A limited hangout is a public relations or propaganda technique that involves the release of previously hidden information in order to prevent a greater exposure of more important details. It takes the form of deception, misdirection, or coverup often associated with intelligence agencies involving a release or "mea culpa" type of confession of only part of a set of previously hidden sensitive information, that establishes credibility for the one releasing the information who by the very act of confession appears to be "coming clean" and acting with integrity; but in actuality, by withholding key facts, is protecting a deeper operation and those who could be exposed if the whole truth came out. In effect, if an array of offenses or misdeeds is suspected, this confession admits to a lesser offense while covering up the greater ones.

A limited hangout typically is a response to lower the pressure felt from inquisitive investigators pursuing clues that threaten to expose everything, and the disclosure is often combined with red herrings or propaganda elements that lead to false trails, distractions, or ideological disinformation; thus allowing covert or criminal elements to continue in their improper activities.

Disinformation is intentionally false or inaccurate information that is spread deliberately. It is synonymous with and sometimes called Black propaganda. It may include the distribution of forged documents, manuscripts, and photographs, or spreading malicious rumors and fabricated intelligence. Disinformation should not be confused with misinformation, information that is unintentionally false.

In espionage or military intelligence, disinformation is the deliberate spreading of false information to mislead an enemy as to one's position or course of action. In politics, disinformation is the deliberate attempt to deflect voter support of an opponent, disseminating false statements of innuendo based on the candidates vulnerabilities as revealed by opposition research. In both cases, it also includes the distortion of true information in such a way as to render it useless.

Disinformation techniques may also be found in commerce and government, used to try to undermine the position of a competitor. It is an act of deception and blatant false statements to convince someone of an untruth. Cooking-the-books might be considered a disinformation strategy that led to the Sarbanes–Oxley Act.

Unlike traditional propaganda and Big Lie techniques designed to engage emotional support, disinformation is designed to manipulate the audience at the rational level by either discrediting conflicting information or supporting false conclusions.

Another technique of concealing facts, or censorship, is also used if the group can effect such control. When channels of information cannot be completely closed, they can be rendered useless by filling them with disinformation, effectively lowering their signal-to-noise ratio and discrediting the opposition by association with a lot of easily-disproved false claims.

A common disinformation tactic is to mix some truth and observation with false conclusions and lies, or to reveal part of the truth while presenting it as the whole (a limited hangout).

I have summed up the 10 most relevant points she makes in the interview which I pasted below.

1) Which organizations are responsible?

It´s difficult to pinpoint everything at this stage on the US government exclusively. The pattern and protocols of surveillance and harassment are virtually identical on a global scale, so someone is overseeing the entire activity. The US government is obviously complicit because otherwise these operations wouldn’t be allowed to exist. Why, it´s hard to say. Whether it´s just for testing electronic weapons systems for future use under combat conditions or whether later there´s a holocaust in the offing, it´s hard to say.

2) How is targeting accomplished?

In order to target someone, it requires that that person be put under surveillance to establish their personality traits and their capacity to interrelate with people, their capacity for corruption or non-corruption and even their religion factors into it. They are singled out for preliminary stages of harassment which would include gang stalking, entry into their private homes or apartment followed by gradually intensified and ultimately extremely intensified electronic harassment. This is the pattern that has unfolded over, and over, and over.

3) What are the criteria for selecting a target?

Quite a number of the women who are singled out appear to be too independent, perhaps too intelligent. They tend to live alone and pursue professional careers. There´s a heavy predominance of these types of women in the TI community. Men are in a smaller proportion and seem to be those who have a propensity to fly off the handle. They have a sense of self-esteem and pride that seems to invite targeting. There is a curious predominance of a certain lack of religion amongst TIs, as opposed to a certain predominance of a particular religion amongst the perpetrators.

What about numbers of targets?

4) The persons that have realized what´s going on are just a drop in the bucket. The persons that she has seen being targeted are completely unaware of what´s going on so the persons complaining of it are just the tip of the iceberg. So she would say this is very, very widespread but she can´t under the circumstances come up with any figures.

What happens with the information gathered on a target?

