Bioethics Commission Urges Compensation for Victims of Human Research
This article at the link below was welcome news when announced a few days ago. Apparently Amy Gutmann is calling for compensation for victims who have been harmed by gov......ernmental research programs. And according to Peter she stated that this would include military experiments as well. After hearing this, I was reminded of the one point I made in my speech to the commission requesting a similar system of redress for TI's. So maybe the commission listened to us after all! Well, I believe that it would not have happened at all if we had not gone and spoken up to them about this. I believe this to be a positive result for our efforts! We all have seen this groups of hoodlums, low lives, parasites, that are in neighborhoods terrorism us by either manipulating the neighbors to do some type of street theater or some kind of driving in or out of their garages when either you are coming home of leaving, also they make the children of your neighborhood to do some kind of street theater or stalking, doing it in a very obvious way for you to notice, like any psychopath dumb ass would do! well this is how I see it it's happening by my own experience in my targeting.
Organized crime have one purpose when they invade a neighborhood, besides the one of recruit neighbors and make them participate into your targeting.
One main reason is the recruitment of children
A child that it’s poison with this crime becomes a predator
A child predator becomes a sexual predator, pedophile, psychopath
When this groups invade your neighborhood, they began monitoring the whole neighborhood
They can see in their computers in a map view, who comes and goes within your block or within the whole complex
They start monitoring the children of your neighborhood, and start selecting who can be a prospect to be a psychopath and the ones that can be taken as experiments of torture, ( done by the same children)
These groups of stalkers infiltrates in camps or organizations were youth centers are located to began scanning and find their prospects.
The individuals that do this searching are actual pedophiles.
Once they have chosen a few, they began indoctrinating.
These are the same children that have done at some point a street theater or stalking to you.
As time pass, this children are assign to the child victim, with the child victim the child predator began monitoring, stalking, and getting into the child victim’s live, (I’m talking about a teen predator)
The teen predator then began the stalking of the child victim creating a fixation in the victim child, creating the psychopath within this teen predator.
The following it’s not hard to see it, since the teen predator began stalking through the technology monitoring the child victim, began assaulting with the weapons , and also the defamation of character done by the teen predator at school of the victim, and of course it’s not just one stalker but many children predators, the teen predator began manipulating others at school, the teen predator became manipulating children to do predatory tactics to the victim child, and we all can see how the bulling at schools have grown and the teen suicide have arise in a very scary way and because of the systematic harassment that the victims have gone through before they committed suicide, says a lot of what’s going on today at our schools
Now imaging this not with one teen predator but a whole army of children predators.
And this is done by the groups of criminals that invade a neighborhood were the Ti move in.
The pedophiles from these groups are poisoning our young in front of everybody.
Now you can see how they’ve been multiplying within the same neighborhood
I also see that this teens whenever they can, they leave home to continue, adopting this crime as way of living, becoming this psychopath sexual predator.
I have seen them driving in group carpooling.
The whole idea of the psychopath cannibal is that adopt this crime as a way of living, an actual psychopath develop a “grudge” in a victim, the wanna be that it’s the one approach and become one, develop a” fixation” that it’s not the same, a “grudge” can last a whole life, a fixation last a few months.

They use the Neuro-feedback, with your brain, a way to introduce what they want to paste in your mind, the neuro-feedback runs in your mind 24/7, little by little but especially when you go to sleep, that’s when they assault your mind and body.
They also during the hypnotic state during the brain wash, they have this baboons, that talk and try to set you up with situations where there’s children, to see your reaction and make you feel guilty, but the whole set-up fail, because they want you to take the bait in order to do their “programming sensitizing” to manipulate you and cause trauma. It’s a whole pandemonium of experimentation to control somebody’s mind and in order to do it, is creating trauma guilt, to force and control the mind.

They can see ‘through my eyes” what I’m doing, and that experience almost every single victim knows this, absolutely no privacy, and this crime can’t go unpunished , taking somebody’s privacy like nothing it’s happening it’s a horror for anybody that it’s violated in this way, no respect for human life?? That have to be punish in any way possible, taking somebody’s privacy and violate pushing people to do it for evil? It’s wrong, even making children to participate??? its wrong, we are going backwards with this society, the primitive breed has to go, the cannibal psychopath has to go.

