NON-CONSENSUAL EXPERIMENTATION WITH ELECTROMAGNETIC WEAPONS
TO WHOM IT MAY CONCERN
I am writing you on the behalf of victims both in the United States and abroad. As you are aware, many revelations surrounding the National Security Agency’s extensive electronic dragnet have recently come to light through released records by the intelligence insider Mr. Edward Snowden. During the course of the LIBE Committee hearings even more first-hand testimony was heard from other former NSA insiders regarding the extent of NSA privacy invasion and lack of oversight regarding their methods of data collection. Their statements begin to come very close to an issue that those of us in the medical community in the United States and abroad have been keenly watching for several years now.
Over the last decade we have seen a sharp rise in the number of people coming forward with complaints of non-consensual experimentation with electromagnetic weapons designed to target both electronic hardware and the human central nervous system. While this was typically disregarded as mental illness in the past, the total global population voicing these identical complaints has exponentially grown to numbers that can no longer be attributed to delusional disorder, schizophrenia or any other described mental illness. You may be unaware that the safeguards against experimenting on the public without their consent in the United States are very lax and are included in legislation referred to as The Common Rule which is the Federal Policy regarding human subjects protection. It is written with several loopholes for the allowance of non-consensual experimentation, mostly by intelligence agencies. Hence, we have seen the necessity for the Bioethics Commission hearings in the United States after it was brought to light that Guatemalan prisoners were experimented on with contagions by the National Institutes of Health. During the course of the Bioethics Hearings, their directive was to determine if any other non-consensual experimentation was ongoing in the United States or abroad. At each of the four meetings there was included a public forum for the committee to address concerns by the public at large. Over one hundred individuals were in attendance at each of the four meetings voicing complaints of exposure and experimentation with electromagnetic weapons technologies. The effects of these technologies on the human body can only be described as torture.
Several years ago another National Security Agency insider, John St. Clair Akwei, described in detail the frequencies used by the NSA and other intelligence agencies to access and influence the human body and nervous system in his civil action against the NSA. His descriptions of technologies used to track, monitor and alter a subject’s perceptions, moods and motor control are similar to the complaints we are hearing today from victims alleging non-consensual experimentation and torture. Moreover, Vladimir Putin, in a speech in 2012, admitted that Russia is following suit in funding development of weapons that will attack the human central nervous system. His defense minister, Anatoly Serdyukov, described the weapons as directed energy weapons, wave energy weapons, genetic weapons and psychotronic weapons based upon new physics principles. Obviously, Russia intends to go down the same path of directed energy weapons research that the United States has long been on. The unfortunate truth regarding this type of technology is the ease with which it can be used remotely and non-consensually on the public without the recommended safeguards of an Institutional Review Board or any appreciable ethical oversight. In the United States this research is typically done clandestinely under the guise of national security concerns just as the NSA electronic data mining was done which is currently being covered in the LIBE Committee.
Over the last decade I have consulted with thousands of people in the United States complaining of exposure and experimentation with electromagnetic weapons technologies which include, but are not limited to, complaints of mood alteration, heart palpitations, involuntary body movements, severe headaches, blurred vision, burns to the skin, non-consensual micro-chipping and neurocognitive perturbation. It is my belief, based upon former and current publically released government research documents as well as victims complaints of torture, that this technology is being used in a non-consensual manner on the global public.
I would like to express my deepest gratitude to you for meeting with our representative from the International Center Against Abuse of Covert Technologies and taking the time out of your busy schedule to hear these complaints and read my letter. On behalf of the whole of humanity, I sincerely hope that these technologies will eventually be addressed in the Subcommittee on Human Rights of the European Parliament, as the use of these currently can only be described as torture and dehumanizing.