5) It appears that the perpetrators don’t do anything with the information gathered on a target once they get it, apart from to establish a harassment protocol which will follow that targeted individual for the rest of his or her life.

Why do they do it?

6) Part of the objective is obviously to test the latest and greatest of electronic weaponry, and other forms of technologies. A part of it is to control and choreograph those who are involved in these harassment operations on the dispensing end. And it would appear that those being targeted are simply objects, who she sees as ultimately being disposable. In other words, she thinks that once full control is established over a major percentage of the population, and enough of the population is silenced and unwilling to stick their necks out, we would inevitably be heading towards a HOLOCAUST.

7) What means to they use to lock into the target in his or her own home?

In order to target a person in their own home, they first of all need to be able to see that person. There are plenty of technologies available that allow for the imaging of a person who might be sitting in a chair for example. Using infrared imagery techniques for example, they can capture your image by monitoring the concentration of heat emanating from your body. Using certain acoustical frequencies, they can detect mass. And using sophisticated computer software, they can convert those images to likenesses on computers, which conceivably could be used in a software program that would be connected to an electronic weapon´s system. Devices draw on the existing electrical grid, and do involve microwave towers. Devices are used which are fixed to poles that are connecting to power lines. These weapon systems are used by neighbours surrounding persons who have been singled out as targets of opportunity.

8) What can targets do to protect themselves?

It´s very difficult to advise targeted individuals on how to acquire peace. All of the frequencies can somehow be blocked or deflected. The pain can be ameliorated if not halted altogether. Writing to congress or state legislators might not be a better alternative because you will be treated as something worthy of the circular basket. They just won´t intervene. Writing to the various agencies won´t help either because they will say there are no laws prohibiting these types of activities. Try to protect yourself to alleviate the pain you´re experiencing. Keep your faculties together and don´t go to psychiatrists, physiologists or doctors because many of them are involved.

9) What is the involvement of religious groups?

Perpetrators appear to belong predominantly to one particular religion, whereas targeted individuals do not belong predominantly to that particular religion. She is not prepared to name the religious group. There is a religious influence but that´s is not to say that these people aren’t being used as puppets by some broader interest.

10) Does moving help?

No, every community everywhere is wired up to the network and the protocol follows the target wherever he or she may choose to go. No TI should look for a reason as to why this is going on. It´s a serious, serious mistake. It´s a natural tendency that should be avoided. She did that herself when they started on her and over the years she came up with six different possibilities.

Scientific models and ethical issues in hybrid bionic systems research

ABSTRACT

Research on hybrid bionic systems (HBSs) is still in its infancy but promising results have already been achieved in laboratories. Experiments on humans and animals show that artificial devices can be controlled by neural signals. These results suggest that HBS technologies can be employed to restore sensorimotor functionalities in disabled and elderly people. At the same time, HBS research raises ethical concerns related to possible exogenous and endogenous limitations to human autonomy and freedom. The analysis of these concerns requires reflecting on the availability of scientific models accounting for key aspects of sensorimotor coordination and plastic adaptation mechanisms in the brain.

A critical review of interfaces with the peripheral nervous system for the control of neuroprostheses and hybrid bionic systems.

Abstract

Considerable scientific and technological efforts have been devoted to develop neuroprostheses and hybrid bionic systems that link the human nervous system with electronic or robotic prostheses, with the main aim of restoring motor and sensory functions in disabled patients. A number of neuroprostheses use interfaces with peripheral nerves or muscles for neuromuscular stimulation and signal recording. Herein, we provide a critical overview of the peripheral interfaces available and trace their use from research to clinical application in controlling artificial and robotic prostheses. The first section reviews the different types of non-invasive and invasive electrodes, which include surface and muscular electrodes that can record EMG signals from and stimulate the underlying or implanted muscles. Extraneural electrodes, such as cuff and epineurial electrodes, provide simultaneous interface with many axons in the nerve, whereas intrafascicular, penetrating, and regenerative electrodes may contact small groups of axons within a nerve fascicle. Biological, technological, and material science issues are also reviewed relative to the problems of electrode design and tissue injury. The last section reviews different strategies for the use of information recorded from peripheral interfaces and the current state of control neuroprostheses and hybrid bionic systems.