In the beginning I contacted them and they called me when I told them how non-lethal weapons were being used to kill.
My targeting to subside after that and overt police harassment stopped. Police still used a group to jump me where I was kicked in the face. Police then wrote a false police report stating I acknowledged being the cause of everything. I then went to a town council meeting and spoke of police corruption and held up a bloody shit from that night. At the next meeting I named the officer who wrote the false police report. He had already been convicted and the council covered for him. The officer Eric Lewis then won an appeal 3 days later.
It seems clear to me the town doesn't want to be sued and does cover for police abuses. Remote and covert directed energy weapons are approved by the NIJ for law enforcement. One writing I have clearly states the uses of these weapons to, "Limit the Liability of Law Enforcement".
It also appears that this remote and covert nature meant to limit liability has also allowed police to attack and torture leaving no evidence.
So when the, "President's Bioethics Commission", we must then press our case to the NIJ conferences and state publicly that we are being tortured and tested on with these weapons and surveillance tools.

If you watch the Bio ethics commission you will see these people talk all about this subject at length and yet dance around many subjects or details. Dr. Amy Gutmann started the Commission saying that clearly the Guatemalan tests were wrong and there will be no debating that non-consensual human experimentation, "is wrong". Everyone of the sitting commettee members agreed. Still Dr. Farah a speaker denied subvocal speech recognition is mind reading when asked by the Chair Dr. amy Gutmann. They broke after this exchange between DR. Farah and the Dr. Amy Gutmann. I then walked up to them as Dr. Gutmann walked away say, "We will discuss this later". I don't think she was happy with Dr. Farah twisting the truth. I then spoke to Dr. Farah who denied knowing about millimeter wave surveillance and V2K. I explained how they are used as a remote lie detector, but she claimed to know nothing about it.
You will then see Dr. Farah push for brain imaging or FMRI to be used as a lie detector in her closing remarks. Dr. Gutmann then points out that brain imaging for lie detection is only 90% accurate. She states that that would mean 10% of the innocent people would be found guilty who were innocent and 10% of the criminals would walk away.
I want you to look deeper and see that the Chair Dr. Amy Gutmann is the eighth president of the, "University of Pennsylvania". She is the Boss of a few of these people at this meeting. They very likely have had these areas of contention for some time.
Dr. Farah also of the, "University of Pennsylvania" is the Director, Center for Cognitive Neuroscience and and the Director for the Center for Neuroscience and society: as well as senior Fellow, Center for Bioethics. If you are catching on it has been these peoples jobs to look at the ethics of looking into our brain...........At the University of Pennsylvania!
On the legal side and also from, "University of Pennsylvania Law school and School of Medicine. was Dr. Stephen Morse, J.D., Ph.D. Professor of Psychology and Law in Psychiatry.
To Top off the list Dr. Moreno was in attendance also from the, "University of Pennsylvania". I asked him about using millimeter wave with V2K as a lie detector. He said he didn't know of the technology so I said, It is, "Voice to Skull", the, "Voice of God Weapon", "MEDUSA", "The Microwave Hearing Effect", "The Frey Effect"..." He said Oh I think I heard of that one. He then left.
I'm unsure of how this will end. Billions are being made on the non-consensual human experiments done on us. National security is a good excuse to not speak about some things but clearly they are denying subjects that are not a national security issue like MEDUSA and its microwave hearing effect, The Army listed V2K on one of its sites till it was curriusly taken off. "Subvocal", was meantioned as, "Mind Reading" and I credit Dr. Amy Gutmann the Chair for actually bring that up. Then though Dr. Farah says it is not mind reading it is just muscles that twitch to the unspoken thought, and that mind control is a million years away. Clearly the desire for federal grants, power and control is stering this commission away from the truth or at least the whole truth.

1. How can we protect ourselves from microwave radiation?
Purchase a small microwave detector (audible), never carry a mobile phone, even switched off, never have a walkabout phone - even off, never have any wireless device. Screen your bed and chair with a thin metal (not foil) screen.
2. Can Bluetooth blockers or mobile phone blockers protect us from electronic torture-radiation, etc.?
No. The only real solution is to ¨jam¨ the signal but that can cause other complications from reflection and constructive interference.