As more and more evidence and facts are being forwarded and disclosed to some international human rights organizations and UN, they begin to express their serious concerns about my case. And, they all advised and encouraged me to stand up for my basic human rights and file a complaint against Toronto Police and Canadian torturers.
I, with other torture victims tried everything in the State Party, such as, demanding a public inquiry, filing complaint with the Court. However, our processes were dismissed without exception and without viewing any evidence I/we provided. In the meantime, their acts of torture by Toronto Police, Canadian torturers have become more atrocious and more dangerous.
From the “ presentation of Canada’s Sixth Report to the Committee against Torture”, dated May 21, 2012, “ Canada is not aware of any current disciplinary investigations into allegations of torture, or cruel, inhumane, degrading treatment committed by Canadian law enforcement agent.” Is that true?
The State refuses to investigate any allegations of torture, or cruel, inhumane, degrading treatment committed by Canadian law enforcement agent. Of course, they “are not aware of any…” In fact, they refuse to investigate to support them directly and indirectly. And, please see the following facts:
Up till now, the State refused to provide to this committee, “ Data Collection on complaints, investigations, prosecutions and convictions of cases of torture and ill treatment by law enforcement.”
Up till now, the State refused to provide to this committee, “Statistical data on any complaints, investigations, prosecutions, convictions and penalties imposed for alleged excessive use of force by law enforcement personnel.”
I received many letters regarding Toronto Police and Canadian torturers from Mr. Attorney General of Canada and Mr. Prime Minister of Canada, which you may have read. In addition, all Canadian media reported they have “enemy list” in their office.
This is our situation. This is why I stated in my previous letter to UN, “our lives are at imminent risk.” As for what can of serious consequences they are due to their acts of torture, I don’t have to mention them in here. Based on the above reasons and taking everything into account, I write this request to you.
To sum up, I have to cite Mr. Kofi Annan’s statement again, “ Let us be clear: torture can never be an instrument to fight terror, for torture is an instrument of terror.”

I filed a complaint against this doctor who fabricated my medical record, refused to provide my full medical record with The Scarborough Hospital. In fact, they got involved in medical torture. The College’s investigator asked the doctor to explain why he fabricated my medical record and why there were significant conflicts between his handwritten notes and his formal report. However, this doctor wrote to the College and stated:
“ As there is no signed consent from Mr. Yan, my response is understandably restricted.”
They lied to the investigator regardless of the law and fact. Is it logical? I refused to sign the consent after I filed a complaint against him. The College dismissed my complaint based on doctor’s lie. As a torture victim, what can I say? What can I do?

When I worked for these two companies:
1) My neighbors, Chinese couple ( you have known them) knocked our neighboring wall at 4:00-5:00 of “every morning” to wake me up.

The FBI and law enforcement officials in more than a dozen countries have made scores of arrests in cases involving Blackshades, malicious software that allows users to surreptitiously peep into the computers and web cameras of others.
In what the FBI said was the largest global cyber operation to date, raids were carried out in 18 countries at the homes of people suspected of buying the malware, which was available for a $40 download. The targets for law enforcement included the creators and administrators of Blackshades.
The software was used last year against Miss Teen USA Cassidy Wolf in what became known as a cyber “sextortion” case. Wolf, then 19 years old, told reporters last August she had received an anonymous email in which the sender claimed to have nude photos of her, captured from her webcam, and threatened to post the photos online unless Wolf gave him more nude pictures or videos.

The suspect in that case, 20-year-old Jared James Abrahams, pleaded guilty in November and was sentenced to 18 months in prison.

A criminal complaint described Blackshades’ disturbing capabilities: “After installing the RAT [remote access tool] on a victim’s computer, a user of the RAT had free rein to, among other things, acess and view documents, photographs and other files on the victim’s computer, record all of the keystrokes entered on the victim’s keyboard, steal the passwords to the victim’s online accounts, and even activate the victim’s web camera to spy on the victim – all of which could be done without the victim’s knowledge.”
The FBI’s investigation showed that the RAT had been purchased by “at least several thousand users in more than 100 countries and used to infect more than half a million computers worldwide,” the complaint said.
FBI Assistant Director George Venizelos said nearly anyone could use the program.
"It required no sophisticated hacking experience or expensive equipment," he said. "We tackled this malware starting with those that put it in the hands of the users, the creators, and those who helped make it readily available, the administrators."
Law enforcement identified two co-creators of Blackshades as Alex Yucel and Michael Hogue. Hogue was arrested in Arizona in 2012, has pleaded guilty and is cooperating with law enforcement, officials said. Yucel was arrested in Moldova in 2013 and the U.S. is awaiting extradition.
"Working in close coordination with our partners, we conducted a series of arrests and other actions targeting the creators and purveyors of malicious computer software known as Blackshades, which can victimize ordinary Americans by stealing and exploiting their personal information," Attorney General Eric Holder said today. "We are stepping up our cyber enforcement efforts around the globe. We will simply not tolerate these activities."