Cal Poly Professor Patrick Lin, director of The Cal Poly-based Ethics + Emerging Technologies Group, has been invited to give the first presentation on an international war-robots panel. Lin spoke at the Association for Practical and Professional Ethics Annual Meeting March 7. The event is the largest applied ethics conference in the world. Lin recently released a report commissioned by the U.S. Navy: “Autonomous Military Robots: Risk, Ethics, and Design.” Also in March, Lin and Cal Poly's Nanoethics Group co-hosting a conference at the University of Michigan on the ethical and social impacts of human enhancement technologies. The conference is set for March 27 and 28 and will cover sports, the military, government policy and religion issues posed by "bionic" body enhancements.

THE REHEARSED STORIES AND VISIONS

I first began hearing voices through this illegal implantation in August of 2009, but I all began in 2006 when I had first
received my first symptom which was heart failure. I was very scared and
concerened so I went to a heart vascular doctor by the name of Dr. Tutsee
Tonwee, who had noticed the problem and gave me a recorder that requires a hook
up the same as any emergency room check up, in search for heart and respiratory
problems. I continued to use this device until the unfortunate break up between
my exwife and I. During the time of our split up I had just sent my exwife to
the local liquor store which was a two minute walk from our residence to check
a mega millions lottery ticket. When she returned she told me that I had won,
not knowing that I had been illegally implanted at the time and my exwife was
involved with it also, I thought nothing of it but was simply expecting to
receive a check in the mail being that I had put all of my information on the
ticket. The funny thing is a day after I was informed that I had won the
lottery my wife at the came to my job making false accusations about she have
pictures of a girlfriend (meutual friend) and I kissing, which was not true.

Of course me being stupidly in love with this woman gave her the key to my vehicle under the assumption that she was going home, but instead
she left me just took my daughter and left. Once I was done working I called
the house but no answer so I got a ride by people I work with, upon arrival to
my residence I noticed that the lights in the front of the house was off and
the bedroom light was on, so after calling the phone and receiving no answer to
the knocks on the door I figured she was gone. Crazy thing is that my vehicle
was parked in front but I gave her the key. Now being that this happened all I
had was myself she wasn’t at her mother house but she was living with my cousin
they decided to get together through the help of my sisters and mother.

A few months later my vehicle was sabatoged, being that a flat tire wasn’t enough for these people. They hired a Hatian guy to crash into
my vehicle while I was driving. After the accident I had nothing but a police
report and two witnesses stating that I wasn’t at fault. Two days after this I
was driving my friend car and it overturned while I was at speeds of 45 to
50mph ejecting me out of the vehicle. This is where the now; the obvious begin
I was taken to a hospital over 60 miles away from the area, when there is a
hospital like 7miles away from the accident scene. This hospital that I was
taken to gave me the worst treatment any person could ever receive; I
immediately noticed upon arrival a white male who dressed like a agent; wearing
black casual pant and solid white dress shirt with his sleeves rolled up,
approach me and insert a grey gadget into my colon, which released something in
me. It hurt like hell, so I asked “what the hell are you doing to me,” he
stated that he was checking me for internal bleeding. Now clearly I’m not the
smartest man in the world but, you’re not supposed to receive a device in the
colon that releases little gadgets out of it. I was in this hell hole of a
hospital for maybe 4days. During this introductory to death of a hospital
visit, I received no bathes, therapy, doctor attention, food or visit’s. I was
in a facility that had no intentions on helping me at all, but planning to use
me as an experiment. The entire visit at the hospital there was a nurse
assigned to me who only talked about sex and her relationships. This was
explained by the operators of this weapon; that was their way of entertaining
me, which was sexually seducing me and not feeding me, and taking blood out of
me at a regular schedule of once every hour of everyday. After I was released from “Hell” a friend of
mine came and took me to their home, and I have to admit was she acting very
strange always touching on the wounds from the accident and being very creepy
with needles. Always talking about how I have perfect veins, and that it would
be so easy to put a needle in my veins as if the conversation was just a normal
regular conversation. This person told me a lot about their family showing me
pictures of someone whom I would meet again later in life.

