La proposition de loi relative aux recherches sur la personne, présentée par le député Olivier Jardé et le groupe Nouveau Centre de l'Assemblée nationale, prévoit une réorganisation des catégories de recherches portant sur l'être humain. Un cadre unique serait donné à toutes ces recherches, qui comprendrait trois catégories tenant compte du niveau de risque encouru par les personnes. La procédure de déclaration au ministère de la recherche de collections de produits biologiques serait simplifiée, et celle impliquant les comités de protection des personnes serait clarifiée.

早在20世纪70年代，科学家们就已经发现许多蛋白质分子具有开关特性，提出了分子电子器件的概念。美国华盛顿海军研究所最早进行把有机化合物用于分子电子器件的研究，1978年第一个有机晶体管研制成功，1983年制成了第一个分子检波器。1985年利用细胞色素C制成了有开关功能和记忆功能的生物分子元件。80年代科学家发现微细加工技术是有限度的。当加工线宽到达100nm的水平时，被认为是微电子技术发展的极限。从而对分子器件的期望迅速增大，于是掀起了研制分子器件的热潮。进入90年代以来，美、英、日等国的科学家积极探讨，希望能研制出由单个电子、原子和分子构成的器件、连线和电路，最终实现分子电脑，据美国《科学与共同政策》杂志报道，美国已研制成功只有4nm的并具有开关特性的复杂分子。1993年日本日立公司宣布，该公司与英国剑桥大学利用纳米技术，研制成功存储容量达16G字节的“单分子存储器”。随着纳米生物工程技术的发展，近几年来生物分子器件的研制出现划时代的发展。美国的研究人员已在实验室里成功地制造出许多能存取信息的分子大小的开关。在1999年11月美国的科学家马克.里德与赖斯大学化学教授詹姆斯.图尔在《科学》周刊发表文章，介绍了如何制造单个的分子开关，这是利用化学过程（即自组装技术）制造的未来系统的基本部件。
美国国防超前研究计划署提出了一项“分子电子学”计划，根据路透社纽约1999年12月6日报道，美国IBM公司最近宣布，将计划用5年时间，用1亿美元研制一台速度为1000万亿次/秒以上的超级计算机，根据《纽约时报》3月23日以《计算机技术的新时代》为题的报道，在1997年成立了加利福尼亚分子电子技术公司，1999年这家公司得到了全国科学基金会的一笔拨款，用于开发分子大小的开关装置。2000年2月，这家公司通过因特网直接发行了价值600万美元的股票，在1999年12月美国的一群分子电子技术的佼佼者和化学家已经组建了一家公司--分子电子技术公司，于2000年1月在芝加哥开设了它的第一个营业处，试图开创数字电子技术新时代--以无数分子大小的基本部件为基础创造出功能极其强大的计算电路。
分子电子技术的制造技术与现在制造半导体芯片所使用的技术完全不同，它是通过纯粹的化学过程来生产微小的电子电路，使大量的电子系统组成一个巨大的存储系统，进而组成功能巨大的并行计算机，尽管现在尚未成熟，但研究人员坚信，一个原子一个原子地制作计算机的梦想终有一天会实现。
1、分子电子技术的研究方向
目前分子电子技术的研究方向为：1）分子材料的获得及应用，即寻找可利用的分子功能材料；2）分子导线研究，寻找在分子尺度上微小元器件之间的连接途径和方法；3）分子组装和刻蚀技术（纳米技术）；4）分子器件（开关器件和传感器）的作用机理和模型研究，开发实用性的分子开关器件和传感器；5）研究具有多状态，多功能的系统单元（生物集成电路及其应用；6）研究分子计算系统模型等。
2、生物芯片
由于一个蛋白质分子就能构成一开关，因此可用它作为生物集成电路--生物芯片。生物芯片是运用大规模集成电路光刻技术以及生物分子的自组装技术，在一微小芯片上组装成千上万个不同DNA或蛋白质的生物分子微阵列，实现以基因为主的分子信息大规模检测
在生物芯片中，信息的接收、转换、传输、记忆和处理都是在生物分子的网络中进行的，而担任信息运送的是激素和传感神经等的分子。信息是以波的形式传递的，波沿着蛋白质分子键传播时，会引起蛋白质分子键中的单键、双键结构顺序的改变，因此，当一列波传播到分子键的某一部位时，如同硅集成电路中的载流子那样传递信息，随着分子电子技术的发展，将用工程方式实现人脑的高级信息处理机制。现在由于对高级信息处理进行实时光学测定的系统开发成功，将可查明人脑实现感觉、学习、思维、记忆等重要功能的高级信息处理的过程，将可实现直接测量人脑的神经细胞网络中的高级信息处理。科学家预言，把生物分子器件融入电子系统中，将完全可以研制出一种能够自我调节、自我复制的全有机生物分子芯片。
