietary US Intelligence/Anti-Terrorist Equipment Mentioned

Fixed network of special EMF equipment that can read EEGs in human brains and identify/track individuals by using digital computers. ESB (Electrical Stimulation to the Brain) via EMF signal from the NSA Signals Intelligence is used to control subjects.

EMF equipment that gathers information from PC circuit boards by deciphering RF emissions, thereby gaining wireless modem-style entry into any personal computer in the country. All equipment hidden, all technology secret, all scientific research unreported (as in electronic warfare research).

Not known to the public at all, yet complete and thorough implementation of this method of domestic intelligence has been in place since the early 1980s.

Scientists say this may path ways for treating human's post traumatic diseases.

Hearing device

Abstract

A method and apparatus for simulation of hearing in mammals by introduction of a plurality of microwaves into the region of the auditory cortex is shown and described. A microphone is used to transform sound signals into electrical signals which are in turn analyzed and processed to provide controls for generating a plurality of microwave signals at different frequencies. The multifrequency microwaves are then applied to the brain in the region of the auditory cortex. By this method sounds are perceived by the mammal which are representative of the original sound received by the microphone.

Washington (CNN) -- Authorities searching the home of a Connecticut woman who rammed barricades and led police on a chase near the U.S. Capitol found discharge papers from a 2012 mental health evaluation that listed prescriptions to treat schizophrenia and other mental disorders, a law enforcement source briefed on the investigation said Friday.
The woman, identified by law enforcement sources as Miriam Carey, 34, died after police shot her.

Earlier, sources said investigators found medications, but that proved later not to be accurate.

Carey's boyfriend told police in December that she appeared to be delusional, believing that President Barack Obama had placed Stamford, Connecticut, where they lived, under lockdown and that her home was under electronic surveillance, a law enforcement source involved in the investigation said.

Police say Carey rammed barricades and police cruisers -- actions Washington police Chief Cathy Lanier said appeared deliberate -- and sped down Pennsylvania Avenue before crashing. Two law enforcement officers were injured, and officers shot her to end the incident.

The Carey family is questioning whether shooting her was the only way to end the chase.

"We want to know if protocols were followed," family attorney Eric Sanders said on CNN's AC360.

Carey apparently did not have a weapon, but did have a 1-year-old girl in the car with her. The child -- Carey's daughter -- survived the chaos unharmed, officials said.

The child has been taken into protective custody by the D.C. Child and Family Services Agency. She has been temporarily placed with a foster family, according an agency spokesperson.

Why a new mom might put herself -- and her child -- in harm's way

Authorities who searched Carey's apartment in Stamford found discharge papers that listed risperidone, a medication to treat schizophrenia and bipolar disorder, a law enforcement source said. They also found paperwork listing escitalopram, an antidepressant commonly prescribed under the brand name Lexapro, according to the source.

A seguito dell'invito ricevuto durante la riunione di Marzo riporto quì in forma succinta la drammatica storia che io e mia moglie stiamo vivendo.

La nostra é una storia che ha dell'incredibile, specie perché è ambientata a Bologna e non a Palermo od a Napoli, dove certe situazioni sono più frequenti per via della presenza di Mafia e Camorra.

Parto dall'inizio della fine, ovvero dal 19 Febbraio 2005, quando per la prima volta nei locali della ns. azienda abbiamo iniziato a subire delle problematiche fisiologiche che ci impedivano di rimanervi a lungo e, quindi, di lavorarvi regolarmente e di vivervi.
Vivevamo in quei locali poiché nel luglio del 2004, sette mesi prima, avevamo dovuto abbandonare il ns. appartamento perché le stesse problematiche non ci davano pace da ormai oltre un mese. Chiamato il 113 avevamo capito che se avessimo sporto denuncia non saremmo stati creduti e quindi avevamo optato per trasferirci in azienda in quanto questa non aveva muri confinanti con altri.

Dopo aver tentato di sfuggire a quanto ci colpiva tappezzando le pareti con carta stagnola e spostandoci nel seminterrato, non riuscendo altresì a trovare ancora nessuna giustificazione a tale inquinamento, ci rivolgemmo ad un noto ricercatore del CNR che, pur subendo anch'egli le coseguenze dell'esposizione alle "radiazioni", non è risucito a rilevare la natura dell'inquinamento nonostante l'uso di una ampia gamma di strumenti.
Dopo aver ricevuto la sua relazione, per poter riprendere l'attività lavorativa, decidemmo di spostare l'azienda a Marzabotto ma non avevamo ancora terminato di pulire i nuovi locali presi in affitto che già non riuscivamo a dormirci per l'intervenuta presenza dell'inquinamento.
Non ci restava che attendere l'intervento della Procura, sollecitata con una denuncia dell'8 Marzo convertita in una pratica per molestie, ma a fine Novembre non era ancora intervenuta quando giunse lo sfratto esecutivo. Appena non più a nostra disposizione i locali sono tornati perfettamernte salubri.