As above. Personal or domestic (house) shielding is the only solution. Producing microwaves to ¨jam¨ microwaves may be more dangerous.
4. Which devices could be used to measure the radiation?
You could use a spectrometer but they can cost thousands of pounds and be very difficult to use. Simple detectors can be used, even hired from specialist people like ¨Powerwatch¨. They either flash little lights or ¨bleep¨ and cost around 100 pounds.
5. How exactly does this technology function?
They measure the frequency (number of waves) and amplitude (energy) of the waves. Not pulses or modulations – a spectrometer is needed for that.
6. Though we all get certain types of hallucinations, nobody knows exactly how we are tormented. Can you describe how the criminals attack us?
Yes. Microwave irradiation with the correct pulse frequencies can cause visual and audible hallucinations. Add to this, entrainment of the brain and you can induce severe mental illnesses that can fool psychiatrists. Effects can last weeks between irradiation attacks. It is very easy to do. You can be targeted all day and night to achieve the desired effect. If you go to the ¨h. e. s. e.¨ website, you should see a mathematical interpretation of how this occurs plus a flow chart. (h. e. s. e. is a German organization I think). They published some of my work. Please note at this point that I do not use or own a computer – just a fountain pen and bottle of ink.
7. How do you think we could convince the police that radiation readings are abnormally high in victims´ apartments and houses?
A legal measurement can only be made by an expert with a calibrated spectrometer over many days, weeks or months. Apart from being expensive – those irradiating you will soon learn of this and turn off their equipment. Hence, you will prove nothing. Hand-held devices are not accepted in court.
8. Is it possible to make laser or microwave attacks audible or obvious?
Yes, purchase a hand-held audible microwave detector.
9. Can you send us pictures of microwave weapons or devices?
Take a look out of your window! Any microwave mobile phone transmitter – any micro cell (picocell) in shops can be programmed by computer for this – as can any mobile phone you are carrying or using. Or any family member´s phone – even if it is totally off.
10. How can it be medically proven that the affected person is actually irradiated?

11. Which blood and urine parameters clearly show that the affected person is irradiated?
As above – Magda Havas website – basically the viscosity changes.
12. Are there already devices in existence that measure body radiation?
Yes: EEG – ECG machines – lie detectors – it really depends on which part of the electromagnetic spectrum you wish to detect. All waves from the body can be detected, even the smallest A-B-Delta-Theta brainwaves.
13. Why are politicians too cowardly to address the issue unless they really get pushed?
There are people ¨above¨ politicians – (who just really deal with simple domestic matters) – those above politicians make the real decisions. These people are not subjected to a ¨vote¨ every four or five years!
14. Mr Trower, you speak with scientists and students but why not with doctors and lawyers?
15. Who can we expect to get help from - the press, the justice system, or just from ordinary citizens?
I have spoken to three legal firms in the last year: I even produced an 88 page document for one of them. The problem is with the Governments generally, all such cases, like this, where Government and Government scientists are complicit in illegal experiments or experimentation of population – they will stall and delay. Most cases take on average about fifty years to come to court. Hence, most cases fail due to the death of the victim. It is easy for Government lawyers to put the onus of medical proof onto the victim. Most doctors or consultants work for a department of health – which of course is a Government Department! If not, and they work privately, they still have to be registered with the Government. Hence, you will receive very little medical help. I have personally known three hospital consultants be threatened within four hours of talking up such cases. They all gave up and decided to keep their jobs!
Finally, you asked if I could give a press interview. It is a lot easier for the press to meet me here because I have all my documents to hand.
The biggest problem of course is proof. Even if you can prove you are being irradiated (which is doubtful), how do you prove who is responsible? Theoretically, it could be from as many as 150 different companies from as many countries. – not necessarily the country you are in. This is why microwaves are such perfect weapons.
I could probably come to Germany but it would be very expensive. You would do better to pay for an investigative reporter to write an article which exposes this – provided you could publish it of course!
I have been banned from contacting eight universities – which gives you an idea of Government power. Along with three death threats.