生物芯片的主要类型与功能是1）分子与生物分子电子器件可作分子开关、分子导线、分子存储器、能量转换器等；2）生物检测分析微芯片--基因芯片、免疫阵列传感器、芯片电泳以及其他阵列型微芯片。
生产芯片的优点有：1）采用了平面微细加工技术，可实现大批量生产，通过提高集成度，降低单个芯片的成本；2）可组装大量的生物分子探针，获得信息量大，效率高，特别适合基于基因信息的采集；3）结合微机械技术，可把生产样品的预处理，基因物质的提取、扩增、以及杂交后的信息检测集成为芯片实验室，制备成微型、全自动化、五污染、可用于微量试样检测的高度集成的智能化生物芯片。
3、分子电脑
目前，作为计算机核心元件的集成电路的制造工艺已接近理论极限。现有的计算机的运算速度和能力已经不能满足实际的需要，有许多科学家早就预料到目前的状况，从80年代起就着手研究第六代计算机---分子计算机。
开发分子电脑的目标是像人脑那样具有学习、记忆、推理和思维的能力，如果分子电脑开发成功，人工智能的发展可望大步前进。
生物分子电脑的特点有：
1）体积小，存储容量大、可组装成三维器件；可稳定保存数据，由于一个蛋白质分子就能构成一个开关，芯片中的线宽可能达到10的负6次方厘米水平，因此，其集成度比硅集成电路高出10万倍。在理论上可存储10G字节，相当于可存储5000亿个汉字的信息量，即使断电时，仍然可稳定保存数据。
2）具有自我组织、自我复制等再生能力，可靠性高，由于蛋白质本身具有自我复制功能，由蛋白质制成的芯片即使出现故障也能自我修复，从而提高芯片的可靠性。
3）具有阻抗性、耗能低、功效高、非扩散性和非发热性的特点；由于生物分子芯片是利用化学反应进行工作的，它只需极少的能量即可进行工作，因此，它不发热。具有耗能低、功效高的特点，
4）速度快，可大幅度提高运算速度和信息处理能力，大大节省运算时间；由于分子逻辑元件的开关速度比目前硅逻辑元件高1000倍，同时生物分子电脑具有并行处理信息的功能，因此，可大大提高电脑的运算速度和信息处理的能力，其运算时间仅为硅集成电路计算机的万分之一。
5）与生物体同质，具有生物活性；可埋入体内，能与人体的组织结合在一起成为人体的器官，并可作为人脑的自然外延。
6）可制成分子机器；未来的分子机器将是一种含有分子计算机的、可人机对话的、有自我复制能力的纳米装置。第一代分子机器是生物系统和机械系统的有机结合体；第二代分子机器是能直接以原子、分子装配成具有一定功能的纳米装置。第三代分子机器将是含有纳米电脑的可人机对话的并具有自我复制能力的纳米装置。
4、应用
1）利用具有自我复制能力的分子机器人，可人机对话，并能在1秒内完成数十亿个操作动作，可在几秒内完成现在几天才能完成的工作。
2）利用分子机器人可在血液中循环，可对身体各部门进行检测、诊断和实施特殊治疗。可制作各种复杂的仿生系统，如模仿人的视觉、味觉、嗅觉和听觉等，将生物芯片置入人体内可使盲人重见光明、使聋哑人说话、使瘫痪人行走。
3）利用蛋白质生物图像传感器，可作工业机器人的图像传感器和光学计算机的信号处理器。
4）可高灵敏度测定微生物污染程度，利用由大蛋白质分子制成灵敏度高达10的负14次方的人工嗅觉器官进行探测。
5）利用生物分子器件与专家系统相结合，在化学和生物战剂的联合侦检中将获得广泛应用。
6）利用分子军用遥控机器人，可创造出全新的作战手段。利用昆虫作平台，把分子机器人植入昆虫的神经系统中，控制昆虫飞向敌方收集情报。
欧洲科学家开发出一种基于脱氧核糖核酸（DNA）的转换器，名为DNA制动器或分子发电机。科学家认为，作为世界上第一个生物纳米技术制动器，它的研制成功为在活的生物有机体和计算机之间建立联系架设了桥梁。这个DNA制动器的大小只有一根头发的千分之一。这个DNA制动器的组成包括一组固定在极小芯片上的DNA、一个带有磁性的珠子、一个提供动力的生物发动机――通过活的生物细胞三磷酸腺苷（ATP）所发出的能量提供动力。英国、荷兰、法国、葡萄牙、瑞士等国科学家参与了该项研究。