Dal Febbraio 2005 siamo perseguitati anche al di fuori dei locali aziendali, cosa che ci ha costretto e che ci costringe tutt'oggi a cambiare di continuo il luogo dove dormire per poter evitare di essere "irradiati" durante la notte.

Le problematiche fisiologiche, subite da chiunque sia rimasto abbastanza tempo nei locali, iniziano con un fastidio alla sommità del capo che via via diventa un bruciore, che pare essere sotto la calotta cranica, che cresce continuamente fino a diventare tanto insopportabile da costringere ad uscire.
A ciò si abbinano a volte la tachicardia, la sonnolenza ed altri problemi più o meno gravi, che dipendono dalla sensibilità di ciascun individuo, e la diarrea il giorno dopo.

E' dal 2000 che qualcuno non vuole permetterci di vivere sereni con un crescendo continuo di "attenzioni" a noi riservate, tra queste pedinamenti, atti volti a terrorizzarci, intercetazioni telefoniche, fax deviati ed anche un paio di tentativi di pestaggio, tanto che dal gennaio 2004 mia moglie ha dovuto rinunciato ad uscira da sola. In tutto questo periodo molto è stato fatto anche per far fallire la nostra attività ma, fino a febbraio 2005, eravamo riusciti a portarla avanti nonostante tutto. Con questo strano inquinamento sono invece riusciti ad impedirci di lavorare e quindi il destino dell'azienda è oramai segnato.

Devo sottolineare che se siamo arrivati fino a questo punto è perché la Procura non ha considerato adeguatamente il ns caso fin dall'inizio, inquadrandolo sempre come semplici molestie e non capendo la serietà e la gravità della situazione.
Quando abbiamo tentato di aggirare l'ostacolo denunciando l'attività criminale di chi ci perseguita, ciò in base alle informazioni raccolte, la ns. denuncia alla DIA è sfociata in un semplice esposto per presunte ulteriori molestie nei ns. confronti.
Oltre al danno ci troviamo anche la beffa di non essere creduti dalla sola entità che potrebbe liberarci dall'incubo in cui stiamo vivendo.

Forse non tutti riuscirete a comprendere appieno come si possa vivere senza avere più una casa in cui stare, senza avere la possibilità di lavorare e con la prospettiva a breve di terminare i soldi a disposizione e quindi di trovarsi a vivere per strada, senza più avere la possibilità di sottrarsi alla persecuzione!

Noi oramai abbiamo dato fondo a tute le ns. risorse fisiche ed anche quelle economiche, terminati i risparmi abbiamo riscattato la polizza vita e nell'attesa di uscira dal problema abbiamo speso anche un prestito avuto da una cara amica.
Tutto ciò nell'attesa che la Procura ci salvasse ma non è successo.

A Febbraio 2006 è stata aperta una nuova pratica in base alla relazione del ricercatore del CNR ma questa non riporta quanto ci è accaduto prima, quindi non abbiamo molte speranze che il ns caso venga risolto.

Evidenzio che il ns. probelma riguarda l'intera società, perché chi ha queste "apparecchiature" per creare problematiche fisiologiche a distanza le starà usando anche contro altri che non si rendono conto della loro natura dolosa.

Il problema è che il caso è troppo complicato e quanto ci accade è molto difficile da comprendere, da credere e, soprattutto, da dimostrare.
Se il caso non arriva ai mass media di certo nessun PM ci metterà l'impegno necessario ad ascoltare tutta la ns. storia, a vagliare tutti i documenti in nostro possesso ed a procedere nelle complesse indagini.

MI MANDA RAI 3 avreva preso in considerazione il ns. caso ma il ns. avvocato, pur avendo confermato la veridicità dello stesso, non è stato disponibile a che noi presenziassimo considerando che ciò potrebbe essere mal considerato dalla Procura.
Per noi ciò è grave perché così il ns. caso resta nel buio e non sappiamo più a cosa aggrapparci.

Ecco quindi che chiediamo aiuto ai Grillini, affinché un gruppo di lavoro prenda a cuore il ns. caso, che ascolti tutta la ns. storia, legga tutti i documenti che la suffragano e ci aiuti ad uscire dall'incubo che stiamo vivendo.

Nonno Egidio morì a 76 anni il giorno 25 Gennaio 1983 e fu sepolto neanche a farlo apposta il giorno del mio compleanno: il 27 Gennaio 1983.La nonna invece è defunta il 05 Dicembre 2005 ed è lì che ho avuto un esperienza fantastica e cioè di accompagnarla in sogno di fronte ad un tunnel di luce che già in molti hanno descritto: una porta dimensionale che porta i quella posto dopo la vita chiamato PARADISO.

When people do ignorant stuff that harms people that might or might not be involved, it provides an EXCUSE to mistreat the rest of the people that are suffering WORSE.