I realized that this was something the media. It is an amazing thing that the technology exists and that the project is ongoing.
Therefore, I contacted one of my acquaintances, Thabo Motsieola as a reporter and a renowned TV profile. I got to know him during my time with Jon Sandman Enterprises, which I had sold. He understood me and was interested in the subject. It was a great success. My mother and media also came to mean a lot for me to get help to fight with this thing. When I started searching the internet I became aware that there are people who share my situation. Implanted in hospitals or other places and used for experiments. It is about international organized crime research. Many of the stories from the victims was similar to my own case. The Internet contains research reports, opinion articles and documentary material.There is information from different parts of the world and the brutal mentality, to take advantage of people in life-destroying brain experiments seem to be the same in the country than the abuse occurs. Of all the impacts that many talked about was a lot of identical to my case. The usual torture is easier to explain as it is to burn, cut or physical torment. All this is happening also in various stages day and night. In between, I try to sleep and rest so that I can survive. From my point of view, this is an equally crucial event that the establishment of concentration camps in Germany in the 1930s. Moreover, it seems a similar mentality that drives the perpetrators.

Fifty years after Skinner and Rogers warned of Science was a declaration by the European Ethics Group of the Swedish professor Goran Hermerén as chairman. The group advises the European Commission on ethical considerations of scientific issues. Another text from their document indicates that there are no studies on the health risks of what I face. Ethics group also asks the question to what extent this technology will be misused by the military. But no matter what career plans they are responsible, it is a horror story. See threats they paint up and understand that it has gone far on the road. It must be addressed in parliament and every man must know it. The network we are part of the can indicate that the abuse lasted for 60 years without any uncovered. Conceptual BCI system with various kinds of Neurofeedbacks. In the development of a BCI we need to handle two learning systems: The machine should learn to discriminate between different complex patterns of brain activity as accurate as possible and the BCI users should learn via different neurofeedback configurations to modulate their EEG activity and self-regulate or control them.
Another promising extension of BCI is to incorporate various neurofeedbacks to train subjects to modulate EEG brain patterns and parameters such as ERPs, ERD, SMR, P300 or slow cortical potentials (SCPs) to meet a specific criterion or to learn self-regulations skills. The subject then changes their EEG patterns in response to some feedback. Such integration of neurofeedback in BCI (Fig. 4) is an emerging technology for rehabilitation, but we believe is also a new paradigm in neuroscience that might reveal previously unknown brain activities associated with behavior or self-regulated mental states. The possibility of automated context-awareness as a new interface goes far beyond the standard BCI with simple feedback control. We hope to develop the next level of BCI system using neurofeedbacks for some selective cognitive phenomena. To do so, we need to rely increasingly on findings from other disciplines, especially, neuroscience, information technology, biomedical engineering, machine learning, and clinical rehabilitation.

MagneLink Magnetic Communication System (MCS)
MagneLink™ Magnetic Communication System (MCS) is a wire
less, through-the-earth communication system developed by Lockheed Martin to meet the mining industry’s post-accident emergency wireless communications requirement. MagneLink MCS works by transmitting magnetic waves through the earth without the transmission wires and in-ground infrastructure currently required to communicate via standard radio communications. It is portable and provides wireless two-way, voice and text communications, and operates at ranges sufficient to communicate from the surface into shallow-to-deep underground mines.
The system will bring a tremendous emergency communications capability to the mining industry in the event of an accident where miners are trapped and have no other means of communicating with rescue teams on the surface. Lockheed Martin has leveraged its advanced communications and signal processing expertise to successfully develop this unique system in coordination with the National Institute of Occupational Safety and Health (NIOSH) to help save miners’ lives where possible following a mine accident.
Lockheed Martin recently conducted three successful MagneLink MCS in-mine demonstrations.
In December 2009, the MagneLink MCS Engineering Development Model’s functionality for voice and text communications was successfully demonstrated at a commercial mine in Dilliner, Pa.
In March 2010, Lockheed Martin tested MagneLink MCS at the Contrary Portal of CONSOL Energy’s Buchanan Mine in Mavisdale, Va. The system demonstrated successful two-way text and voice communications to a depth of 1550 feet and two-way text communications in excess of 1550 feet.
In June 2010, MagneLink MCS in-mine demonstrations were conducted at the National Institute of Occupational Safety and Health Test Mine in Bruceton, Pa. The system interfaced with hand-held radios similar to the miner emergency radios and successfully functioned as a multi-band receiver, establishing communications with multiple MagneLink MCS units without the requirement for the MCS units to be on the same channel to receive transmissions.
Lockheed Martin and the Mining Safety and Health Administration (MSHA) are currently working to certify the equipment for use in mines. MagneLink MCS systems will be available following MSHA certification.