This is now the 2008 year, I’m not all the way down to nothing finicially but emotionally
when thinking about my daughter and realizing that I can’t see her at all I
would just sit and cry feeling torn apart. At this time of my life I am
officially divorced and going to court for a custody battle over my daughter
which ended in my favor, being that I wasn’t about to try to battle my
estranged for my daughter I just wanted everything to be as is when I want to
see my baby I can and so it was ordered.

Crazy things have happened like the cousin my estranged is now with gets put in prison for selling drugs and other stuff and she now wants
to talk to me acting as if she wants to be with me again. Knowing I’m in love
with this woman agreed and here we go with her steering my life directly to
death. Everything going wrong from nowhere to live with my daughter and
estranged to not being able to get a job, keep a vehicle or anything this is
crazy. Time has past now I have had
family and friends trying to kill me everyone participateing with doing
physical harm to me and sabatoging my vehicle which is the only possession I
have now. This is my house and transportation everything I do happens because
of my vehicle.

I finially get a job working construction and I get a phone about 2days of having this phone I
receive a text telling me that the FBI is on my phone. Not caring because I’m
not doing anything wrong in my life I just forgot about. Next I lose my job,
and after losing my job I began job searching in other areas which got me
nowhere. In the midst of this time that’s passing, my car is stolen and
wrecked, no job and still homeless. I have participated in the publishers
clearing house and was told that I won, I still have conformational mail for
that. I began talking to on the phone chat line dating service, which is where
I meet a woman by the name of Dorthy Bottoms, who told me while we were
together that her slogan is called “Two–Chain,” and that she just joined the
Union, and how she have several nicknames (DOT, DE, O’Bottoms and April

are very informational now, being that I figured everything out how this was
all planned and that this government will not stop at nothing, which is why
“they,” (The government) are trying to kill me.

The two day relationship between Mrs. Bottoms and I was over in the matter of moments into her conversation; I have never been so spooked in my life to hear this woman
tell me immediately after having sex that I am now “burnt out”. This is the beginning of my death walk and
the government working at a level five NSA procedure to kill me erasing my
existence to the point where I can’t even get a free bank account given to me by
the College I am attending now. This government used shelters and workforces to
put implants in me knowing that if there’s a workforce around I would be there,
and using the workforce case worker Ornando Hall to introduce me to Chris Brock
who told me crazy stories like; you look like you would win the lottery and one
day you will just drop dead. This guy immediately after getting to his
residence at the time bugged my teeth; He and his friend Mike aka BIG HEAD was
engaged in a very confidential conversation while Chris cooked potatoes for me
to eat that broke my teeth and enabled me to be heard by the people driving in
their vehicles all day and night everyday at all times of the day. I know this
because I would simply sit near the sidewalk facing the traffic and notice
every face and every vehicle; it got to the point that we were playing games.
They would drive to their check points and switch cars and plates; So I would
let them know who was in what car and that their tag was still hanging wrong,
or their head light was blown, or I would name a vehicle like “shark shark,” which
is a car that I admired the most out of all the vehicles. Being that I like to
rap I began making up songs to rap about to them most people like to play and
listen to me I would do this until I felt sleepy enough to go in a “porter
pottie,” which I noticed sitting off by its self; which brings to my attention that
early one morning. A police officer snatched the door open and ran in my
identification clearing me and leaving.

After this implantation I was happily directed to go to the Union mission shelter in Norfolk, Va which is where I was tranqualized and
implanted illegally. The reason I suspect this facility is like I mentioned
earlier that my friend who helped after being released from the hospital, had
told me about her family, and had shown me pictures also. I met a person she
told me that is her step brother and was in prison, but he was in this facility
and he had a backpack full of cannulas one night, I thought nothing of it until
the next morning when I was awakened by someone extremely late then kicked out
of the shelter. With a sore throat and stiff muscles I had no other choice but
to leave walking; feeling as stiff as I did when I had gotten in the accident
in De. To catch you up with time’s I have been trying to get help talking to
police officers (Master Rick James), local news station’s, and even emailing
the president begging him for help and explaining to him my situation trying
not to speak too much because of the networking that’s been going on with the
computer and the local area.