It's not your job to go out and pull weeds. Like the angels asked Jesus, "Do you want us to go pull up the weeds?" The answer was NO. It wasn't their decision, and it's not yours.

It doesn't matter how crazed you are, STOP screwing it up for everyone else. If you decide to act violently because you're "sure" about something, think about what it means to everyone else that's been suffering longer, or worse, or in the same way, and probably has already been through all that.

Above all, stop listening to the freaking conspiracy blogs from people that AREN'T going through this. If it's everyone else, that's fine by me. They can go to hell when they die, but it's no one's decision about WHEN they end up there.

It's like that group that was sending emails out to everyone that warned them that "a violent sociopath" was on their list, and then suddenly stopped including me in their emails.... Gaslit to the point of "looking" crazy, and then left alone... but the detracting website that "proves" that insanity has always been out there hanging over me.

I don't care what one single one of you thinks about me, or if you label me as a "perp" or whatever. Go ahead and listen to your pals that haven't been going through this for 11 years, if that's what you want, but STOP F'ING IT UP FOR EVERYONE ELSE THAT ISN'T VIOLENT.

Unfortunately no way to verify its what was shown there at the time, as archive.org wayback machine only has two captures in the year surrounding, one Aug 24 2009 which was just a placeholder, the next Nov 28 2011. Of note about the 2009 one is it showed the original article title was "Synthetic Telepathy" just like its url, so sometime since then and the next capture in 2011, got changed to the still used "Brain–computer interface". It does not matter who is stalking you, how much financial backing they have, or what weapons they use.  These are details we have no control over.

Everyone reading this knows what is going on, and merely finding a place online (blog/forum/webpage) to expend valuable energy complaining about it is not the way to resolve it.

We must find a way to directly access Civilians with a BELIEVABLE and LOGICAL presentation of what Gang Stalking is about, and expose the underlying crime itself.

This crime has been growing in popularity over the past 40 years.  An incalculable number of victims have suffered and perhaps died, just as we now suffer, and other innocents will suffer in the future.  This should tell us all that unless we seek and use a radically new strategy, we will never be free again.

ALONE, we can perhaps meet with limited success in holding back our attackers on a temporary basis.  At any given time, it depends solely upon their personal level of testosterone and inner rage as to the intensity and savagery with which they choose to injure victims.  However, TIs will age and our health will decline.  Eventually our energy will be depleted and the relentlessness of GS will set in the weaker we become and make us suffer.

UNITED is the ONLY road to resolution!

- TIs have been blocked from the normal community based avenues to aid and support. 

- When we attempt to find each other online for emotional support and strength, perps come online and discredit the very idea that GS exists. Our paranoia does the rest to undermine the hope of lasting bonds we may forge between us.

- Perps masquerading as TIs construct websites or participate with comments in legitimate TI forums, blogs, websites.  These perps further discredit us by intentionally presenting Civilians with a picture that the GS victim is mentally delusional in their protestations.

So, HOW do we overcome being discredited everywhere we turn for help?

- Become your own personal advocate online in a safe individual way. Construct an easily believable unemotional website of GS basic facts, and LINK ONLY to other websites which do the same.  Help overcome the perp disinformation campaign.

- Do not get into politics, religion, or emotional details/specifics of your torment.  This type of commentary can be voiced in a blog, forum or another webpage.  Keep this one webpage focused on what a Civilian is able to BELIEVE and mentally ACCEPT.  Tell a Civilian about things which they do not have experience/knowledge about (like V2K, DEW, microchip), and you will continue to lose the only audience which are in a position to help us.

- With time, a GS victims' webring of TIs will be united via the LINKS you carefully choose to attach to your page.

 Your webpage can be your personal resource!

- In our attempts to make contact and explain our GS situation to Civilians, we tend to be too emotional and offer too many details.  Built into the design of a GS tactic is the intention to make us sound crazy if we describe what is being done to us.  We are thereby further discrediting ourselves when we wander off track into the details.

- Print up business cards with GANG STALKING on one side, and your page address on the other side. 

- When you encounter a Civilian you need/want to educate about GS, hand them the card and let your site convince them that the crime does exist.  Your LINKS can reinforce the point that this is a widespread silent crime which has been flying under the public radar.

- Adding the county and state to your webpage banner and your business card will bring the crime home to the doorstep of the Civilians in your community.  Let innocent Civilians come to understand the randomness of this crime.  Leave them believing that they can become a target of the local gang of bullies just as easily as you became one.

Request that your webpage addy be added to other victimś LINKS page, and form a TI webring of LINKS to make all our legitimate TI voices heard in unison.  This is more powerful and will last longer than any petition which can so easily be dismissed and tossed aside.

HERE is something EVERY victim can do.  Educate Civilians, and we will get more support to legally end GS.  Use your strength and energy while you still have it.