事实上，细胞就是一个活生生的纳米机器。酶是细胞中种类最多和最活跃的分子，每一个酶分子也是一个个活生生的纳米机器人。酶分子催化底物反应时，其蛋白分子不同结构域之间的相对运动就像是微型人在移动和重新安排底物分子的原子排列顺序。细胞中的很多结构单元都是执行某种功能的微型机器：核糖体是按照基因密码的指令安排氨基酸顺序制造蛋白质分子的加工器；高尔基体是给新制造的蛋白质进行修饰的加工厂；加工好的蛋白质可以按照信号肽的指令由膜囊泡运送到确定的部位发挥功能；完成了功能使命的蛋白质会被贴上标签送去被水解成氨基酸成为合成新蛋白的原材料。细胞的生命过程就是这样一批又一批功能相关的蛋白质组群不断替换更新行使功能的过程，这些生命过程所需的一切能量来自太阳。植物叶子中的叶绿体是利用太阳能制造粮食的加工厂；线粒体是把粮食中储存的太阳能释放出来制造成能量货币ATP的车间；我们每人每天都要消耗相当于自身体重那么多的ATP分子以支持我们的生命活动和繁忙的工作。细胞中发生的所有这一切都是按照DNA分子中的基因密码序列指令而井然有序地进行的。 纳米技术可以仿照细胞生命过程的各个环节制造出各种各样的微型机器人，可以预料就在21世纪很多意想不到的微型机器人将出现在人类生活的各个方面，直接或间接地服务于人类。 制造纳米机器人不是从单个原子堆积做起 理论上讲纳米机器人是大量原子或分子按确定顺序聚集而成为具有确定功能的微型器件，但制造纳米机器人不一定是从"零"开始。机器人是由零件组装而成的，纳米机器人的零件可以是单个的原子或分子，但是更现实的是具有一定结构和功能的原子团或分子的集合。利用现实存在的功能器件组装纳米机器人比从一个原子一个原子地构建机器人更为现实可行。生物分子是自然界存在的最丰富的构建纳米机器人的零件的来源，现实可行的途径是按照分子仿生学的原理，利用大量存在的天然分子原器件，设计组装纳米机器人。下面列举几种研制纳米机器人的可能途径： 1.化学模拟 化学家很早就开始模拟酶分子的活性中心结构制造"模拟酶",这实际上就是在研制纳米机器人，因为每一个酶分子都是一个活生生的纳米机器人。但是化学家只模拟了酶活性中心功能基团在空间位置上的配置，而没有模拟出功能基团在催化底物反应时出现的动作，这种动作应当足以打开一个化学键或者合成一个化学键。因此，化学模拟还有很长的路可走，一旦模拟出具有催化动作的"模拟酶"，化学合成的纳米机器人也就诞生了。 2.利用分子的自组合原理装配机器人 生物分子在各个层次上存在着自组合的性质，利用分子的自组合特性装配纳米机器人是一个值得探索的途径。比如构成生物膜的脂类分子是一端亲水另一端疏水的双亲性分子，它们在水溶液中会自组合成双分子层微囊泡，科学家利用这种微囊泡把抗癌药包裹起来，避免药物对正常细胞的杀伤作用。为了使包裹了抗癌药物的微囊泡能识别癌细胞，科学家利用了抗体分子对抗原分子的专一识别作用，把一种专一识别癌细胞特有抗原分子的抗体分子装在微囊泡表面，如此制成的药物载体如同"生物导弹"，可以专一地识别和杀死癌细胞。这不就是纳米物理学家倡导的定向杀死癌细胞的纳米机器人吗? 3.利用生物分子作为分子功能器件组装纳米机器人 ATP酶作为分子发动机的研究已经在西方形成热点领域，日本和美国双方已经呈现出强烈的对峙竞争局面。分子发动机问世的意义决不仅仅是制造一种纳米机器人的动力装置，而是开辟了一个新的探索领域，这个领域就是研究生物分子作为微型机器人原器件的可能性。原则上所有的生物分子都是纳米机器人或组成纳米机器人的零件，生物分子的自组合性质就是零件组装的原理依据。因此，开展生物分子作为纳米器件特性和组装原理的研究应当及早倡导和支持。 呼吸链酶系是研究生物分子纳米器件和组装的好材料ATP酶在生物体内是执行能量转化的关键分子之一，它和呼吸链酶系共同组成线粒体的能量转化体系。线粒体的功能是把储存在食物中的太阳能取出来制造机体需求的"能量货币"ATP，在生物体内是呼吸链酶系推动ATP酶制造ATP。如果把ATP酶看作是一部马达，那么呼吸链就如同连接马达和电源的导线。与导线不同的是，呼吸链传递电子是通过几个生物大分子的氧化还原变化而实现的，这些大分子被称为复合物I(NADH-泛醌还原酶)、复合物II(琥珀酸-泛酮还原酶)、复合物III(泛醌-细胞色素C还原酶)和复合物IV(细胞色素C氧化酶)，它们按照氧化还原电位的高低有序地把底物电子逐一传递，最终把电子传递给氧。作为分子马达进行研究的ATP酶实际上被称作复合物V，它和呼吸链的四个复合物共同组成线粒体的能量转化体系。呼吸链四个复合物进行的电子传递是一个放能的过程，放出的能量用于推动复合物V(ATP酶)制造ATP。 呼吸链酶系可以作为开展纳米器件特性和组装规律的典型研究材料，它具备以下几方面的优点： （1）呼吸链酶系一直是研究生物能量转化机制的典型实验材料。 呼吸链酶系是研究生物能量转化规律的典型实验材料，国内外科学家对它已经研究了近半个多世纪。可以预言：将来制造直接利用太阳能合成面包的纳米机器人很可能要遵循从这个酶系统总结出来的原理和规律而进行组装。 （2）呼吸链中的两个关键酶(复合物III和IV)都有了晶体结构解析的结果，其分子内的电荷转移中心结构清楚，并有大量溶液结构研究数据可参考。 （3）最近我们将纯化的细胞色素C氧化酶(复合物IV)制作成固态薄膜并研究其分子内电子转移特性，发现其分子内的电子传递活性依然完好，而且其电子转移规律和文献中对该酶溶液状态研究的结果很一致。有趣的是发现制成固态薄膜的该种酶，其分子内的电子传递活性具有"电子开关"的特性，这为该种酶作为纳米器件的研究打下了基础。这种研究应该说是我们首先开始的，到目前为止尚未见有过类似的文献报道。 （4）呼吸链四个复合物中的每一个单体酶的分子内部都有各自不同的电子转移中心，它们多数是金属中心，或是某些氨基酸的功能基团。研究分子内电子转移中心的相互关系和电子在其间转移和驻留的规律，有可能发现它们具有的"分子功能器件"的特性。这种研究有可能打开一扇门，使我们看到很多生物分子所具有的纳米器件的特性，这些知识的积累将会产生组装纳米机器人的新思路。 （5）呼吸链四个复合物可以分开制成单体酶，也可以重组合制成不同的呼吸链片段，这为研究纳米器件的装配规律提供了便利。 纳米科技时代需要新型科技人才和新的管理模式 研究生物分子作为功能器件以及利用生物分子功能器件组装纳米机器人的原理和规律是一个前瞻性的研究，这里需要的是创新的思想和勇敢的探索以及新知识的累积。要有很多新型的人才在这一方向上进行创造性地开拓，因此，新型的纳米人才应当具有多学科交叉的知识和经验。更需要一大批新型管理人才，他们善于在各学科的交叉中有机地组织各方面的专家进行有效的合作。 |

Our major objective is to get across to the general public the real threat which these weapons represent for human rights and democracy and to apply pressure on the governments and parliaments around the world to enact legislature which would prohibit the use of these devices to both government and private organisations as well as individuals.” (Plenary sessions/Europarliament, 1999)
In October 2001, Congressman Dennis J. Kucinich introduced a bill to the House of Representatives which, it was hoped would be extremely important in the fight to expose and stop psycho-electronic mind control experimentation on involuntary, non-consensual citizens. The Bill was referred to the Committee on Science, and in addition to the Committee on Armed Services and International Relations. In the original bill a ban was sought on ‘exotic weapons’ including electronic, psychotronic or information weapons, chemtrails, particle beams, plasmas, electromagnetic radiation, extremely low frequency (ELF) or ultra low frequency (ULF) energy radiation, or mind control technologies. Despite the inclusion of a prohibition of the basing of weapons in space, and the use of weapons to destroy objects or damage objects in space, there is no mention in the revised bill of any of the aforementioned mind-invasive weaponry, nor of the use of satellite or radar or other energy based technology for deploying or developing technology designed for deployment against the minds of human beings. (Space Preservation Act, 2002)

We are writing to advise you on our ongoing work and plans for the next meeting of the Presidential Commission for the Study of Bioethical Issues. We appreciate the time that you have taken to engage with us.
We would like to clarify for your information that the Commission is not investigating or reviewing any concerns or complaints concerning claims about targeted individuals. This includes claims concerning: MK-ULTRA; COINTELPRO; electromagnetic torture or attacks; organized stalking; remove influencing; microwave harassment; covert harassment and surveillance; human tracking; psychotronic or psychotropic weapons and radio frequency or military weapons or other claims.
As such the Commission will not hear further testimony on these subjects. Many of these issues have been investigated in the past. The Commission is not a law enforcement, regulatory or legislative body. It does not control any federal monies. In addition, the Commission has no involvement with the public or private grants and has no power to open or undertake criminal cases.
As advisors to the President, we will ensure that all of your concerns, information and testimony are provided to the White House. We sincerely appreciate your interest in the work of the Commission and the time you have taken to share your personal history with us.

We are reaching almost 2400 members here on Peacepink! When I joined just a few years ago, there were less than 1000 members. I so wish more victims that join would be more active and visit the site more often. By that we would be more sucessful getting the message out and also be able to unite in a more orginazed way. I believe some join and then visit a couple of times and then might be "frightened" by the possibility they would be more harassed than before (nothing to be frightened about, we are already in hell-being victims, what could possibly be worse, besides, the harassments goes on even if not active, and it changes in phases, no matter what)or it could also be a language issue. Not all of those almost 2400 members are "real victims" of course and some are spams, but we are indeed growing and should take advantage of it in some way./Annie
My last blog was simply my vent. Although I still believe more can be done between us , and at times it seems to be self inflated punishment just dedicating more time towards these pricks and not concentrating on the important issues in life like self discovery, love one another , and just plain kindness towards one another. Igor brought up a suggestion of marking our tender with a saying or a stamp of some sort , today I am going to find one and will post a blog as to what it is a stamp of. I know its just an emblem that your average person out there will care nothing about , but to us it means something and to those who need a sign of reasurrance most of all will find it and know we are out there and continue our support towards one another.

Nous devons en effet faire baisser le niveau général d'exposition aux ondes électromagnétiques, en abaissant les seuils de puissance de ces champs et – comme l’a suggéré notre président, quitte à affiner la mesure – en nous dotant d’antennes relais plus nombreuses mais moins puissantes. Les expertises internationales militent en ce sens et le Parlement européen a voté, en 2008, une résolution réitérée en 2009 et reprise par l’Assemblée parlementaire du Conseil de l’Europe en 2011, sur les bases des conclusions du rapport « BioInitiative » de 2007. Celui de 2012, synthétisant 1 800 études, confirme la nocivité de ces ondes.
De même, l’électro-sensibilité doit être reconnue en tant que maladie, comme c’est déjà le cas dans certaines parties des États-Unis.

My wife and I had an ok day all in all shopping and oncology appointment. at 9:30 we went to bed. Around 9:50 my wife went to the bathroom cramps vomiting emf ill. at 10:15 I woke up violently vomiting cramping and diarrhea emf ill. Went back to bed 25 min later. My wife told me next morning a helicopter was over our house at 10:10. I looked it up and there it was. Attacking us in our sleep again.
From June 14th till July 3rd, almost every day Iv had 2-4 Blackhalks and leased aircraft flying banking and circling me about 4 hours apart. microwave and ELF waves. Electronically ill along with my wife whom in under-treatment for lupus. We had to stay home most the time in bed so ill.
From July 4th till now July 11, No Blackhalks or gang-stalking EMF has been turned down, no microwaves. all emf meters and Rf counters are low. I have seem to be recovering and healing.
On the 9th I received 3 letters back from NSA, FBI and DoD. ( I will be posting them as soon as I respond to them). But on that night at 6:24pm I saw my first Blackhalk (pic included) in 6 days, and ended up stressed that night along with my wife.
